Did Democrats Really Lose the South For Good?

A rash of party-switching by former Democratic state legislatures in the South has drawn attention to the parlous condition of the Donkey Party in that region following a terrible midterm election.   Jonathan Martin of Politico captured the zeitgeist with a much-discussed piece entitled, “Democratic South Finally Falls,” a testament not only to Republican gains in the region but to the advent of such endlessly predicted but long-delayed developments as the GOP conquest of the Alabama state legislature.

How bad was election night 2010 for southern Democrats?  Well, there were a total of 14 Senate and gubernatorial races in the eleven states of the Old Confederacy, and Republicans won all of them except for the Arkansas governor’s race.  Exactly one-third of the 66 House pickups for the GOP occurred in the same eleven states (along with one-third of the three Democratic pickups).  Republicans gained control of four state legislative chambers (the House and Senate in both Alabama and North Carolina), then picked up control of the Louisiana House due to a party switch.  Today Democrats control the Arkansas and Mississippi House and Senate; the Senate in Louisiana and Virginia; and nothing else.  And the Mississippi, Louisiana, and Virginia bastions will be at risk in 2011.

Were there regional bright spots for Democrats?  Sure, in individual races.  But it’s hard to call, say, North Carolina a bright spot because endangered House Democrats Larry Kissel and Mike McIntyre survived, since the state legislature was lost for the first time since Reconstruction.  Similarly, two of three targeted House Democrats in Georgia won, but Republicans swept all the statewide races for the first time ever, and are approaching a veto-proof supermajority in both state legislative chambers.

Democrats had unusually strong gubernatorial candidates facing Republicans with problems in four southern states:  South Carolina, Florida, Georgia, and Texas.  All these Democrats lost.

Now it’s important to understand that the demographic turnout patterns that made the midterms so hospitable to Republicans nationally were especially strong in parts of the South, where the pro-Republican trend among older white voters in 2008 was especially pronounced, and the predictable falloff in African-American voting after a historic cycle was especially damaging to Democrats.  That means Democrats will likely rebound (relatively speaking) in 2012 in the South as elsewhere.  Indeed, post-midterm PPP polls of Virginia and North Carolina, the two southern states carried by Obama in 2008, show the president in pretty good shape in both for 2012.

What really happened in 2010 of enduring significance is that the post-Civil Rights Act era of ticket-splitting in the South, which enabled Democrats to do much better in state and local election than at the presidential level, is finally drawing to a close, with one important qualifier: as Republicans become the natural governing party of the South, they will also be vulnerable to unhappiness with the status quo, which could produce Democratic victories, particularly in states with an irreducibly strong Democratic base.  Generally, though, congressional districts with a long history of going GOP in presidential races and Democratic in House races, like South Carolina’s 5th district or Mississippi’s 4th, aren’t likely coming back to the Democratic column now that their long-time incumbents have lost.  In addition, as the party-switching in state legislatures demonstrates, Democrats will no longer benefit from being perceived as the party of convenience for ambitious politicos with flexible ideological views.

The upside for southern Democrats is that the long-term demographic trends favoring them in the region—growing minority populations, continued in-migration of less conservative voters, and the increased importance of “knowledge jobs”—haven’t gone away.  And without question, southern Democrats are continuing to converge with their national counterparts in ideology as conservative white rural voters complete their migration out of the Democratic coalition.   Overall, southerners will still be more moderate than Democrats from areas with a strong labor movement or a tradition of cultural progressivism, but much of the argument that southern Blue Dogs are muddling the message or obstructing the legislation of the national party has become moot.

Why Some States are “New Economy” States

When it comes to innovation-based growth, not all states are equal. Certain states are on the front lines, and are accordingly most likely to lead the way to economic recovery. According to a new report from the Information Technology and Innovation Foundation, the most leading New Economy states all excel at supporting a knowledge infrastructure, spurring innovation, and encouraging entrepreneurship.

The new report, The 2010 State New Economy Index, uses 26 indicators to assess states’ fundamental capacity to successfully navigate economic change. It measures the extent to which state economies are knowledge-based, globalized, entrepreneurial, IT-driven and innovation-based – in other words, the degree to which state economies’ structures and operations match the ideal structure of the New Economy.  Indicators include percent of the population online, fastest growing firms, exports, industry and state R&D among others.

The top five states – Massachusetts, Washington, Maryland, New Jersey, and Connecticut —are at the forefront of the nation’s movement toward a global, innovation-based economy.  Massachusetts has been the top ranked state in all iterations of the report (1999, 2002, 2007 and 2008). The Bay State boasts a concentration of software, hardware, and biotech firms supported by world-class universities such as MIT and Harvard in the Route 128 region around Boston. It survived the early 2000s downturn and was less hard hit than the nation as a whole in the last recession. And it has continued to thrive, enjoying the fourth-highest increase in per-capita income. Washington State  (which ranked fourth in 2007 and second in 2008) scores high due not only to its strength in software (in no small part due to Microsoft) and aviation (Boeing), but also because Puget Sound region has emerged as entrepreneurial hotbed.

Maryland remains third (as it was in 2007 and 2008, as well), in part because of the high concentration of knowledge workers, many employed in the District of Columbia suburbs and many in federal laboratory facilities or companies related to them.  These and the other top ten New Economy states (New Jersey, Connecticut, Delaware, California, Virginia, Colorado, and New York) have more in common than just high-tech firms. They also tend to have a high concentration of managers, professionals, and college educated residents working in “knowledge jobs” (jobs that require at least a two-year degree). With one or two exceptions, their manufacturers tend to be more geared toward global markets, both in terms of export orientation and the amount of foreign direct investment.

All the top ten states also show above-average levels of entrepreneurship, even though some, like Massachusetts and Connecticut, are not growing rapidly in employment.  Most are at the forefront of the IT revolution, with a large share of their institutions and residents embracing the digital economy. In fact, the variable that is more closely correlated with a high overall ranking is jobs in IT occupations outside the IT industry itself. Most have a solid “innovation infrastructure” that fosters and supports technological innovation. Many have high levels of domestic and foreign immigration of highly mobile, highly skilled knowledge workers seeking good employment opportunities coupled with a good quality of life.

The two states whose economies have lagged most in making the transition to the New Economy are Mississippi and West Virginia. Other states with low scores include, in reverse order, Arkansas, Alabama, Wyoming, South Dakota, Kentucky, Louisiana, and Oklahoma. Historically, the economies of many of these and other Southern and Plains states depended on natural resources or on mass production manufacturing, and relied on low labor costs rather than innovative capacity, to gain advantage. But innovative capacity (derived through universities, R&D investments, scientists and engineers, and entrepreneurial drive) is increasingly what drives competitive success.

While lower ranking states face challenges, they also can take advantage of new opportunities. The IT revolution gives companies and individuals more geographical freedom, making it easier for businesses to relocate, or start up and grow in less densely populated states farther away from existing agglomerations of industry and commerce. Moreover, notwithstanding the recent decline in housing prices, metropolitan areas in many of the top states suffer from high costs (largely due to high land and housing costs) and near gridlock on their roads. Both factors may make locating in less-congested metros, many in lower ranking states, more attractive, particularly if their metropolitan areas offer high-quality schools, high-quality and efficient government, and a robust infrastructure.

Perhaps the most distinctive feature of the New Economy is its relentless levels of structural economic change.  The challenges facing states in a few years could well be different than the challenges today.  But notwithstanding this, the keys to success in the new economy now and into the future appear clear:  supporting a knowledge infrastructure (world class education and training); spurring innovation (indirectly through universities and directly by helping companies); and encouraging entrepreneurship.  In the past decade a new practice of economic development focused on these three building blocks has emerged, at least at the level of best practice, if not at the level of widespread practice.  The challenge for states will be to adopt and deepen these best practices and continue to generate new economy policy innovations and drive the kinds of institutional changes needed to implement them.

The Results, in Perspective

So Election Day is over (except, of course, in Alaska, Connecticut, Minnesota, and Illinois, which have statewide races in some doubt, and in eight states with a total of nine unresolved House races).

You probably know the basics.  Democrats held onto control of the Senate, their margin reduced from 59-41 to 53-47, and Republicans won the House, having gained at this point 60 seats, 21 more than they needed for a majority. Governorships flipped from 26D/24R to 29R/20D/1Chafeecrat.  Republicans took over control of 19 state legislative chambers, just in time for redistricting.

Republicans won the national House popular vote by a 52-45 margin, roughly the same margin by which Barack Obama defeated John McCain in 2008.  But it clearly was not the same electorate; exit polls reported that voters split evenly in their 2008 preferences.  Many observers explain that by an “enthusiasm gap” between the two parties, but much of it is a matter of normal mid-term voting patterns, producing an older and whiter electorate that happens to favor Republicans at the present time.

House losses by Democrats were, to a remarkable extent, concentrated among districts that are either pro-Republican or highly marginal according to recent presidential elections.  There were virtually no true upsets.  A significant share of Tuesday’s casualties involved long-serving members from southern and border states who finally succumbed to ever-increasingly hostile territory (e.g., John Spratt of SC, Jim Marshall of GA, Gene Taylor of MS, Chet Edwards of TX, Ike Skelton of MO; two similar Members from TN retired).  A much larger group, particularly from the Midwest and the mid-Atlantic states, were Class of 2006 and (especially) 2008 who got to Congress via close races and were extremely vulnerable to adverse trends in turnout and the overall political climate.

Trying to link these losses to any specific issues or controversies is probably futile, with the possible exception of climate change; support for legislation on this subject undoubtedly hurt Democrats in coal-producing states, most notably veteran VA Rep. Rick Boucher.  But generally, the results reflected a general partisan shift, which in turn reflected a general (if predictable) change in turnout from a presidential to a mid-term profile.

The Senate results were not terribly surprising, either.  What looked to some like a slight pro-Democratic trend in some of those races (notably PA and WI, where Democrats did better than expected, and in NV and CO, where Democrats won after Republicans led in late polls) were probably more the product of Republican bias in state-based polls, particularly those conducted by Rasmussen.  The Alaska situation, obviously, is very unusual; Lisa Murkowski’s apparent lead guarantees a count of write-in votes, but though a loss for Joe Miller would be deeply embarrassing to Sarah Palin and to the Tea Party Movement, it would not change the partisan balance in the Senate.

The net-five-gain in governorships by Republicans disguises a much more complicated picture in which Republicans took control of eleven Democratic governorships (ME, PA, TN, OH, MI, WI, IA, KS, OK, NM,); Democrats took control of five Republican governorships (CT, VT, MN, CA and HI); and independent Linc Chafee won a formerly Republican governorship in RI.  With all this churn, however, only two incumbent governors lost: Chet Culver of IA and Ted Strickland of OH.

The carnage created by Republican gains in state legislatures will take a while to sort out, but as Hotline noted:

The GOP holds the redistricting trifecta in Alabama, Florida, Georgia, Indiana, Kansas, Michigan, Minnesota, Wisconsin, Utah, Texas, Tennessee, South Carolina, Pennsylvania, Oklahoma and Ohio – plus, as noted earlier, Nebraska and North Carolina [where the Democratic governor cannot veto redistricting plans].

Florida voters did approve a constitutional amendment imposing fairly strict conditions on redistricting to prevent gerrymanders; the state was already operating under a heavily pro-GOP plan.  California voters also approved an initiative placing congressional redistricting under a very independent commission composed partly of citizens chosen by lottery; this change could help Republicans or at least produce more competitive districts.

In other non-candidate ballot developments, California voters rejected two nationally significant initiatives, one (Prop 19) that would have legalized small-scale consumption and cultivation of marijuana, and another (Prop 23) that would have suspended the state’s unique carbon emissions control system.  In news of equal importance to locals, voters did approve a constitutional amendment getting rid of the two-thirds vote requirement for passage of a budget in the California legislature, which has all but paralyzed California government for years.  In Iowa, voters rejected “retention” of three state Supreme Court justices who supported the unanimous decision to legalize same-sex marriage.  This was  major goal of that state’s powerful social conservative faction.

We’ll get more into post-election interpretations, along with prescriptions for what both parties should do now, next week.

The South: Can Democrats Hold Enough Seats?

Just a month out now from Election Day, national political crosswinds are beginning to yield in importance to the sometimes idiosyncratic dynamics of key individual campaigns.  In the second of our series of regional takes on statewide and congressional races, we´ll take a quick look today at the South (using the Old Confederacy definition of the region).

This was, by any measurement, Barack Obama´s worst region in 2008, despite important victories in Virginia, North Carolina, and Florida.  He trailed John Kerry´s performance in Arkansas and Tennessee, and his percentage of the white vote was abysmal in Alabama, Mississippi, and Louisiana as well.  Negative attitudes towards him have clearly deepened throughout the region during 2009 and 2010.

The South also has the nation´s richest lode of Democratic House members in districts carried by John McCain in 2008—23 out of 49.  Considering the pro-Republican shape of the midterm electorate, and the erosion of Obama support, all these Democrats, plus many others in districts narrowly carried by Obama, entered 2010 in some serious danger.

There is only one Senate Democrat from the South up for re-election this year, Arkansas´ Blanche Lincoln, whose campaign appears to have fallen hopelessly behind Republican John Boozman even before her close primary runoff victory over Bill Halter.

The two Republican Senate seats thought to be within reach of Democrats are in North Carolina, where Elaine Marshall has run a credible race against Sen. Richard Burr, but is running out of time and money needed to score an upset; and in Florida, where the steady decline of Charlie Crist´s vote seems to be giving Marco Rubio an insurmountable lead.

Gubernatorial races are a relative bright spot for southern Democrats.  Tennessee looks very likely to flip from D to R, and Alabama´s a very long shot for Democrat Ronnie Sparks, but in FL, Alex Sink is in a dead heat with Republican Rick Scott; in Georgia, the ethical and financial problems of GOP nominee Nathan Deal are keeping Roy Barnes in close contention; and in Texas, Bill White is running a very competitive race against Rick Perry.  In Arkansas, Democratic incumbent Mike Beebe so far looks immune to the tsunami that has engulfed Blance Lincoln.

House races, as always, are harder to assess.  Louisiana features a rare Republican-held district that Democrats are favored to flip, though accidental congressman Joseph Cao can´t be counted out.  Overall, Democratic retirements have created major problems: the Cook Political Report rates five open southern House seats as “likely Republican,” and another as “lean Republican.”  And among incumbents, twelve southern House Democrats are in races rated as tossups by Cook, with another seven in the competitive “lean Democratic” category.

All in all, that means 24 Democratic House seats in the South—2 in AL, 3 in AR, 5 in FL, 2 in GA, 1 in LA, 1 in MS, 2 in NC, 3 in TN, 2 in TX, and 3 in VA—are vulnerable in November 2.  One big question involves African-American turnout, which is sometimes relatively robust in midterm election.  Another is whether Republicans can count on a late surge in a region where anti-Obama and anti-Democratic leanings have been solidified for quite some time.

Georgia On the Mind

As alert readers know by now, Robert Bentley won the Republican gubernatorial runoff in Alabama, with Terri Sewell winning the 7th district Democratic congressional nomination (tantamount to election), and Martha Roby turning back viral ad icon Rick Barber for the Republican nomination in the 2nd congressional district. My write-up of the results can be found here.

The next big primary state is Georgia, where voters go to the polls next Tuesday, July 20. There are competitive primaries for governor in both parties; and competitive Republican primaries for Congress in no fewer than six districts, with two Democratic congressional primaries that have drawn some attention. Georgia has a 50 percent nomination requirement, which means many contests will go to a runoff on August 10. This is also a state with a history of substantial early voting, though as of last week, mail-in and in-person ballots were down from prior elections, perhaps indicating a low turnout.

The Republican gubernatorial race (incumbent Republican Gov. Sonny Perdue is term-limited) has heated up in the last week, with a bunch of polls, sharp exchanges between candidates, and interventions by national figures. For most of the cycle, the front-runner has been State Insurance Commissioner John Oxendine, though he’s been considered vulnerable because of long-pending ethics investigations of alleged illegal contributions to his campaign by insurance companies. Three other candidates—former Secretary of State Karen Handel, former congressman Nathan Deal (who has some ethics issues of his own, which appeared to speed his departure from Congress), and state senator Eric Johnson—have been jockeying for a runoff position opposite Oxendine, though at least two polls now show the front-runner slipping into third place. Handel, whose campaign message closely resembles that of South Carolina gubernatorial nominee Nikki Haley (a “conservative reformer” fighting the “corrupt good old boys”), has been the candidate on the move of late, and got priceless attention this week from a Facebook endorsement by Sarah Palin. Deal countered with an endorsement from Georgian Newt Gingrich. Both Oxendine and Deal have been pounding Handel for alleged heresy on abortion and gay rights. And meanwhile, Johnson has been heavily running television ads, and has moved up into the teens in at least one poll. In other words, just about anything could happen on Tuesday, though Handel looks almost sure to have a runoff spot.

In terms of issues, all the GOP candidates have been competing to show avid support for an Arizona-style illegal immigration crackdown (Deal’s made this a signature issue, while Handel has sported an endorsement from Arizona Gov. Jan Brewer), and two candidates, Oxendine and Handel, have proposed abolition of the state’s income tax, reflecting the wild popularity of national “Fair Tax” proposals among Georgia Republicans. And all the candidates are hard-core conservatives on cultural issues, though Handel got into a fight with Georgia Right-to-Life by opposing its proposal to restrict IV fertilization procedures.

On the Democratic side, the big question all along has been whether former Gov. Roy Barnes, who lost to Perdue in a big upset eight years ago, can win the primary without a runoff, as most recent polls have suggested he will. Barnes’ most prominent challenger, Attorney General Thurbert Baker, got off to a very late start in television advertising, and is now trying to attract enough support from his fellow African-Americans to deny Barnes the win (African-Americans typically cast close to half the votes in Democratic primaries in Georgia). Baker got a significant boost earlier this week with an endorsement from President Bill Clinton (Baker was a big Human Rights Campaign supporter in 2008), and has been promoting legalization of electronic bingo as a way to raise money for K-12 education. But Barnes has strong African-American support of his own; just today he was endorsed by Atlanta Mayor Kasim Reed. Other significant candidates who could soak up some votes include former Secretary of State David Poythress, who’s been running an under-the-radar web-focused campaign, and former state House Democratic leader Dubose Porter, whose wife, Carol, is the odds-on favorite to win the Democratic nomination for Lt. Governor.

On the congressional front, the state’s two white (and Blue Doggy) Democratic House members, Jim Marshall and John Barrow, are as usual considered vulnerable in November. Marshall, whose district went solidly for John McCain, has drawn a strong opponent in state representative Scott Austin, who should win the GOP nomination easily on Tuesday. Barrow, whose district is marginally Democratic even in presidential years, has for the second time drawn a primary challenge from former state representative Regina Thomas, whom he beat 3-1 in 2008. Thomas got some help from in-district anger at Barrow’s vote against health care reform, but his massive financial advantage should get him over the line. Meanwhile, Tea Party-backed candidate Ray McKinney is favored over former fire chief Carl Smith for the right to oppose Barrow, though that race could easily go to a runoff.

There are big and active Republican primaries in the districts of African-American congressmen David Scott and Hank Johnson (who also faces former Dekalb County executive Vernon Jones, something of a party renegade, in the primary but isn’t expected to lose), who has had recent health problems, but Republicans would have to get very lucky to become competitive in either place.

An open seat in the north metro Atlanta 7th district has spawned a mammoth eight-candidate Republican primary to succeed John Linder, with every single candidate endorsing Linder’s “Fair Tax” proposal. Former state representative Clay Cox and former Linder chief of staff Rob Woodall are the favorite to make a runoff, though Christian Right figure Jody Hice also has some support.

And up in the North Georgia 9th district, until recently represented by gubernatorial candidate Nathan Deal, the winner of last month’s special election, Tea Party favorite and former state representative Tom Graves, must face pretty much the same field of opponents in the primary, but is expected to win.

In non-Georgia political news, the big development was probably the implosion of the Colorado gubernatorial campaign of former congressman (and GOP front-runner) Scott McInnis, accused of plagiarizing portions of a think-tank paper for which he was grossly overpaid a few years ago. Colorado Republicans are in a quandary; the only other candidate on the primary ballot, Don Maes, has struggled to raise money, and has, ironically, also been cited for campaign finance violations. To hand-pick another viable candidate, party leaders would have to wait for the primary to occur and then beg the winner to step aside.

Alabama Runoff: Business As Usual

Going into yesterday’s Alabama runoffs, the Republican gubernatorial contest revolved around rumors of a big, teacher-union-generated Democratic crossover vote in favor of Dr. Robert Bentley, along with speculation that his opponent, Bradley Byrne, might have gained crucial momentum by accusing Bentley of being a Democratic or union stooge.

Bentley beat Byrne 56-44, and a cursory look at the returns shows no evidence of any massive Democratic crossover vote. In fact, turnout was down 6 percent from the primary, with no apparent relationship between Republican turnout numbers and those counties with or without significant Democratic contests to keep Democrats on their side of the line. Moreover, Byrne did quite well in most of the counties with a big Democratic constituency. There was some anecdotal buzz yesterday about Democratic crossover in isolated locations (e.g., Madison County, where Republican turnout actually dropped 17 percent), but most election officials said it didn’t seem to be happening.

The much more likely explanation is that Bentley got the bulk of voters who cast ballots for Tim James and Roy Moore in the primary, hardly a stretch since both their campaign managers endorsed Bentley. James voters in particular probably discounted Byrne’s attacks on Bentley as no more credible than Byrne’s earlier attacks on their candidate.

In any event, future Republican candidates who think demonizing teachers unions is a failsafe strategy should take a close look at Alabama.

In the two congressional runoffs, nothing that unusual happened, either. In the 2nd district Republican contest, “establishment” candidate Martha Roby easily dispatched Tea Party activist Rick Barber 60-40, beating him nearly three-to-one in their common home county, Montgomery, where the fiery pool hall owner did not gather his armies effectively. Roby will now face Democratic incumbent Bobby Bright in what is expected to be a close race in November.

And in the 7th district Democratic contest, where the Democratic nomination really is tantamount to election, Terri Sewell, who had superior financial resources and significant national support, defeated Shelia Smoot 55-45, with the key being Sewell’s 54-46 margin in Jefferson County, where local races boosted turnout.

A Lull in Primary Action

We’re entering a slow period in state primaries, with the only contests on tap for the next four weeks being a runoff in Alabama on July 13 and Georgia’s primary on July 20. The former event features a Republican gubernatorial runoff between long-time front-runner Bradley Byrne and surprise second-place finisher Robert Bentley, who had to get past an unsuccessful recount petition by Tim James. In Georgia, there are competitive gubernatorial primaries in both parties, though former Gov. Roy Barnes seems to have the Democratic race well in hand at this point; Republicans have a fractious multi-candidate field led for many months by state insurance commissioner John Oxendine (whose ethics record is so controversial that RedState blogger Erick Erickson’s said he’d vote for Barnes if Oxendine wins the nomination), with a runoff almost certain.  I’ll have more about both states when we get closer to the balloting.

As expected, the landslide victories on Tuesday of Asian-American Nikki Haley and African-American Tim Scott in South Carolina has spurred a lot of commentary about the GOP’s new diversity. (It hasn’t got much attention, BTW, but Haley’s Democratic opponent, Vincent Sheheen, is of Arab descent, reflecting the long-time presence of Lebanese in the Deep South). But outside South Carolina, an equally remarkable aspect of those victories has gone largely unremarked: both candidates were protégés of disgraced Republican governor Mark Sanford, who has now achieved the political equivalent of eternal life in the success of his young associates. It will also be interesting to see how well Scott (assuming he wins his heavily Republican district in November), a hard-core conservative ideologue, fits in with the Congressional Black Caucus.

Utah Republicans are recovering from a nomination cycle that involved the rejection of a long-time incumbent Senator, Bob Bennett, and then a savage primary between two very conservative candidates, with the winner, Mike Lee, being very much the vehicle for national groups determined to move the GOP to the right. To understand that these Men of Principle haven’t gotten rid of the hypocrisy of traditional politics, check out the web site of the losing candidate, Tim Bridgewater. At the top is a pre-primary jeremiad that includes this line: “My opponent, D.C.-based attorney Mike Lee, is spending $200,000 on TV and radio, spreading lies and distortions about my business background.” A bit later he accuses Lee of “a desperate lie.” But over to the left on the page is a new bulletin that, predictably, endorses that desperate liar for the general election.

Moving along, you can expect some serious political fallout around the country from the U.S. Senate’s apparent defeat of what some have called a second stimulus bill. Most of the attention in national media has been paid to the impact on people whose unemployment insurance eligibility is running out. But the bill also included $16 billion in assistance to state and local government to help forestall layoffs of teachers and other public employees. Whatever you think of that as economic policy, it’s clear the withdrawn funds will wreak havoc in those states where governors and legislators had counted on the help, including those where Republicans are nervous about the public reaction to teacher layoffs and higher public university tuition. It’s another example of how tough-sounding rhetoric on fiscal austerity and small government is more popular than the practical steps needed to reduce spending, particularly in a recession, since there’s no state budget category called “waste, fraud and abuse” that can painlessly absorb cuts.

Poll Watch

In polling news, Rasmussen has a bunch of new take-it-with-a-grain-of-salt polls.  In the Nevada Senate race, a post-primary survey has Republican Sharron Angle up over Harry Reid 48-41, though her favorable/unfavorable ratio is no better than the incumbent’s. In the first general-election poll of the Vermont governor’s race in a long while, Rasmussen shows Republican Lt. Gov. Brian Dubie leading all the Democratic candidates, though Secretary of State Deb Markowitz holds him to a 47-40 lead. And in Washington, the new poll shows Sen. Patti Murray (D) and Republican Dino Rossi in a 47-47 dead heat.

A new Magellan poll in Arizona has John McCain with a comfortable 52-29 lead over conservative challenger, J.D. Hayworth, who’s having a tough week.

Alabama Primary Saga Continues

After the cornucopia of primaries on June 8, the electoral schedule is slowing down for a bit. The next votes are on June 22, with three statewide runoffs (South Carolina, North Carolina and South Dakota) and the Utah primary.

But perhaps the most interesting set of developments over the last few days involves Alabama’s Republican gubernatorial contest, where the extremely narrow margin between second-place finisher Robert Bentley and third-place finisher Tim James has created a legal and political mess.

Alabama is one of those states with a relatively decentralized election system, particularly for primaries. There’s no automatic recount system, and technically, no such thing as a statewide recount. So a candidate like James, who is looking for 167 votes to overtake Bentley, must pursue a recount county-by-county, through county party committees utilizing volunteers, all at his own expense.

As James was gearing up for that effort last week, along came Attorney General Troy King — a Republican who got trounced in his effort to get renominated on June 1 — with an opinion holding that no challenge to the primary results could be launched until a nomination had actually been made — i.e., after the runoff. This Catch-22 situation didn’t persuade James to abandon his recount effort, but it appears that if the recount does put him into the lead, the best party leaders could do for him is to schedule a runoff after the runoff — essentially a round-robin — where he’d face the winner of the contest between Bentley and first-place finisher Bradley Byrne. As Chuck Dean of the Birmingham News says:

That scenario is keeping Republican Party state Chairman Mike Hubbard from getting a good night’s sleep.

“It’s a potential mess,” said Hubbard. “All we can do at this point is follow what the attorney general says is the law and the rec­ommendations of the secre­tary of state and then see what we see. If the recount shows Bentley still in the lead, then I guess this is all over. If the recount shows James pulling ahead, then all I can say is, hold on.”

The only person enjoying this mess is probably Democratic gubernatorial nominee Ronnie Sparks.

In other runoff news, third-place finisher Henry McMaster has endorsed all-but-certain South Carolina Republican gubernatorial nominee Nikki Haley in her runoff against Rep. Gresham Barrett (R-SC).

Poll Watch

In polling news, Magellan Strategies has a new Louisiana survey out that illustrates the dominance of the oil and gas industries in that state’s economy, with respondents favoring an expansion of offshore drilling by a 72-15 margin.

PPP has released the first major survey of the Illinois Senate race since Rep. Mark Kirk’s (R-IL) issues with his military record emerged. It shows Democrat Alexi Giannoulias edging back ahead of Kirk by a 31-30 margin with a big undecided vote.

And a new Battleground poll for NPR, jointly conducted by the Democratic firm Greenberg Quinlan Rosner and the Republican firm Public Opinion Strategies, focuses on 70 competitive House districts, sixty of which are currently held by Democrats. It shows Republicans with an overall 49-41 lead in these districts, including a 47-42 lead in Democratic districts. As Stan Greenberg put it: “In a year where voters want change and in which Democrats are seen to be in power, this is a tough poll — about as tough as you [can] get.”

Primary Predictions Revisited

In my last political memo on June 8, I made some predictions for that day’s primaries.  Let’s see how I did.

Arkansas Senate Runoff: Too Close to Call.  I questioned the CW favoring Halter over Lincoln, and in the end, Lincoln’s GOTV effort (with a little help from Big Dog Bill Clinton) was just enough.

South Carolina Republican Gubernatorial Primary: Nikki Haley Wins.  Actually, I went right over the brink and predicted that Haley would win without a runoff, and she came about as close as possible — with 49 percent of the vote — as she could. In fact, distant second-place finisher Rep. Gresham Barrett immediately came under pressure to drop out and give Haley the nomination without further ado, but it looks like he’ll roll the dice for the short two-week runoff contest, which everyone thinks Haley will easily win (unless those accusing her of sexual misbehavior finally come up with some real evidence).

South Carolina Democratic Gubernatorial Primary: Sheheen/Rex Runoff. I was right in saying that third-place finisher Rep. Robert Ford would do well enough to force a runoff, but didn’t account for one-time front-runner Jim Rex running so poorly that state Rep. Vincent Sheheen was able to romp to victory anyway.

Iowa Republican Gubernatorial Primary: Terry Branstad wins. Check, though his nine-point margin of victory over outgunned conservative Bob Vander Plaats was a lot smaller than the polls suggested, and indicates the residual strength of social conservatives in the Iowa GOP — which will be much more powerful in the context of a presidential caucus.

Nevada Republican Senate Primary: Sharron Angle wins. Check. Angle won very easily, even carrying Clark County (Las Vegas). The real surprise here is that Danny Tarkanian, whom some experts thought might pull an upset in this race, finished a poor third. So Sen. Harry Reid (D-NV) got the match-up he wanted.

Nevada Republican Gubernatorial Primary: Attorney General Brian Sandoval wins. Check; the Gibbons Era is over, and Rory Reid begins the general election as an underdog.

California Republican Gubernatorial Primary: Meg Whitman wins. Yep, and she only spent about $80 per vote.

California Republican Senate Primary: Carly Fiorina wins. She even took Marin County, which should have been Tom Campbell Country if any place was.

South Dakota Republican gubernatorial primary: Lt. Gov. Dennis Daugaard wins.  He won more votes than all his opponents combined.

I refused to make any prediction in Maine, where “undecided” was the dominant presence in pre-election polls for both parties’ gubernatorial primaries. In the end, state senate president Libby Mitchell won the Democratic nod, and Tea Party favorite Paul LePage won the Republican nomination. But independent Eliot Cutler will be competitive in the general election.

In other significant developments, Rep. Bob Inglis (R-SC) of South Carolina got knocked into a runoff by tea party avatar Trey Gowdy. California voters approved Prop 14, abolishing party primaries in favor of a “jungle primary” system (like Washington State’s) where the top two finishers among candidates from all or no parties advance to the general election.

The next election day is June 22, when Utah holds its primary, while North and South Carolina, Mississippi and South Dakota hold runoffs.

In Alabama, the third-place finisher in the June 1 Republican gubernatorial primary, Tim James, is pursuing a recount to see if he can overcome Robert Bentley’s 167-vote lead for a second runoff spot against Bradley Byrne. The runoff is on July 13.

In the most interesting poll to be released in the last few days, Quinnipiac finds two self-funding candidates making a big splash in Florida. Former health care exec Rick Scott has ridden a batch of ads (mostly expressing his fondness for Arizona’s new immigration law) to a stunning lead over Attorney General Bill McCollum in the Republican gubernatorial primary; McCollum had been presumed to be the certain nominee until now. And in the Democratic Senate primary, billionaire Jeff Greene has pulled nearly even with congressman Kendrick Meek.

In more general polling news, DailyKos has terminated its relationship with the Research 2000 polling firm, which had been doing a lot of state ads for DKos. And in a very related development, FiveThirtyEight’s Nate Silver released an updated version of his comprehensive rating of pollsters for accuracy.

Long Night in Alabama

I didn’t actually go to Alabama last night, but I felt like it after staring at county returns half the night trying to understand the capricious will of that state’s electorate — or rather the 30 percent or so of them who voted in statewide primaries.

The shocker of the evening, of course, was Ron Sparks’ landslide 62-38 victory over Rep. Artur Davis in the Democratic gubernatorial race. Davis was the prohibitive front-runner for many months, and though there was sparse public polling in the race, he did have an eight-point lead in an R2K/DKos poll done less than two weeks out.

Now some people will look at the phenomenom of a black candidate unexpectedly losing a primary in Alabama and assume it’s all about race. And some progressives who think Artur Davis is a sell-out pseudo-Republican will assume it’s all about ideology. But I think Davis simply deployed a mistaken strategy, and that Sparks ran a smart campaign. Davis clearly tried to position himself for a general election far too early, and in keeping his distance from traditional Democratic groups, he managed to convey the sense that he wasn’t interested in their votes any more than in their public support. In a low-turnout primary, that was fatal.

It also shouldn’t be completely ignored that in an otherwise largely issues-free environment, Sparks had an issue — support for greatly expanded and regulated public gaming — that’s a proven vote-winner among Alabama Democrats.

In any event, Davis managed to lose upwards of half the African-American vote — which is why you can’t chalk up his defeat to some sort of southern-fried Bradley Effect- – while getting crushed in heavily-white northern Alabama. It was truly shocking to see the first viable African-American statewide candidate in Alabama lose majority-black counties in his own congressional district like Dallas (Selma), Hale, Marengo, Perry and Wilcox. But it’s possible to overinterpret this election: with the exception of Mobile, Artur Davis didn’t do well much of anywhere. And so, ironically, Ron Sparks enters the general election with the kind of biracial coalition behind him that Davis sought to create, in all the wrong ways.

The Republican gubernatorial primary is going to a recount because only 208 votes separate the second- and third-place finishers, Dr. Robert Bentley and Tim James. Bentley’s performance was nearly as surprising as that of Sparks; he was in single digits in the R2K/DKos poll, while James spent $4.4 million — nearly half of that his own money — and made his constant feuding with Bradley Byrne the central focus of the entire race. And it appears Bentley’s impressive showing was at least partly attributable to voters tired of the Byrne-James slugfest.

Meanwhile, Parker Griffith became the latest and no-so-greatest of party-switchers to go down to ignominous defeat, in his case losing a multi-candidate Republican primary without even making it to a runoff. At the end of a long evening, his fate brought a smile to the face of even the weariest of Democrats.

In Idaho, a Palin Pick Goes Down; Contentious Primaries May Be Hurting GOP

The country remains largely focused on the Gulf oil spill going into the Memorial Day weekend, but the large batch of upcoming primary elections will keep candidates on the campaign trail and on every available communications medium.

One notable primary, Idaho’s, was held since our last update, and in the GOP competition to take on Democratic Rep. Walt Minnick, front-runner and national Republican wunderkind Vaughn Ward was beaten by state Rep. Raul Labrador, despite late personal appearances with Ward by Sarah Palin. Ward damaged himself with several gaffes, including incidents of apparent plagiarism in his speeches and a boneheaded debate statement suggesting that Puerto Rico is a foreign country. Meanwhile, Labrador (who was actually born in Puerto Rico) benefited from Tea Party support.

Next Tuesday primaries will be held in Alabama, Mississippi (whose state elections are in off-years) and New Mexico. The marquee contests then are the Democratic and Republican gubernatorial primaries in Alabama. Among Democrats, long-time front-runner Rep. Artur Davis is trying to hold off a late upswing in support for state Agriculture Commissioner Ron Sparks. Davis, an African-American, has ceded endorsements by four major African-American groups in the state to Sparks, who is white. That, along with Davis’ vote against health reform in Congress, seems to be fueling Sparks’ campaign, and the competition is getting a bit nasty down the stretch, with Sparks accusing Davis of breaking campaign finance laws and Davis running an ad accusing Sparks of discrimination at his agency.

The Alabama Republican gubernatorial contest looks to be boiling down to a question of whether Judge Roy Moore or Tim James joins state community college chancellor Bradley Byrne in a runoff. Byrne has strong business support, and is the closest thing to a moderate (by Alabama GOP standards) in the race. Moore is, of course, a Christian Right icon, and James, the son of a former party-switching governor, has sought to horn in on Moore’s political turf, helped by his own substantial financial resources. Byrne and James have been accusing each other, somewhat implausibly, of secret ties to the Alabama Education Association. And Byrne has gone after James’ famous “English-only” viral ad for threatening the foreign investment on which Alabama disproportionately depends. Believe it or not, James has had to deal with a rumor that he’s said he would cut the salary of Alabama football coach Nick Saban.

Campaigns are approaching red-hot status in many of the June 8 primary states. The hottest, and certainly the strangest, has been in South Carolina, whose Republican gubernatorial campaign was roiled this week by a conservative blogger’s claim that he had an “inappropriate physical relationship” with front-running candidate state Rep. Nikki Haley. She’s denied it categorically, and the blogger and Haley’s campaign have engaged in a cat-and-mouse game where the former has slowly released highly circumstantial “evidence” based on text message and cell phones records, and the latter has challenged the former to come forward with real evidence or shut up. Haley seems to be winning the p.r. battle the state so far, and today, the saga could take a new turn as RedState blogger Erick Erickson, one of Haley’s legion of national conservative supporters, is promising to release evidence that the accuser was paid to make the allegations (possibly by someone connected with a rival campaign). Interestingly, the whole story broke as Haley surged into the lead in polls; her most likely runoff opponent is Attorney General Henry McMaster.

In California’s torrid Republican primaries, it’s becoming reasonably clear that Meg Whitman is finally putting away Steve Poizner in the governor’s race (though Poizner is now staking everything on attacking Whitman’s opposition to the Arizona immigration law), and Carly Fiorina seems to be suddenly pulling away from Tom Campbell and Chuck DeVore in the Senate race.

In Nevada, the Republican primary to choose an opponent for highly vulnerable Senate Majority Leader Harry Reid has turned into an unpredictable three-way fight, with long-time front-runner Sue (“Chickens for Checkups”) Lowden trying to hold off Tea Party favorite Sharron Angle, with Danny Tarkanian not far back.

But in both California and Nevada, there are growing signs that Republican primary infighting could damage the GOP in close general election battles. In CA, the vicious and incredibly expensive Whitman-Poizner contest has been accompanied by a steady rise in the polls by Democrat Jerry Brown. The focus on immigration in the GOP race probably won’t help the party’s already fragile relationship with Latino voters, either.

And in Nevada, Harry Reid, once left for dead by most observers, is creeping back into close contention with his potential GOP opponents, actually leading the rapidly surging Sharron Angle.

UPDATE: Another strange turn in the Nikki Haley saga in South Carolina, as RedState’s Erick Erickson finally released a post following up his promise yesterday that he had the goods on someone paying big money to blogger Will Folks to smear Haley, and would “name names.” In what was apparently an attempted send-up of Folks’ own methodology, Erickson offered no evidence of a payoff at all, but instead simply expressed his own weakly documented suspicions that Lt. Gov. Andre Bauer might have had something to do with it. Hilarious, eh?

Win Dixie

As we all understand, Republicans are about to have a pretty good election in November. Much of the GOP excitement revolves around congressional races that could unseat “red-state” Democrats who won during the 2006 or 2008 cycles, along with a number of incumbents (some of whom have decided to retire) who have been around much longer. Ground zero for the Republican tsunami is, of course, the Deep South, where in some areas John McCain did better in 2008 than George W. Bush did in 2004, and where every available indicator shows the president to be very unpopular among white voters.

But beneath this storyline, some odd and counterintuitive things are going on. In three Deep South states, Georgia, Alabama, and South Carolina, Democrats have a decent chance of retaking long-lost governorships, in part because of infighting among Republican candidates, and in part because Republican rule in those states has not been terribly successful or popular. It’s far too early to make predictions, but it’s possible that we’re in for a repeat of the astounding gubernatorial Trifecta that Democrats pulled off in those same three states in 1998. That event confounded widespread assessments that the South had become a one-party GOP region, and it could happen again, in even more unlikely circumstances.

Our own appraisal begins in Georgia, with one of the surprise winners of 1998, former Governor Roy Barnes. Barnes lost his reelection bid in 2002 to Sonny Perdue, a party-switching state senator, despite the power of incumbency and a huge financial advantage. Since then, Barnes has regularly admitted his mistakes. And, amazingly enough, in the latest Georgia gubernatorial poll, he’s running ahead of every single Republican candidate.

Meanwhile, Georgia Republicans, who have dominated state politics since 2002, are having some serious problems with their own gubernatorial bench. The consistent frontrunner in the polls, longtime insurance commissioner John Oxendine, is awash in ethics allegations about contributions from the insurance companies that he is responsible for regulating. His record is so blatantly bad that none other than Erick Erickson, the Georgia-based proprietor of the nationally influential, hard-core conservative web site RedState, has said he’d vote for Barnes if Oxendine is the GOP nominee.

Rather pathetically, the alternative to Oxendine and the favorite of some party insiders is Representative Nathan Deal of Georgia’s Ninth District (like Perdue, a party-switcher), who recently said he would resign his congressional seat after a health care vote to concentrate on his gubernatorial campaign. As it happens, Deal’s resignation managed to short-circuit a House Ethics Committee investigation into a no-bid state auto-salvage contract that was awarded to a company which Deal controls. The insider buzz in Atlanta is that Deal was motivated to resign, in part, because of panic among Georgia Republican pooh-bahs who worried that Oxendine would walk away with the gubernatorial nomination on name ID alone.

The rest of the Republican gubernatorial hopefuls are struggling as well. The entire party, and several of the gubernatorial candidates, were tainted by association with disgraced former House Speaker Glenn Richardson, who was forced to resign after a lurid sex-and-lobbying scandal. The one candidate who seems ethically starchy, Secretary of State Karen Handel, has struggled to raise the money necessary to win, and also suffers from the perception that she’s the unpopular Sonny Perdue’s chosen successor.

All these Republican problems could eventually fade, and Roy Barnes must also navigate a Democratic primary against Attorney General Thurbert Baker, a law-’n-order conservative who is one of the nation’s longest-serving African American statewide elected officials (as well as two other lesser but credible opponents). Nevertheless at present, Barnes—or Baker, if he could somehow upset Barnes—looks entirely viable for November.

Next door in Alabama, you’d think that the Democratic gubernatorial frontrunner, Congressman Artur Davis, wouldn’t stand a chance. He’s a member of the much-hated United States Congress; he’s African American; he’s a close personal friend of Barack Obama; and he’s frequently been tagged, like the president, as an Ivy League-educated, twenty-first-century–style black politician. But the sparse public polling available shows Davis in a very strong position for the general election, assuming that he dispenses with a primary challenge from state agriculture commissioner Ron Sparks, who’s been struggling to raise money. Davis, who has long nursed gubernatorial ambitions, carefully tailored his congressional record to Alabama public opinion: He voted against health care reform in the House, and he was also the first Congressional Black Caucus member (and, for that matter, the first one on the Ways and Means Committee) to call for Charlie Rangel to step aside from his powerful chairmanship.

Meanwhile, there is no real frontrunner in the Republican gubernatorial primary, which bids fair to become an ideological flame war. Back in 2002, the “establishment” candidate, state Senator Bradley Byrne, made the fatal mistake of voting for a-tax reform initiative that was soundly defeated in an emphatic expression of Alabamians’ mistrust of government. Tim James, son of former conservative Democratic and Republican Governor Fob James, was one of the main opponents of that initiative, and he will bring it up constantly. Meanwhile Christian Right warhorse Roy Moore, the famous “Ten Commandments Judge,” is actually running second to Byrne in early polls. All of the dynamics in the race will pull the GOP candidates to the hard-right, while Artur Davis continues to occupy the political center; and his candidacy will almost certainly boost African American turnout to near-2008 levels. That means anything could happen in November.

South Carolina is often thought of as the most Republican of Southern states. But Mark Sanford, the disgraced incumbent governor, has complicated his party’s prospects. Meanwhile, an ideological civil war is brewing that reflects the growing tension between the state’s two Republican senators, right-wing bomb thrower Jim DeMint and the more moderate Lindsey Graham (Graham, long suspect among home-state conservatives for his friendship with John McCain and his occasional bipartisanship, has recently been formally censured by two of South Carolina’s county GOP organizations for a variety of sins). As in Georgia and Alabama, the Republican gubernatorial field is a mess: Nobody is a frontrunner and all the candidates are stampeding to the hard right. And I do mean hard right. In a sign of the times, Lieutenant Governor Andre Bauer, who has few friends in the state’s Republican establishment, delivered a speech comparing recipients of subsidized school lunches to “stray animals” who should no longer be fed unconditionally. While he took a few shots from fellow Republicans for his indiscreet language, nobody disputed, and some praised, his basic premise that any form of public assistance corrupts its recipients and should come with some sort of reciprocal obligation.

The frontrunners in early polls are Bauer and Attorney General Henry McMaster. Upstate Congressman Gresham Barrett, who must overcome the opprobrium of voting for TARP, is close behind. Meanwhile, Sanford’s protégé, state Representative Nikki Haley (who was even endorsed by the governor’s ex-wife), is trying to push the campaign hard right by opposing any expenditure of federal stimulus dollars in this high-unemployment state. At a recent candidate forum, when the rivals were pushed to call themselves “DeMint Republicans” or “Graham Republicans,” Bauer and Haley flatly identified with DeMint, while McMasters and Barrett dodged the question.

On the Democratic side, a Rasmussen poll in December showed the front-running Democrat, State School Superintendent Jim Rex, actually beating Bauer and running within single digits against other GOP candidates. (State Representative Vincent Sheheen is also a credible Democratic candidate). Again, anything could happen, but the assumption that Republicans have a lock on this state’s elections is as dubious as the same assumption back in 1998.

So, at a time when Democrats are despairing of good news, it’s important to understand that the donkey isn’t quite dead, even in the Deep South. There are consequences to Republican extremism and malfeasance in office. And, when GOP candidates battle for first place on the crazy train of contemporary conservatism, it’s Democrats who stand to benefit.
