Wingnut Watch: Perry’s Tightrope

Rick PerryWith the end of the brief, Weekly Standard-driven boomlet for a Paul Ryan presidential candidacy, it’s increasingly certain that the 2012 GOP presidential field is set. Yes, there are still some observers who believe (with hope or fear) that Sarah Palin is going to announce a 2012 bid in Iowa at a big Tea Party rally over the Labor Day weekend. But Team Palin’s abrasive push back against a Karl Rove prediction that this would happen is a pretty clear indicator that it won’t, unless St. Joan of the Tundra really enjoys misdirection.

So there are by most accounts three viable candidates—Perry, Romney and Bachmann—with Ron Paul formidable enough to wreak some occasional havoc, and perhaps someone else—most likely Rick Santorum, possibly Herman Cain—having enough juice in Iowa to affect other candidates’ performances at the margins.  Perry is the “it” candidate of the moment, and fans of Bachmann are praying that her candidacy can survive his current surge in the national and early-state polls.

Meanwhile, Perry himself is negotiating a pretty interesting tightrope that shows both the power and perils of wingnuttery. On the one hand, it’s important that he provide a credible challenge to Bachmann for the support of serious Tea Party and Christian Right activists; perhaps his camp even thinks they can drive her from the race before voting begins by pushing down her poll numbers and drying up her money sources. This would explain the savagely carnivorous nature of his early speeches, and certain other maneuvers like his decision to sign onto the Susan B. Anthony List’s highly prescriptive anti-abortion pledge, which Mitt Romney declined to do. That pledge, it should be noted, would prohibit Perry from appointing his 2008 presidential favorite, Rudy Giuliani, to any cabinet post with an influence on abortion policy.

But at the same time, Perry is having some problems generated by wingnut-pleasing passages in his 2010 book, Fed Up, most notably an expression of interest in repealing the Sixteenth Amendment (which made possible the establishment of a federal income tax), and exceedingly hostile remarks about the constitutionality and morality of Social Security. Indeed, he’s already back-peddling pretty fast on Social Security, as reported by the Wall Street Journal:

His communications director, Ray Sullivan, said [last] Thursday that he had “never heard” the governor suggest the program was unconstitutional. Not only that, Mr. Sullivan said, but “Fed Up!” is not meant to reflect the governor’s current views on how to fix the program.

Perry is also drawing unfriendly mainstream media attention for more conventional (among today’s conservatives, at least) sentiments denying man-made global climate change and treating evolution as a mere egghead theory. But one Perry controversy also shows how thoroughly previously unconventional views have become common among GOP elites. His attack on Federal Reserve Board Chairman Ben Bernancke made some Republican opinion-leaders nervous on grounds that a potential POTUS should not be assaulting the independence of the Fed. Hardly anyone questioned the underlying policy stance Perry embraced, suggesting a Ron-Paul-style deflationary monetary policy in the midst of a deep recession.

As Perry’s audition as a possible chief executive continues, the broader question is whether the specific views of Republicans matter a whole lot to anyone outside the hothouse atmosphere of conservative activists.  A new Gallup survey testing the incumbent against Romney, Perry, Paul and Bachmann among registered voters showed remarkably little variation. Romney, predictably, did best, edging Obama 48-46. But Gallup also showed Perry tied with Obama at 47-47, with Paul only trailing by two points (47-45) and Bachmann only trailing by four (48-44).

Those who wonder why the Obama re-election team is reportedly planning a scorched-earth campaign criticizing the eventual Republican nominee should stare at those numbers a while.  A “comparative” campaign is not simply essential in order to prevent the election from becoming a referendum on life in the Obama Era at a time when “wrong-track” sentiments are extraordinarily high. Perry, Paul and Bachmann, at least, offer a treasure trove of oppo research opportunities that any Democratic candidate would be foolish not to exploit.

But it’s equally interesting to wonder if findings like Gallup’s will convince conservative activists there is no electoral risk attached to their own choice of a candidate. If so—if, in other words, “electability” is not really a factor in so polarized an electorate–you can expect them to indulge themselves ideologically without much in the way of inhibition.

Wingnut Watch: Pivoting to Ames

Formally, at least, Wingnut World was divided over the big votes earlier this week on the debt limit increase “compromise” package. Even as conservative blogs (generally) urged a “no” vote, with varying degrees of heat, House Republicans approved the bill by a robust 174-66 margin. The House Tea Party Caucus even favored it 33-29, though the major “splits” were less ideological than institutional; virtually anyone with a connection to the House GOP leadership or in a senior committee position voted “yea.”

But in the immediate wake of the vote, conservatives seem to have united in a strategy of utilizing the “deal” to plot an incessant, scorched-earth campaign for more spending cuts, and particularly an assault on entitlements. The deal certainly does provide many opportunities for additional fights:  an appropriations battle prior to the end of the fiscal year (less than two months from now), which will almost certainly involve another effort to shut down the government; a “disapproval” vote for the president’s scheduled second-stage increase in the debt limit, which will probably occur in early October; the “debt committee” struggle over additional deficit reduction measures in November, which will occur against the background of pending automatic spending cuts that will occur in December if no action is taken; and then a longer-term fight over tax policy in 2012 in anticipation of the expiration of the Bush tax cuts at the end of that year.

While many wingnuts are relishing these battles, they will involve some intra-conservative tensions, especially in terms of the priority assigned to protection of defense spending and avoidance of revenue increases, and the relative emphasis placed on entitlements cuts as opposed to even deeper discretionary spending cuts than are already baked into the cake in the debt limit deal. On the former front, it’s worth noting that three presidential candidates who opposed the deal—Mitt Romney, Tim Pawlenty and Michele Bachmann—all cited fears of defense cuts as a factor.  Efforts to resolve the conflict between defense hawks and anti-tax militants will probably push conservatives into the perilous territory of insisting on major cuts in Social Security, Medicare benefits and Medicaid. The programs are all protected in the “deal” from automatic cuts and the cuts themselves are unpopular and reinforce Democratic attacks on earlier Republican support for Paul Ryan’s radical Medicare and Medicaid proposals. Indeed, one of the major conservative grievances about what is otherwise a pretty solid victory for their cause is that the “deal” did not provide bipartisan cover for significant changes in the big entitlement programs.

All these issues, of course, will be problematic for the GOP presidential candidates, for whom the schedule of regular fiscal battles through the nominating process and into the general election campaign, will represent at best a major distraction, and at worst a long series of right-wing litmus tests in which there is only one right answer. Without question, this scenario will make it hard for any eventual nominee to “pivot” to a swing-voter friendly general election strategy.

At the moment, though, the would-be 45th presidents have other, more immediate, fish to fry. The candidates competing in the August 13 Iowa GOP Straw Poll are moving into the pre-event mobilization phase, buying tickets for anyone they think will vote for them in Ames that day, gassing up the vans and buses, planning entertainment for attendees, and managing expectations.  The big question according to most handicappers is whether Pawlenty’s statewide organization can overcome Bachmann’s enthusiasm and momentum. There’s some talk that Ron Paul could sneak past both Minnesotans and pull off an upset. Rick Santorum’s organizational efforts could well push him past Herman Cain, who does a lot better in the polls but hasn’t spent much time in the state.

Meanwhile, a candidate who is not competing in Ames but is expected by most observers to announce his candidacy soon afterwards, Rick Perry, is having some issues with his outreach to the Christian Right.  After last week’s conspicuous Perry flip-flop towards support for a federal constitutional amendment banning gay marriage, he’s now executed a similar maneuver on abortion, eschewing earlier statements in favor of state control of that subject and endorsing a federal constitutional ban. Additionally, there are signs that the big prayer rally he is sponsoring in Houston this weekend could have an attendance problem.  A spokesman for the event, however, had this to say:

We are not really concerned with the quantity of people that come. It’s frankly more about the powerful event that will speak to those who do come. It’s never been about the numbers.

That’s probably code for what matters to Team Perry–who is on the podium representing important Christian Right factions, not who is in the seats taking in the show. They are basically props.

Why the Liberal Base Has so Little Leverage With Obama

Progressive elite disgruntlement with the administration of Barack Obama has been aired so many times during the last year that it is sometimes difficult to remember how deep and wide it has become. Like lights blinking off in house after house late at night, the number of liberal opinion-leaders willing to offer robust support for Obama’s policies and political strategy and tactics has steadily dwindled to the point where it appears as an occasional dull glimmer on the cable news shows and in the op-ed pages and the blogosphere. But up until now, signs of any rank-and-file liberal Democratic “base” revolt against Obama have been few and far between. Perhaps that’s why a poll from CNN last week publicized as showing that liberals were the main source of his latest drop in approval ratings got more attention than a random survey normally captures.

There has certainly been a persistent and growing gap between elite and non-elite progressive attitudes towards the 44th president and his administration. Liberal elite defections from the Obama camp started early and have spread steadily.

Wingnut Watch: Debt-Ceiling Deniers, Hostage-Takers and the 2012 Field

It’s happened so quickly that its significance may have been obscured, but one of the biggest recent developments in Wingnut World has been the rapid devolution of conservative opinion on the pending debt limit crisis–from demands for hard-line negotiations to outright rejection of negotiations at all, often supplemented by claims that the government doesn’t need new debt authority anyway.

This last phenomenon, which Jonathan Chait and others have been calling “debt-ceiling denialism,” is spreading like kudzu since it was first notably articulated by Sen. Pat Toomey (R-PA) in a January column in the Wall Street Journal.  There are different forms of the argument, but the common threads are the claim that the federal government can prioritize the use of revenues in a way that avoids debt default, and the complaint that the whole issue has been manufactured by Democrats to avoid big spending cuts.  Toomey attracted 100 House members and 22 Senators to his “Full Faith and Credit Act” legislation that would supposedly avoid a default by forcing debt payments to the top of the spending priority list.

Short of explicit denial that a real breaching of the debt limit would be a bad thing, other conservatives (including presidential candidates Tim Pawlenty, Michele Bachmann and Herman Cain) take the parallel position of opposing any increase in the debt limit on grounds that spending (without, of course, any tax increases) should be cut enough to make the increase unnecessary.

The usual reaction in Washington to this sort of talk is to dismiss it as tactical positioning for the “deal” that will ultimately be cut—as “hostage-taking” aimed at maximizing the “ransom.”  Perhaps that’s exactly what it was initially.  But at some point, arguments that the hostage’s life is worth nothing, or worse yet, that the ransom can be earned precisely by killing the hostage, undermine the very idea of a deal, particularly when refusing to negotiate with Democrats is a posture that conservatives value as an end in itself anyway.   Indeed, the trend in conservative rhetoric on this subject is to accuse Democrats of hostage-taking by their adamant refusal to accept vast spending reductions.  It’s a dangerous gambit, made even more tempting to Republicans by the fact that debt limit increases are perpetually unpopular among the overwhelming percentage of Americans who have no real idea of the merits of either side of the dispute.

The key question is the extent to which the GOP’s business elites forcefully push back and demand a more reasonable attitude before things get out of hand.  That’s particularly urgent since debt-limit deniers and hard-liners alike are getting into the habit of arguing that financial markets care more about spending reductions than any hypothetical default on the debt.  Moreover, debt-limit ultras are also playing with fire by systematically eliminating any incentive for the Obama administration or congressional Democrats to make concessions to a credible negotiating partner.  Why offer a ransom when the hostage-takers no longer seem to care what you offer?  Better to just send in the SWAT team and take your chances.

Meanwhile, the last week offered more news in the shaping of the 2012 Republican presidential nomination field: Mitch Daniels disappointed his Beltway cheerleading squad by deciding against a run; Newt Gingrich imploded his long-shot campaign with a series of disastrous remarks and revelations; and Tim Pawlenty and Herman Cain formally announced candidacies.

Assessments of the impact of Daniels’ non-candidacy vary according to perspective.  Some think it will lead Establishment Republicans to make a last-ditch effort to find another savior such as Gov. Chris Christie (R-NJ) or even Jeb Bush. And if that fails, to resign themselves to the existing field and get behind Romney, Pawlenty, or Huntsman (though the last option remains implausible because his path to the nomination remains extremely difficult).  Others combine the Daniels and Huckabee withdrawals and suggest the weak field will produce a big opening for a southern Tea Party conservative with deep pockets like Rick Perry.  Both Establishment types and fans of a late entry are beginning to burrow away to undermine the credibility of the Iowa Caucuses as the essential starting-point for the real campaign (for the latter camp, it’s in part because competing in Iowa requires competing in the state party Straw Poll that is held this August).

Though the Gingrich implosion has interested the conservative commentariat less than Daniels’ decision–for the good reason that very few observers considered the Newster viable in the first place–its long-term significance should not be underestimated: it proved once again that ideological purity is the preeminent demand of conservatives for GOP presidential candidates.  If nothing else, the incident will make it very difficult for other candidates to distance themselves from Paul Ryan’s politically perilous Medicare proposals.  But it should also serve as a dashboard idiot light to Mitt Romney warning him that his hopes of being forgiven for his health care heresy may not be terribly realistic.

Wingnut Watch: Conservatives Savage Romney’s Health Care, Huckabee Sits It Out

Presidential politics was again the focus of Wingnut World last week, as conservative opinion-leaders took the opportunity to savage Mitt Romney for his adamant defense of the Massachusetts health reform plan, while mulling over the decision of controversial fellow-traveler Mike Huckabee to stay on the sidelines in 2012.

Romney took the calculated risk of delivering a self-hyped “major speech” on health reform at the University of Michigan, apparently in hopes that a definitive statement on the subject would flush out and eventually diminish conservative anger at him on the subject before Republicans actually begin voting next year. It certainly flushed out negative opinions on the Right. Even before the speech was delivered, Romney took a pounding from the editorial board of the Wall Street Journal, which rightly predicted he would refuse to back down on the wisdom of backing a state reform plan that included an individual insurance purchasing mandate and other features associated with “ObamaCare.” The title of the op-ed says it all: “Obama’s Running Mate.”

The speech itself was a hodge-podge of arguments and rationalizations. Romney alternated between what progressive health wonk Jonathan Cohn called an “inspiring” defense of his reasoning in signing the Massachusetts law, and less-than-compelling claims that the law had no implications for national health policy. The conservative commentariat has long since rejected as inadequate his “federalism defense” that “RomneyCare” was a system designed for Massachusetts only, which is unsurprising since the individual mandate is the specific target of a host of state lawsuits aimed at overturning ObamaCare. Moreover, the proto-candidate’s effort to change the subject to what he would propose as president after a theoretical repeal of national health reform legislation drew virtually no attention, probably because he simply endorsed every conventional conservative gimmick of recent years—a tax credit for the purchase of individual insurance policies, preemption of state regulation of private health insurance via interstate sales, and medical malpractice reform.

Only time will tell if Team Romney is right that hostility to RomneyCare will burn itself out, much as John McCain’s many past heresies against conservative orthodoxy were ultimately forgiven in 2008, leaving Republican elites to focus on his superior “electability.” But Romney’s not off to a very good start. Among his tormenters after the speech were the editors of National Review, who gave him a crucial endorsement in 2008. After rejecting Romney’s federalism argument that an individual mandate was acceptable at the state level, his one-time fans at NR made this brutal assessment of the political thinking behind the speech:

We understand that Romney does not feel that he can flip-flop on what he had touted as his signature accomplishment in office. But if there is one thing we would expect a successful businessman to know, it is when to walk away from a failed investment.

This is in synch with the advice Romney has been receiving from Sen. Jim DeMint of SC, another key 2008 supporter who is vastly more influential today.

Later in the week, conservative chattering class attention was diverted to Romney’s 2008 nemesis, Mike Huckabee, who stage-managed an announcement of non-candidacy on his Fox show Saturday after touching off an orgy of confused speculation about his plans by issuing a variety of mixed signals.

His Saturday show was quite a spectacle. It included a derisive panel discussion of Romney’s health care speech, a bizarre interview with right-wing rocker Ted Nugent—who discussed his proposal to unleash the Navy Seals to “secure” U.S. borders with mega-violence—who then took the stage to perform “Cat Scratch Fever” with Huck on bass, followed by a videotaped benediction from Donald Trump. Near the end of the show, Huckabee faced the cameras and detailed all the reasons he should run for president, before divulging that God had persuaded him otherwise via prayer.

For all the hype and the alleged divine intervention, Huck’s decision was precisely what the conventional wisdom had long predicted, mainly because of his palpable reluctance to give up the Fox show and a new-found personal wealth to go trudging through the pot-luck dinner circuit of Iowa once again. At fifty-five, Huckabee is also young enough to consider running in 2016 or even later.

Assessments of the impact on the 2012 race of Huckabee’s non-candidacy have been mixed, but there’s a general consensus that it provides an opening for other outspoken social conservative in Iowa, while limiting the southerners in the field to the not-very-southern Newt Gingrich and African-American Herman Cain. In both respects, this could be very good news for smart-money favorite Tim Pawlenty, who is by all accounts out-organizing his rivals in Iowa and is clearly acceptable to the Christian Right and can now seriously contemplate a breakthrough in southern states beginning with South Carolina.

Speaking of Tim Pawlenty and South Carolina, a fascinating subplot in the presidential contest has been unfolding after Gov. Nikki Haley demanded that all the candidates side with her in attacks on the National Labor Relations Board, which has at least temporarily stopped the relocation of jobs by Boeing from Washington to SC in the wake of disputes with the machinists union. Haley, it should be noted, has trumped the usual conservative bashing of public-sector unions by arguing that private-sector unionism is incompatible with economic growth (she appointed a “management” labor attorney as her state labor department chief with the explicit mission of keeping unions out of the state to the maximum extent possible). Pawlenty won the race to first kiss Haley’s ring on the Boeing issue, though the other candidates are quickly following. This helps reinforce the impression that Pawlenty’s strategy—ironically, much like Mitt Romney’s in 2008—is to supplement his “moderate-governor-of-a-blue-state” background with an effort to do whatever he is told by conservative activists. He hasn’t turned them down yet.

Roots of Reaganolatry

I’m coming a bit late to the 100th birthday party of Ronald Reagan. But the amazing extent to which he serves as the sole secular saint of Republican and conservative-movement politics these days demands some comment.

As J.P. Green documented last Friday, the mythology of St. Ronald ignores an awful lot of inconvenient facts about the man and his actual presidency. And as Jonathan Chait explained today, the conservative refutation of these facts is a bit threadbare.

But I’m interested in why conservatives still hold so fiercely to Reaganolatry 22 years after he left office. I’d offer three reasons:

First and most important, particularly to older conservatives, was his status as de facto leader of the conservative movement long before his presidency. From the moment he was elected governor of California in 1966, he displaced Barry Goldwater as the conservative movement’s political leader, and sustained its hopes through the craziness and ultimate disaster of the Nixon administration. Indeed, Reagan’s only momentary rival for the affection of conservatives, Spiro T. Agnew, resigned in disgrace, making the Californian more than ever the True Leader as the Right washed its hands of complicity in the presidency that launched wage and price controls, recognized China, pursued detente, and signed the Clean Water and Clean Air Acts. Later Reagan fulfilled a generation of conservative fantasies by challenging a “moderate Republican” incumbent president, and nearly pulled it off. Said “moderate” proceded to lose against a relatively conservative Democrat, reinforcing the “A Choice Not An Echo” prescriptions of the Goldwater insurgency.

Second and equally important, Reagan won in 1980 as an outspokenly conservative Republican nominee–the first time, ever, that had happened, after a long series of defeats that dated back to the Taft candidacy of 1940, which was crushed, as was his 1952 candidacy, at the Republican National Convention. Remember that as of 1980, the last three elected Republican presidents had been Richard Nixon, Dwight D. Eisenhower, and Herbert Hoover. Reagan killed off the assumption, which was very powerful in Republican Establishment circles, that you could not move Right and win. This is an empirical data point that is particularly important to today’s right-bent Republicans, who have successfully defeated the argument that after 2006 and 2008, the GOP needed to moderate its conservative ideology to reclaim power. The Republican nominees after Reagan–Bush, Bush, Bush, Bush and McCain–were either heretics or losers, from the conservative ideological point of view.

Third and finally, Reagan’s talking points have more historical resonance than his governing record. He was the president who proclaimed that “government isn’t the solution to our problems; government is the problem,” a line that defines today’s conservatives better than anything they are saying. He was the president who first suggested that cutting taxes was compatible with fiscal discipline, another contemporary GOP axiom. He was the president who seriously tried to slash domestic programs, even if he soon gave up on the project.

Until such time as Republicans find another idol (and we should remember that George W. Bush briefly auditioned for the role, particularly when the initial invasion of Iraq succeeded and he was hailed as a world-historical figure), Reagan remains the only available icon.

And so they continue to worship at his altar, until such time as a new leader emerges who can cleanse them of the failures of the Bush administration much as Reagan seemed to cleanse them of Nixon’s.

Kicking Off the 112th Congress

The 112th Congress convenes this week, amidst considerable maneuvering in both parties to set an agenda for the year.  Unsurprisingly, most developments involving Republicans are centered in their new stomping grounds in the House, and most involving Democrats are happening in their Senate redoubt.

The big headline for the GOP is its plan to hold a House vote next week on total repeal of the Affordable Care Act of 2010, a.k.a. ObamaCare.  This is expected to pass the House easily; with the decimation of Blue Dogs last November, it’s not clear how many Democratic votes the gesture will attract.  But it is clear the repeal will go nowhere in the Senate, leading to the next phase of the GOP effort to disable ObamaCare through some combination of appropriations denials, state obstruction, and selective congressional forays against the least popular elements of the law (especially the individual mandate and anything that can be construed as a restriction of Medicare services).  Lurking in the background, of course, is the slow march towards litigation of constitutional attacks on ACA, which will eventually make their way to the U.S. Supreme Court.

A less visible but potentially more dramatic House GOP development is the announcement of investigatory plans by the new Oversight and Government Reform chairman, the veteran conservative provocateur Darrell Issa of California.  Here’s the Washington Post’s description of Issa’s initial plans:

Issa, who will have power to subpoena government officials to appear before the committee, said he intended to conduct inquiries into the release of classified diplomatic cables by Wikileaks; recalls at the Food and Drug Administration; the role of Fannie Mae and Freddie Mac in the foreclosure crisis; the Financial Crisis Inquiry Commission’s failure to identify the origins of the meltdown; as well as business regulations and alleged corruption in Afghanistan.

Item five on this six-item list could be the most interesting, since Issa has penned an encyclical to corporate lobbyists asking for examples of government regulations that are allegedly preventing a revival of economic growth.  This is the legislative equivalent of ringing a dinner bell.  But item two is revealing as well, given the high likelihood that Issa will veer from Fannie Mae and Freddie Mac into  full-scale airing of the common Tea Party theory that ACORN and other “radicals” caused the housing crisis and then the financial meltdown by encouraging poor and minority folk to take out mortgages they couldn’t afford.

The buzz among Democrats (aside from the struggle of House Members to adjust once again to the second-class citizenship of minority status) is over plans in the Senate to enact filibuster reforms as part of the first-day adoption of Senate rules, which requires only a majority vote.  Despite public claims by all 53 surviving Democrats that they support filibuster reform, the exact nature of what they will support remains something of a mystery, though almost no one thinks such major steps as lowering of the threshold for cloture will be enacted.  Senate Democrats have already announced their package will not be unveiled, as originally planned, on the first day of the session (tomorrow); since the Senate will quickly recess, the “first day” when Senate rules can be adopted will technically not conclude until January 24.  That gives Democrats nearly three weeks to figure out what they can actually accomplish on filibuster reform.

Meanwhile, aficionados of political theater are enjoying the long and painful process that is almost certain to conclude in the dismissal of Michael Steele as chairman of the Republican National Committee. Steele surprised many observers by announcing over the holidays that he would pursue another term in the post; his tenure has been characterized by chronically poor fiscal stewardship and embarrassing gaffes, but Republicans can’t be too happy with the spectacle of firing an African-American who presided over the best GOP midterm election cycle in decades.  At present, the front-runner to succeed Steele is Wisconsin Republican chairman Reince Priebus, who can boast of a midterm election in which his party picked up a Senate seat, the governorship, and both state legislative chambers, perhaps the best GOP year in Wisconsin since Joe McCarthy’s heyday.

Elsewhere this week, state legislative sessions are gearing up amidst nearly universal fiscal crisis alarms, with Republicans in a vastly stronger position nationally than in the recent past.  As the two parties circle each other in Washington, state capitals could be where the real action occurs.

A Few Caveats on the Republican “Mandate”

Now that the dust has cleared a little bit and the first round of post-election analyses are in, one emerging storyline is that the electorate has grown more conservative. But before Republicans go off and claim a mandate, a couple of caveats are in order.

  1. Beware the shifting independents. Much has been made of the shifting independents, who, according to exit polls, went from breaking 57-to-39 percent for Democrats in 2006 to breaking 55-to-39 percent for Republicans in 2010. Independents, who made up 28 percent of the voters in this election, are a difficult category to analyze, since many actually vote a lot like partisans even though they call themselves “independent” (for various reasons). As I’ve explained in an earlier post, it makes the most sense to think of independents in shades of independence, and the more truly independent the voter, the less ideological but also the less engaged and less politically informed the voter. All of which is to suggest that the independent voters who shifted from red to blue probably don’t really care much about ideology. Rather, they are most likely anti-politics and above all want to see more jobs and a recovering economy. They didn’t vote for an ideological crusade; they voted for the hope of a better economy and out of a need to blame somebody (the party in power) for their woes.
  2. Beware the shifting electorate. It’s pretty clear that the voters who turned out in 2010 were, on average, a bit older and a bit whiter than the voters who turned out in 2008. Had younger voters and African-American voters –who remain the most reliably Democrat demographics – turned out at 2008 levels, at least a few of the close House and Senate races might have flipped the other way. In part, this was entirely predictable, since voter turnout in mid-terms is historically two-thirds of what it is in presidential elections, and youth and minority voters tend to be most likely to not be paying attention for mid-term elections.  But if they turn out again in 2012 at 2008 levels (and as long as Obama is on the ballot, there is good reason to think they will), then a decent number of the Republican freshmen could be one-termers. Republicans should be careful of mistaking a more conservative voter turnout this time around for a more conservative electorate.
  3. Beware the pendulum. In 2006, Democrats picked up 21 seats, and in 2008, they picked up 31 seats. Many of those pick-ups were in solid Republican districts, and so of the Republican pick-ups on Tuesday, 22 were in seats that had been solidly Republican in 2002-2006, and 15 were in seats that had been solidly Republican in 2002-2004. In other words, almost two-thirds of the pick-ups were simply reversions to ideological-demographic expectations.  But Republicans also expanded into blue territory, picking up 22 seats that were solidly Democratic in 2002-2006, seats they might not be able to keep. As Ed Kilgore has explained, like all waves, this one “definitely has an undertow.”

America continues to be a 50-50 country, with a soft non-ideological middle of anxious, cranky, and sometimes fickle voters who don’t trust politicians and aren’t particularly happy with their choices. Majorities of voters now have an unfavorable view of both Republicans (52 percent) and Democrats (53 percent). Yet what’s remarkable is that even among those voters who had an unfavorable view of the Republican Party, almost one in four (23 percent) still held their nose and pulled the lever for the GOP. By comparison, only 10 percent of the voters who held an unfavorable view of Democrats voted blue anyway. Taken together, we now have more than a sixth of the electorate voting for a party of which they have an unfavorable view.

In short, this election can be explained simply by noting that older, whiter conservatives turned out in greater numbers than younger, more diverse voters, and non-ideological, performance-oriented independents decided to blame Democrats this time around. Neither of these reflect a dramatic change or are necessarily permanent conditions of American politics.

The Tea Party is the GOP’s Problem

Among the many midterm imponderables is this: will the Tea Party have as big an impact on the election as it’s had on the chattering class?

The media obsession with the Tea Party has made it the big political story of the year.  Fox News helped to midwife and validate it, and liberal commentators seem equally fixated on the phenomena, which they view with a mixture of dread and envy. They are forever dreaming of populist uprisings, and when it actually happens, it’s on the wrong end of the ideological spectrum!

But is the Tea Party really a new and genuinely independent expression of conservative populism, or is it something more familiar – the right wing of the Republican Party? A study released yesterday sheds some interesting light on the question.

It’s called Religion and the Tea Party in the 2010 Election, by Robert Jones and Daniel Cox of the Public Religion Research Institute. The study confirms much of what is already known about the Tea Party – its members are generally white, older, more affluent and more male than the population at large. They are very conservative, and as we all know, they have a gimlet-eyed view of government.

But the report also purports to correct some common misconceptions about the movement. Some key findings:

  • One in 11 voters describe themselves as a Tea Party member. That’s a lot, but hardly an irresistible force in America politics. As Jones and Cox note, it’s only half the percentage of voters who identify themselves as Christian conservatives.
  • Despite Dick Armey’s opportunistic attempts to get to the head of the Tea Party parade, the movement is more socially conservative than libertarian, at least on social issues. Its members, for example, are strongly opposed to abortion and gay marriage.
  • Nearly half (47 percent) say they are also part of the religious right, a key GOP constituency that supposedly has gone to ground in recent years.
  • Tea Partiers are overwhelmingly partisan Republicans. Most (76) say they lean Republican and over 80 percent say they plan to vote for GOP candidates in their districts.

This last point is offered as upending conventional wisdom, but it shouldn’t be. Many commentators, including PPI’s own Ed Kilgore, have pointed to the basic compatibility of Tea Party attitudes with those of hard-core GOP conservatives. In backing challenges to GOP moderates, in fact, the Tea Party looks like a looking glass version of the “netroots” progressives who backed Howard Dean in 2004 and Ned Lamont’s primary challenge to Sen. Joe Lieberman.

There are some distinctly new flavors in the Tea Party brew, of course. One is an antic Constitutional fundamentalism that yearns to roll back amendments providing for the direct election of Senators and the progressive income tax. And the Tea Party’s decentralized, headless nature means its members really don’t take orders from the GOP hierarchy.

But in general, Tea Partiers look like GOP conservatives, only more so. Not surprisingly, they are disproportionally from the South, the GOP’s geographical and ideological bastion.

So maybe progressives shouldn’t worry too much about the movement. Ultimately, the Tea Party is a Republican, not Democratic, problem. Yes, its members are energized to vote and will turn out in droves in November. But they are also divisive, polarizing and, often, downright weird (Delaware Senate candidate Christine O’Donnell) or borderline psychotic (New York gubernatorial candidate Carl Paladino).

If Democrats do as badly as everyone seems to expect in the midterm, it won’t be because of the Tea Party. It will be because independent voters, who put Barak Obama solidly over the top in 2008, have defected to Republican candidates to protest joblessness and the sluggish recovery. Meanwhile, Tea Party passions are pushing Republicans to the nether fringe of conservativism, leaving an abandoned center for progressives to recapture after the election.
