Why Some States are “New Economy” States

When it comes to innovation-based growth, not all states are equal. Certain states are on the front lines, and are accordingly most likely to lead the way to economic recovery. According to a new report from the Information Technology and Innovation Foundation, the most leading New Economy states all excel at supporting a knowledge infrastructure, spurring innovation, and encouraging entrepreneurship.

The new report, The 2010 State New Economy Index, uses 26 indicators to assess states’ fundamental capacity to successfully navigate economic change. It measures the extent to which state economies are knowledge-based, globalized, entrepreneurial, IT-driven and innovation-based – in other words, the degree to which state economies’ structures and operations match the ideal structure of the New Economy.  Indicators include percent of the population online, fastest growing firms, exports, industry and state R&D among others.

The top five states – Massachusetts, Washington, Maryland, New Jersey, and Connecticut —are at the forefront of the nation’s movement toward a global, innovation-based economy.  Massachusetts has been the top ranked state in all iterations of the report (1999, 2002, 2007 and 2008). The Bay State boasts a concentration of software, hardware, and biotech firms supported by world-class universities such as MIT and Harvard in the Route 128 region around Boston. It survived the early 2000s downturn and was less hard hit than the nation as a whole in the last recession. And it has continued to thrive, enjoying the fourth-highest increase in per-capita income. Washington State  (which ranked fourth in 2007 and second in 2008) scores high due not only to its strength in software (in no small part due to Microsoft) and aviation (Boeing), but also because Puget Sound region has emerged as entrepreneurial hotbed.

Maryland remains third (as it was in 2007 and 2008, as well), in part because of the high concentration of knowledge workers, many employed in the District of Columbia suburbs and many in federal laboratory facilities or companies related to them.  These and the other top ten New Economy states (New Jersey, Connecticut, Delaware, California, Virginia, Colorado, and New York) have more in common than just high-tech firms. They also tend to have a high concentration of managers, professionals, and college educated residents working in “knowledge jobs” (jobs that require at least a two-year degree). With one or two exceptions, their manufacturers tend to be more geared toward global markets, both in terms of export orientation and the amount of foreign direct investment.

All the top ten states also show above-average levels of entrepreneurship, even though some, like Massachusetts and Connecticut, are not growing rapidly in employment.  Most are at the forefront of the IT revolution, with a large share of their institutions and residents embracing the digital economy. In fact, the variable that is more closely correlated with a high overall ranking is jobs in IT occupations outside the IT industry itself. Most have a solid “innovation infrastructure” that fosters and supports technological innovation. Many have high levels of domestic and foreign immigration of highly mobile, highly skilled knowledge workers seeking good employment opportunities coupled with a good quality of life.

The two states whose economies have lagged most in making the transition to the New Economy are Mississippi and West Virginia. Other states with low scores include, in reverse order, Arkansas, Alabama, Wyoming, South Dakota, Kentucky, Louisiana, and Oklahoma. Historically, the economies of many of these and other Southern and Plains states depended on natural resources or on mass production manufacturing, and relied on low labor costs rather than innovative capacity, to gain advantage. But innovative capacity (derived through universities, R&D investments, scientists and engineers, and entrepreneurial drive) is increasingly what drives competitive success.

While lower ranking states face challenges, they also can take advantage of new opportunities. The IT revolution gives companies and individuals more geographical freedom, making it easier for businesses to relocate, or start up and grow in less densely populated states farther away from existing agglomerations of industry and commerce. Moreover, notwithstanding the recent decline in housing prices, metropolitan areas in many of the top states suffer from high costs (largely due to high land and housing costs) and near gridlock on their roads. Both factors may make locating in less-congested metros, many in lower ranking states, more attractive, particularly if their metropolitan areas offer high-quality schools, high-quality and efficient government, and a robust infrastructure.

Perhaps the most distinctive feature of the New Economy is its relentless levels of structural economic change.  The challenges facing states in a few years could well be different than the challenges today.  But notwithstanding this, the keys to success in the new economy now and into the future appear clear:  supporting a knowledge infrastructure (world class education and training); spurring innovation (indirectly through universities and directly by helping companies); and encouraging entrepreneurship.  In the past decade a new practice of economic development focused on these three building blocks has emerged, at least at the level of best practice, if not at the level of widespread practice.  The challenge for states will be to adopt and deepen these best practices and continue to generate new economy policy innovations and drive the kinds of institutional changes needed to implement them.

How To Understand the Independents (and How To Win Them Back)

For Obama and the Democrats to win in 2012, they will clearly need to win back the “Independent” voters who they lost in 2010. As we know, Independents broke hard for Republicans this time, after breaking hard for Democrats in two previous elections. Clearly they hold the balance of power in American politics.

So who are these Independents? What do they want? And how can the Democrats win them back?

According to Nov 4-7 Gallup Poll, 41 percent of voters now identify themselves as Independents, as compared to 26 percent who identify themselves as Republicans and 31 percent as Democrats. This 41 percent marks a high point in Gallup’s polling results for the last six years. However, since the mid-1970s, the number of self-identified “Independents” as a percent of voters has remained steadily in the 30s, occasionally flirting with the 40 percent mark.

It is obviously difficult to generalize about Independents, since it turns out they are actually quite a heterogenous group. About two-thirds  lean to one party or the other, consistently voting for that party about 80 percent of the time. However, they are less partisan than strong partisans, and there are at least a few true independents in the mix: about 10 to 15 percent of the electorate, according to political scientists.

WHO ARE THE INDEPENDENTS?

Pew probably has the best typology of Independents, breaking them up into five categories: “Shadow Republicans” (26 percent of Independents); “Disaffected Republicans” (16 percent); “Shadow Democrats” (21 percent); “Doubting Democrats” (20 percent); and “Disengaged” (17 percent).  As the names suggest, the shadow partisans vote somewhat predictably as partisans, while the Disaffected/Doubting class are slightly less reliably partisan, and the “Disengaged”, while most likely to be “true” Independents, are also the least likely to vote – only 21 percent told Pew they were planning to vote this November.

In 2010, independents broke down as 41 percent conservative, 39 percent moderate, and 20 percent liberal, at least among those who voted. In 2008, independents were 43 percent moderate, 35 percent conservative, and 18 percent liberal, a breakdown that has been roughly consistent for the last 10 years.

Though many Independents may vote like partisans, choosing to identify as Independents rather than partisans is a conscious choice. For some, it may just be because they prefer to think of themselves as “Independent” because it sounds better. It probably also reflects a certain disenchantment with either of the two parties. Accordingly, 64 percent of Independent voters say that “both parties care more about special interests than about average Americans” and 53 percent say that “I don’t trust either party.”

Independents are also more likely than not to be conflicted between the two parties: 58 percent say that ”I agree with Republicans on some issues and Democrats on others.”

Generally, Independents (particularly “true” Independents) are more likely to be younger, more male, less well educated, less well off financially, have less political information, and be less engaged politically. In the past election, Just 31 percent of Independents said that it makes “a great deal of difference which party controls Congress” – as compared to 63 percent for Republicans and 53 percent for Democrats; accordingly, 37 percent of Independents think it makes no difference at all – as compared to only 13 percent of Republicans and 17 percent of Democrats.

Finally, it is worth noting that according to Senate exit polls, the five states with the highest percentage of Independent voters are New Hampshire (44 percent); Washington (42 percent); Colorado (39 percent); Oregon (38 percent); and Hawaii (38 percent). Note that none of these are rust belt states, where party loyalty actually seems to run deeper.  Only 28 percent of Ohio voters were Independents and only 23 percent of Pennsylvania voters were Independents.

WHY DID INDEPENDENTS SHIFT TO THE REPUBLICAN COLUMN IN 2010?

There are probably four reasons why Republicans won Independents in 2010, two of which are structural, one of which is performance-based, and one of which is policy-based.

On the structural side, it is very likely the case that the Independents who turned out in 2010 were somewhat different than Independents who turned out in 2006 and 2008.  First, as compared to 2008, turnout in midterms is consistently about two-thirds lower than it is in presidential elections. This means that the mid-term election electorate (including Independents) look older and whiter, and thus typically more Republican (young people, who as noted above are more likely to be Independents, just don’t vote as often.)

Moreover, since Independents in general tend to be less politically engaged, the enthusiasm gap is going to be the most pronounced among Independents. It seems highly plausible, then, that a lot of Independent-leaning Republicans sat out the 2006 and 2008 elections while a lot of Independent-leaning Democrats sat out the 2010 elections, and for similar reasons: their preferred party didn’t seem worth turning out to support.

The second structural reason is that Independents as a category have probably become a little bit more Republican because more registered Republicans have become Independents. Consider Table 1, which takes Gallup data for the last four elections. Between 2004, Republicans fell from 38 percent to 26 percent of the electorate, while Democrats dropped only slightly.

What happened to that 12 percent of the electorate who had previously called themselves Republicans? There is good evidence they started calling themselves Independents, making Independents more conservative on the whole. Now, these were Republicans who obviously felt poorly enough about Republicans in 2006 and 2008 to no longer align themselves, and may have even voted Democrat (or more likely stayed home). But by 2010, they were back to voting Republican, even if they now thought of themselves as Independents.

Of course, this can’t and probably shouldn’t completely explain the shift. Part of it has to do with the economy. When unemployment is near 10 percent, the weakest partisans and the true Independents, who are the most sensitive to economic conditions in their voting (since they have no ideology to base their decisions), are going to punish the incumbent party.

Consider the following:  In 2006, when asked which party can better “improve the job situation,” 43 percent of Independents picked Democrats; just 24 picked Republicans. In 2010, they picked Republicans 40-35. Similar reversals have taken place on “reducing the budget deficit” (44-18 for Democrats in 2006; 44-29 for Republicans in 2010), and “managing the federal government” (38-26 for Democrats in 2006; 42-31 for Republicans in 2010).

In short, Independent voters are performance-based, and when the party in power is not producing jobs, cutting the budget, or generally running things in a commanding way, Independent voters are quicker to turn against the party in power and assume the other party deserves a chance

And finally, on the policy: since almost half of Independents call themselves moderate, a number of them were probably uncomfortable with the liberal direction unified Democratic control was taking government. There were probably some number of genuinely moderate voters who saw Republicans as a correction to Democratic extremism, just as they had recently seen Democrats as a correction to Republican extremism. They might also want divided government.

WHAT DO INDEPENDENTS WANT?

Having noted the heterogeneity of Independents as a category, it is obviously a challenge to make generalizations about what Independents want.

First of all, their top priority, like all voters polled, is “economy and jobs.” More than half (52 percent) of Independents believe that Congress should focus on economy on jobs. Though, interestingly, both Republicans (59 percent) and Democrats (57 percent) put even slightly more emphasis on jobs.

They also want both parties to moderate and compromise. By a 63-26 margin, Independents want Democrats to move to the center, and by a 50-40 margin, they want Republicans to move to the center. By a 61-32 margin, they agree that “Governing is about compromise” more than “leadership is about taking principled stands.” That puts them a little closer to Democrats (who lean towards compromise 73-21, than Republicans, who are split 46-46 on the question.)

The bad news for Democrats is that Independents are skeptical of government. More than four-fifths (82 percent) say they trust government only sometimes or never (up from 71 percent in 2006), 57 percent agree that “the federal government controls too much of our daily lives,” and 55 percent say “government regulation of business usually does more harm than good.”

However, these last two categories are not as overwhelming majorities as one might expect, given the anti-government rhetoric swirling around. And, interestingly, Independents are actually trending downward on both of these questions. In 1995, 70 percent of Independents thought that “the federal government controls too much of our daily lives.”

The good news for the Democrats is that by a 49-32 margin, Independents think that the Democratic Party: “Is more concerned with the needs of people like me.” Independents also are even more secular than Democrats, are tend to look like Democrats on the social issues (gay marriage, abortion, etc.) as well. Like Democrats, they also favor a more balanced approach to national security.

Independents also look a little bit more like Democrats than Republicans on the environment (82 percent of Independents agree that “there needs to be stricter environmental laws and regulations to protect the environment” and 53 percent agree that “protecting the environment should be given priority, even if it causes slower economic growth and some job losses”) and immigration (61 percent say they “favor providing a way for illegal immigrants already in the U.S. to gain legal citizenship.”)

Finally, by a 50-to-41 margin, Independents say they are “optimistic about the next two years with Barack Obama as president.” So they still haven’t written him off.

A CAVEAT ON “CONSERVATIVES”

Much has been made of the fact that there has been a shift towards conservatism in the electorate, and that the number of Independents identifying themselves as conservatives has ticked up a few points in the last few years. This may partially be an artifact of more Republicans moving into the Independent column, as described above. But it’s also useful to keep in mind that voters pick the conservative label for symbolic as well as substantive reasons.

According to research by Chris Ellis and James Stimson, some people genuinely know what it means to a conservative in the current political debate, and indeed express matching preferences across all issues. But these “constrained conservatives” (as Ellis and Stimson call them) account for only 26 percent of all self-identified conservatives.

More common are the “moral conservatives” (34 percent), who think of themselves as conservative in terms of their own personal values, be they social or religious. And they are indeed right leaning on social, cultural, and religious issues. But they also like government spending on a variety of programs and generally approve of government interventions in the marketplace, hardly making them true conservatives.

And still others, “conflicted conservatives”  (30 percent), are not conservative at all on the issues. But they like identifying themselves as conservatives. To them, it somehow sounds better. Or at least, they like it better then their other choices in the traditional self-identification questionnaire: moderate and liberal.

Finally, a smaller group of self-identified “conservatives” (10 percent) could be classified as libertarian – conservative on economic issues, liberal on social issues.

In other words, just because people identify as conservatives doesn’t mean that they are actually true conservatives. There are numerous reasons why they might identify so. It has long been the case that that the American public, on average, is operationally liberal and symbolically conservative. That is, that when asked about specific “liberal” government programs – be they spending on education, environmental protections, regulation of business – the majority of voters consistently say they approve. But when asked to self-identify themselves as liberals, moderates, or conservatives , many of the same voters say they are “conservative.”

LESSONS AND TAKEAWAYS

How can Obama and the Democrats win back the lost Independents? Since the Independent voters most likely to swing back into the Democratic column are also those who are the most performance-based and the least ideological, it makes sense for Obama to keep focused on economic recovery and let Republicans go pursue an extremist agenda. If Obama and the Democrats can pitch themselves as the hard-working, economy-focused force of moderation while Republicans engage in partisan bomb-throwing, many of the true swing voters who went Republican will surely have a bit of buyer’s remorse. Additionally, many younger Independents, who presumably stayed home in 2010, should come back out in 2012, helping Democrats again.

It is conventional wisdom by now that if the economy is recovering by 2012, Obama will benefit, and Democrats along with him, and this is surely true (assuming nothing else happens to overwhelm that effect). However, there is only so much the president can do to influence the economy, though he can certainly look like he is doing more.

Certainly, to the extent that Independents are distrustful of politics and parties and view both as too extreme, Obama and the Democrats will benefit by showing a willingness to compromise and moving to the political center, which Republicans are increasingly abandoning. A fundamentally moderate public will respond, especially if the economy is improving and it becomes less of an issue, meaning that something else will have to take its place in people’s minds.

If Democrats are willing to take a riskier strategy, they might goad Republicans into a few battles on issues like “Don’t Ask Don’t Tell” or even immigration, battles that will draw out the crazy side of the Republican coalition while showing the public and generally socially-liberal Independents that Democrats are on the side of social progress.

Election Day is Here: What To Watch For Tonight

So Election Day 2010 has finally arrived, after what may have seemed to progressives like the longest midterm election cycle ever, dominated as it was (certainly in media coverage) by raging Tea Partiers determined to take America back to the prelapsarian paradise that was ruined by the New Deal.

Election Day itself isn’t quite what it used to be, thanks to the steady rise of early voting, especially in the West.  Michael McDonald of George Washington University estimates that nearly 29 percent of all ballots will have been cast early (in person or by mail), with particularly high rates in all-mail-ballot Washington and Oregon, but also in Colorado, Arizona and California.

Election Night won’t necessarily end tonight, either, since both Washington and Alaska—both of which have potentially crucial Senate races—allow mail ballots postmarked by today to be received and counted later—sometimes much later.  An additional issue is Lisa Murkowski’s viable write-in candidacy for the Senate in Alaska, since write-in votes are usually counted much later, and challenges to individual ballots are certain if it matters.

Since turnout is invariably important in midterm elections, it’s worth noting that the weather today is unusually good in most of the country, with the exception of heavy rain predicted in the lower Mississippi River Valley and parts of the Gulf Coast of Florida.

I’ve written a pretty elaborate Election Night Guide for The New Republic, which you can find here.  It begins with the restive period before polls close, and concludes with what late-night insomniacs can expect to see and hear.  But here’s a brief overview:

  • Ignore just about everything you hear during the day that purports to tell you what is happening.  The days of leaked “early exits” that were exchanged (and often distorted) ended with the new security measures enacted in 2008.  Now media outlets won’t get data from the exit poll consortium (which will cover statewide races only in 26 states) until 5:00 EDT, and won’t make any calls based on this data until the relevant polls are closed.  You may also hear or read anecdotal assessments of turnout, usually from local media or state election officials; they often turn out to be wrong.  Finally, given the Tea Party Movement’s paranoia about “voter fraud” (which has not, in reality, been a significant problem since the 1960s), there will undoubtedly be reports during the day of alleged pro-Democratic chicanery in heavily minority areas.  Conservative media will fan the flames, in part to counter or cloak the often very-real incidents of voter intimidation or polling-place chaos engineered by local GOP operatives in these same locales.  Be forewarned.
  • At roughly 5:30-5:45 EDT, turn on your television and watch as the networks begin carefully releasing exit poll “findings” that don’t related to specific contests; they are sometimes quite revealing, and the official network analysts often drop broad hints in reporting them.  One obvious number to pay attention to is the president’s job approval/disapproval ratio; if it’s negative by more than a few points, that’s not good news for Democrats.  Another key set of numbers involve the demographic breakdown of the electorate.  Democrats hope that the percentage of voters over age 50 does not exceed 60 percent, and non-Hispanic whites aren’t over 80 percent. If partisan-ideological self-identification numbers are released, note carefully whether independent “leaners” are assigned to each party.  If the percentage of conservatives significantly exceeds the percentage of moderates, that, too, is a bad sign for Democrats.
  • The first poll closings are at 6:00 EDT in the Eastern Time Zone portions of Indiana and Kentucky, where there’s a pretty good assortment of bellwether House races.  Even if there seems to be a clear trend (e.g., Baron Hill is winning, or Ben Chandler is losing), be aware that regional trends don’t always hold sway elsewhere.  The first inkling we will have about a highly competitive Senate race is at 7:30 EDT, when West Virginia closes its polls.
  • If you decide to watch the whole show on the tube, keep in mind that the networks are going to spend a lot of airtime reporting the results of non-competitive races (some of which, like the Senate races in Kentucky and Delaware, involve colorful personalities on which they probably have a lot of footage in the can), and letting their highly paid pundits and “guest commentators” have their say. This will be particularly true at 8:00 EDT, when nineteen states close their polls.  If you want to keep up with what’s happening in real time, go online, and consult a cheat-sheet of key races (if you don’t like mine, which I mentioned above, there are many others available, including Nate Silver’s very precise hour-by-hour analysis of House races).  Avoiding the tube will also enable you to postpone listening to massive quantities of spin until tomorrow.
  • Given the natural horse-race obsessions of the chattering classes, there will be a major emphasis in coverage on who “won” or “lost,” and in that connection, context is everything.  The conventional wisdom is that Republicans will narrowly win the House while Democrats narrowly hold the Senate.  But expectations are being distorted by the unusually broad range of final generic congressional ballot findings by major polling outlets, which has enabled spinmeisters in both parties to make a case that Republican gains will be larger or smaller than originally anticipated.  Keep in mind as well that raw Republican gains must be assessed in light of the large majorities Democrats currently hold in Congress (known as the “over-exposure” phenomenon); the near-universal history of the party controlling the White House losing seats in the first midterm after a new administration takes office (the only recent exception being the post-9/11 midterm of 2002); and the normal midterm turnout patterns that create an older and whiter electorate.  There will be plenty of time for analysis later, so take claims made tonight with a large grain of salt.

Happy (or as the case may be, unhappy) election watching.  This campaign cost a total of $4 billion, so let’s hope tonight is at least as entertaining as the alternative cable offerings.

The Voters Aint as Stupid’s as Yous Thinks: Why Democrats Will Hold the House

All the screaming (and some stomping) is coming to an end. Pundit upon pundit has beaten the drum of defeat for the Democratic Party.  John Boehner can measure the drapes, the Tea Party’s here to stay, blah blah blah.

Don’t go sulking just yet, and you heard it here first: Democrats will hold the House.  Let’s take a step back and look at the facts and races that tell the hidden story of this election.

1. Ideas Matter

To state the obvious, the Republicans haven’t offered a single concrete idea, asking voters to forget years of ill-gotten tax cuts and an ill-advised war.  Do they really believe voters are ready to turn over trust to them again so quickly? They have played it safe and will take the anger vote and hope it gives them a majority. The public isn’t buying it—the Republican brand stands at just 23 percent approval

Many swing voters focus on the election over the weekend and realize that Democrats told the country what they would do two years ago and then did it—healthcare, stimulus, and financial regulation reform.

Some of these ideas might be more long-ball (e.g., healthcare) but Democrats will get more credit than you’d think for ideas and leadership.  That’s why I’m betting that late-deciding voters will either break slightly to the Democrats or just stay home.

2. Campaigns matter

It might seem like every Democrat in the country is down 50 percent in the polls. The truth is that most all of these races will come down to one-to-four percent and that in the end, the actual hard work of grassroots fighting for the last vote is very much in favor of Democrats.

When I was at the DCCC in 1994, I was all too aware that Democrats lost 52 House seats by a grand total of 18,000 votes (not the overall vote but the difference in seats lost).  Those votes are turned by a campaign ground game, and the Republicans don’t have a good one, thanks to the incredibly poor leadership of Michael Steele at the RNC.  The DNC is pouring its all into GOTV efforts of this final stretch.  When you look at the latest polls and see 10-to-12 percent undecided vote, it is most likely those voters will never show up at this point.

3. Seat by Seat

The “Pundit Consensus” is a 55-seat gain by Republicans, which would give them a 16-seat majority in the House.  But if we examine those races on a case-by-case basis, the details indicate Republicans only stand to gain 35 seats, or four shy of a majority.

The top list of Democratic holds that all show up as losses currently.

Let’s start with 55 seats and work our way backwards:

New York

Three candidates on top of the ticket running 20-30 percent ahead of flawed Republican Senate candidates.  Are we going to see vote splitting at the 25 percent level? That just doesn’t add up.  The Republican Party in New York is in complete disarray and that will affect turnout in the closing days.

Take away at least the following pickups:

Owens  -3rd party candidate getting between 5-15 percent of the vote

Murphy

Hall

Pickup now stands at 52.

Pennsylvania

Democratic well-oiled turnout machine will be prepared to do battle and hold:

Murphy

Kanjorski

Carney

Pickups now stand at 49.

New Hampshire

It’s doubtful that voters will return Charlie Bass to Congress, and marginal plus to have Paul Hodes on top of the ticket in this seat, who will bring that 1-to-2 percent extra vote out for Annie Kuster.

Pickups now stand at 48.

Georgia, Virginia and North Carolina

Marshall –  he has been written off before, likely to hold with the tightening of the Governors race doing nothing but help.

Kissel won his seat by imploring serious grassroots organizing, and that still holds true for him this year. He ticked off many with his no votes on health care, but they are coming home to help him.

Hurseth-Sandlin has voted her state and is running against a republican with flaws.

Idaho

Minnick – the Democrat-endorsed by the Tea Party, voted his district…he will hold on.

Pickups now stand at 40.

Illinois

Phil Hare, conservative district that continues to vote 55-60 percent for the democrat candidate for the House, spending is even and outside groups are almost spending more to badger the Republican.

Pickups now stand at 39.

Nevada

Dina Titus, another Dem who will get credit for standing up for her votes and showing leadership—and she does not have the negatives of Harry Reid. In the end she will hold this swing seat.

Pickups now stand at 38.

Colorado

John Salazar is strong candidate against weak Republican who received 37 percent of the vote last time he ran.

Pickups now stand at 37.

Those are the seats that the Democrats won’t lose. Now for the few they’ll actually flip:

Minnesota

Michele Bachman—she has the money and the media attention, but her actions and personality don’t fit the Midwest common sense approach of Minnesota…first upset of the night.   Tarryl Clark with the big upset.

Pickups now stand at 36.

Florida

Joe Garcia has run a strong campaign against a very weak flawed-almost off the ballot- republican.  Second somewhat surprise of Tuesday.

Pickups now stand at 35.

I could include other possible upsets (WA-8, CA, FL etc)

From leading on ideas, being prepared for the fight and the other side not offering any new ideas, lacking a true grassroots campaign and the voter being a lot smarter then pundits and the chatting inside the beltway give them credit for, the Democrats hold the House with a five-to-nine seat majority. You heard it here first.

The title of this piece might seem a bit counterintuitive given the presumed certainty of Republican gains on November 2, but within that context, there really is a surprising amount of uncertainty about which party is likely to get the late breaks in this cycle.

On the one hand, state polling is showing some good signs for Democrats in Senate and some gubernatorial races.  Two left-for-dead candidates, Joe Sestak of Pennsylvania and Russ Feingold of Wisconsin, have rebounded into highly competitive positions, according to some polls.  Joe Manchin of WV seems to have recovered from a near-fatal swoon.  Poll numbers for Richard Blumenthal of Connecticut have stabilized, as they have (at a lower level) for Patty Murray of Washington and Barbara Boxer of California.  At least one poll shows Robin Carnahan of Missouri with a mini-surge, and Michael Bennet of Colorado seems to have drawn even with Ken Buck.  The brief period of hysteria about a possible Tea Party takeover of New York politics has ended in derision.  And at the moment, Democrats are optimistic about winning at least one southern governorship, in Florida, and believe they have an outside shot in Georgia and (surprise, surprise) South Carolina as well (polls are showing Nikki Haley losing support and making the race competitive).

But at the same time, certain meta-indicators are ominous for Democrats. Gallup’s last two generic congressional ballot tracking polls have shown Republicans with double-digit leads among likely voters, an unprecedented phenomenon.  Worse yet, in a low-turnout scenario, Gallup has Republicans up by 17 percent, which if accurate would produce House gains well above what most analysts have been talking about.  And Gallup’s not alone: another highly respected research firm, Pew, put out its own generic ballot poll this week giving Republicans a ten-point advantage among likely voters.

So how can we explain the macro-micro disconnect in polling at this moment? It’s possible that Gallup and Pew just have it wrong (Alan Abramowitz of Emory University has charged Gallup with making crucial errors), and that other generic polls will soon demonstrate that those results are outliers.  Another common theory is that statewide races operate according to different dynamics than overall partisan preferences, and that while Republicans may make big House gains, that doesn’t necessarily translate into victory in close statewide races.

At RealClearPolitics today, Sean Trende suggests it’s the state polls that may be off, thanks to inadequate likely voter screens that are modeling the electorate’s partisan composition too favorably to Democrats.  Using a partisan composition model based on the two 2009 gubernatorial contests, Trende hypothesizes that Republicans statewide candidates may on average perform better than their polling by a 3-4 percent margin, which would, of course, throw many close races to the GOP.

Complicating all this analysis of public opinion research, of course, is the fact that the two parties’ ground games are just now really kicking in, which could change turnout patterns, along with the phenomenon of very heavy early voting.  On this latter front, the preliminary data indicates that Democrats seem to be doing a relatively good job of early voting mobilization, but don’t have the sort of advantage they enjoyed in 2008, and may not have an advantage at all in certain key states (e.g., Colorado, Nevada and Florida).

Then you get into some really hazy phenomena that may affect particular races.  The most discussed is California’s Proposition 19, which would legalize small-scale cultivation and use of marijuana.  There is a persistent belief among California Democrats that Prop 19 will turn out younger voters (and perhaps African-Americans and Latinos) at higher levels than in other states, giving Democrats a crucial boost in close contests.

But overall, the varying indicators of late trends (unless unanimity suddenly emerges between now and November 2) are providing some real mystery and drama in this bitter cycle, and plenty of questions to mull over in the post-election rumination period that will ensue.

An Electoral Tsunami or a Reversion to the Norm?

With all the numbers and hyperbolic rhetoric being thrown around about potential Republican gains this year, it’s sometimes helpful to look more closely at the patterns.  We are often told, for example, that this is going to be some sort of day of reckoning for House Democrats generally, or for House Democratic incumbents in particular.  But what, exactly, is the nature of those House seats Republicans are poised to win?

For purposes of this analysis, I’ll use Nate Silver’s House ratings, which are more precise than those of most of his competitors. Nate shows 27 districts where Republicans are “likely” (defined as an 80 percent or better probability) to win Democratic seats.  Do many of these contests involve longstanding Democratic bastions where incumbents are being ousted by the righteous wrath of an angry voting public?  No.  Eleven of these seats are open.  Another thirteen are seats wrested away from the GOP in the “wave” elections of 2006 and 2008.  And 22 of the 27 have a pro-Republican PVI (Partisan Voting Index), which means they tilted Republican more than the national average in the last two presidential races.

In other words, these are seats that would inevitably be ripe for the plucking in the first midterm after a Democratic presidential victory, even if you don’t consider the factors (especially age-related turnout patterns and the condition of the economy) that make this an especially promising GOP year.

Looking at Nate’s next category, fifteen “lean takeover” seats where the probability of a switch to the GOP is in the 60-80 percent range, there are far fewer open seats, but plenty of other factors indicating low-hanging fruit for Republicans. Aside from the two open seats, there are twelve that Democrats picked up in 2006-08, and eleven of the fifteen have pro-GOP PVIs.

It’s only in a third category, twenty “even” seats where the probability of a Republican takeover is 40-60 percent, that you start getting into a significant number of contests involving entrenched incumbents.  Even there, half the seats were taken over by Democrats in 2006 or later.  But 14 of them have pro-Republican PVIs, and many of the Democratic “entrenched incumbents” typically represent strongly pro-Republican districts as measured by PVI:  Gene Taylor of Mississippi  (R+14); Lincoln Davis of Tennessee  (R+13); Jim Marshall of Georgia (R+10); Ben Chandler of Kentucky (R+9); John Spratt of South Carolina (R+7); Baron Hill of Indiana (R+6); John Salazar of Colorado (R+5); and Mike McIntyre of North Carolina (R+5).

Remembering that Democrats will probably win some of these close races, it seems likely that Republican House gains this year will represent more a reversion to the norm than some sort of electoral tsunami—and more of a partisan “correction” than any revolt against Democratic incumbents–particularly if you consider the structural factors that make this particular midterm difficult for Democrats.

Now it’s always possible that Republican gains will be even larger than Nate Silver and most others consider probable, and if so, it will be necessary to reconsider everything I’ve said above.  But it’s equally appropriate to demand a reconsideration of all the apocalyptic advanced spin coming from Republican circles if the House results turn out to be relatively predictable.  Based on current evidence, the idea that this election is going to usher in some sort of extended era of conservative domination of American politics is no more credible than the belief exhibited by some Democrats two and four years ago that Republicans wouldn’t enjoy power in Washington again for the foreseeable future.

Waiting for Election Night

Three weeks out from Election Day, it’s increasingly unlikely that any news event, economic development, or overall party message is going to have a major effect on the outcome.  Yes, long-planned GOTV efforts—beginning with early voters—will come to fruition, and actual events, including candidate debates, could swing close individual races.  But to an extent that would depress most candidates (who naturally tend to think their fate is in their own hands), a lot of what we are doing now is trying to predict results that are pre-ordained, and even anticipating some of the post-election debates within the two parties.

The exceptions to this predestination rule are close statewide races, for two reasons.  First, statewide candidates simply get greater exposure, if not from ads then from media coverage.  And second, gubernatorial candidates are affected to some extent by their own political dynamics, particularly if they belong to the party in power at the state level, and thus represent the “wrong track.”

The implications of the first factor are explained by PPP’s Tom Jensen in a post about Democratic prospects in House and Senate races:

I think Democrats are going to lose the House, with Republicans quite possibly picking up a lot  more seats than they even need for a majority. At the same time I think Democrats will hold  onto the Senate and that it may be by a larger margin than people are expecting, with the party perhaps holding onto its seats in places like Illinois, Colorado, Nevada, and West Virginia where the party lucked out because the GOP nominated weak candidates.

That’s a reminder that candidates matter- but they matter a lot more in Senate elections where voters really get to know them than in House elections that are much more likely to be  determined by the national tide. We’ve seen time and again in Senate races this year that the better voters get to know the Republican candidates the less they like them. But unfortunately for Democrats I don’t know that voters ever get to know the House candidates well enough for that same effect to occur.

Jensen’s point reflects past experience, as well.  In 1972, 1984, and 1990, one party made gains in one chamber of Congress while losing seats in the other.  The most famous example was in 1972, when despite the Nixon landslide over McGovern, Democrats actually gained two net Senate seats.  And even where one party has made gains in both Houses, they haven’t always been congruent in size or sweep (e.g., 1982, when the two parties broke even in the Senate even as Democrats gained 27 seats in the House).

The ideological sorting-out of the two parties may have reduced the likelihood of such variable results, insofar as ticket-splitting has become less common, particularly in congressional races.  But the higher profile of statewide races does give candidates greater opportunities to make news—or make costly mistakes—and down-the-stretch financial advantages can have a greater impact as well.

Having said all that, the precise results to be expected on November 2 remain unpredictable, not so much because of candidate behavior, but simply because an unusually large number of races are competitive.  This is particularly true in the House.  As Nate Silver explained at some length in a post on his own and others’ projections of House results:

According to just about every objective and subjective indicator, then, the number of  competitive House districts is roughly twice as high as in recent years. This is why the margin of  error on our House forecast is very wide. If the polling is off by just a little in one direction or another, it could have profound consequences for the number of seats that Republicans are likely to gain. Likewise, there are a great number of districts in which both parties have viable   candidates who could over perform or underperform the trends present in the national environment.

Why are so many races competitive? That could merit an article on its own. I suspect much of the reason is that the deterioration in the political environment for Democrats was evident  quite early in the cycle — certainly by around August or September of last year — leaving both parties with plenty of time to prepare. The fact that the Internet has made fundraising much less burdensome, and allowed name recognition to be built through a variety of “nontraditional” means, may also play a role.

With more seats in play, the odds of missing the exact post-election count go up quite a bit.  Cutting in the other direction is the fact that there is a lot more public polling data available than in the past, so projections are less likely to depend entirely on past performance or some sort of vague, thumb-on-the-scales estimates of national trends.

As Election Day approaches, the likelihood of major surprises will naturally go down.  But there are more than enough razor-close races to ensure considerable mystery on Election Night.

The West: Bellwether for the Mid-Term Elections?

With five weeks to go until Election Day, the national political environment seems to have stabilized enough to conduct some regional analysis of what’s likely to happen on November 2.  Let’s start today with the West, where highly competitive gubernatorial and Senate contests are occurring in at least seven states.

Much of the Pacific Coast seems relatively impervious to the Tea Party movement.  In California, hard-core conservative activist Chuck DeVore finished a relatively poor third in the Republican Senate primary, and gubernatorial candidate Steve Poizner, who tried to run to the right of Meg Whitman, was beaten badly.  Conservatives could not even mount a strong challenge to the much-derided RINO, Lt. Gov. Abel Maldonado.  In Washington state, another TP favorite, former pro football player Clint Didier, barely broke double figure percentages in a Senate Republican primary challenge to Dino Rossi.  And in the same state, one of the more moderate new House candidates in the country, Jaime Herrera, won her primary easily.  Alaska, of course, is the exception on the coast, since its long-powerful conservative movement knocked off Sen. Lisa Murkowski, who is now running as a write-in candidate in the general election.

In any event, Republicans have at best mixed prospects for major gains on the Pacific coast.  In CA, recent polls have given Barbara Boxer a significant lead over Carly Fiorina for the Senate seat, and despite Meg Whitman’s unprecedented spending, Jerry Brown is at worst tied with her as he begins his own media campaign in the governor’s race.  Republicans have a realistic shot at just one Democratic House seat in California, and Democrats are sure to hang onto control of both chambers in the state legislature.

In Washington state, Patty Murray appears to be opening up a modest but consistent lead over Rossi, who led her in some early polls.  While Herrera has a good shot at picking up an open Democratic House seat, only one incumbent Democrat, Rick Hansen, seems to be in jeopardy.  In Oregon, former Gov. John Kitzhaber is in a close race with Republican Chris Dudley for the governorship.

In Hawaii, Democrats have a better than even chance of flipping control of the governorship, with former congressman Neil Abercrombie a solid favorite over Lt. Gov. Duke Aoina, and of retaking Abercrombie’s House seat, which was lost in a special election earlier this year thanks to multiple Democratic candidates.

In Alaska, Democratic Senate candidate Scott McAdams remains underfunded and little-known; his fate almost certainly depends on the viability of Murkowski’s write-in campaign down the stretch.

Moving eastward from the Pacific, Colorado is another hotly disputed state.  Tea Party favorite Ken Buck has been leading Sen. Michael Bennet in early general election polls, but this race is likely to tighten up.  John Hickenlooper is almost certain to hold the governorship for Democrats thanks to the conservative split between Republican nominee Don Maes and former congressman Tom Tancredo, who is running on the Constitution Party ballot.   Republicans think they have a shot at taking two Democratic House seats, though their best chance is against freshman congresswoman Betsy Markey.   Turning south to New Mexico, Republican gubernatorial candidate Susana Martinez has recently taken a steady lead in the polls against Lt. Gov. Diane Denish, who once looked invincible, and two Democratic House members, Harry Teague and Martin Heinrich, in some peril.  In Arizona, Sen. John McCain and Gov. Jan Brewer look safe to hold onto their seats for the GOP, and though Republicans have visions of picking up as many as three House seats, all three Democrats—Gabby Giffords, Anne Kirkpatrick and Harry Mitchell, are in reasonably strong condition.

Finally, in Nevada, one of the top national races looks almost certain to go right down to the wire, with Sen. Harry Reid and Tea Party champion Sharron Angle running neck and neck in virtually every post-primary poll.  Reid would probably be doomed against any other Republican opponent, but Angle’s long history of eccentric issue positions has given him a new lease on life.

All in all, the West could prove to be a national bellwether. A true Republican tsunami in the region could produce a net gain of four Senate seats (Washington, California, Colorado and Nevada), two governorships (Oregon and New Mexico), and nine House seats.  On the other hand, a stronger-than-expected Democratic performance could keep Republicans from gaining any net Senate seats, and could actually give Democrats a net gain of one gubernatorial seat (Wyoming looks to be a certain Republican gubernatorial pickup, but that could be offset by a Jerry Brown win in California and an Abercrombie win in Hawaii). None of the Western House races in which Republicans now look strong is a slam-dunk.

One regional factor that use to bedevil strategists is now of declining importance: the hope or fear that early returns from the eastern and central times zones could influence final turnout in very close races.  That’s because voting by mail is increasingly important in the West, with all ballots in OR and WA; most in Colorado; and over half in California, now being cast by mail.  The dominance of voting by mail will also significantly limit the impact of very late campaign activity in many states.  If Meg Whitman’s going to hit her target of spending $150 million in personal funds in the CA gubernatorial race, she’ll probably hit it well before November 2.

A Political Junkie’s Guide to the Midterm Election

With the traditional general election bell-ringer of Labor Day on tap Monday, for the most part it’s now past time for observers to speak in some sort of future tense about what the two parties might do to position themselves for November. Yes, eight states do still have pending primaries, along with one that still has a runoff; these contests will significantly affect at least two Senate and three gubernatorial races. Yes, national decisions still have to be made about the precise deployment of financial resources in particular races, and there are a scattering of individual candidate decisions that could fundamentally change the landscape in particular races (most notably in Colorado, where doomed-looking Republican gubernatorial nominee Don Maes is under increasing pressure to drop out). And there are, of course, mistakes that can be made on the campaign trail or in debates that could move lots of voters. In most cases, however, campaigns will focus on getting out their vote, and on appealing to a very narrow range of swing voters. This is likely to revolve around negative attacks on opponents, since that is one of the few devices that can serve as both a motivator and a persuader.

To a considerable extent, much of the “political news” you are going to hear between now and November will have as much to do with the measurement of public opinion as with efforts to influence it. This is when most pollsters switch from surveying registered to “likely” voters (though some, notably Rasmussen and Survey USA, have long been deploying “likely voter” screens, which helps account for the relative strong Republican performance in their polls). And this is when various ambitious models for predicting the results will be announced and refined.

So what should the discriminating political junkie watch for during the next two months?

With respect to the fight for control of the House, the most important objective data point will probably be the final Gallup poll generic ballot results in October. Back in 2002, political scientist Alan Abramowitz developed a very reliable model for predicting the overall results from the final Gallup generic. Just yesterday Pollster.com’s Harry Enten released a refinement of the Abramowitz model, which suggests, for example, that a five-percent GOP advantage among likely voters in the final Gallup generic ballot poll would translate into 225 Republican seats.

Senate races are a much tougher nut to crack, since they are less susceptible to national “waves.” The most influential model, by FiveThirtyEight’s Nate Silver, currently shows Democrats likely to sustain a net loss of six to seven seats, but with a 20 percent chance of losing ten or more, which would give Republican control of the upper chamber. Nate’s system also supplies a probability rating for any given Senate seat “flipping” from one party to the other; right now the range is from a 100 percent probability in North Dakota and Arkansas to zero percent probability in eleven states.

And governor’s races are even more complex, since non-national issues (including specific economic and fiscal conditions) can be a major factor, and responsibility for an unpopular status quo doesn’t always reside with Democrats. So given the national dynamics and the slow but steady trend towards partisan polarization in state as well as federal politics, it makes sense to watch closely those “red state” gubernatorial contests where Democratic candidates have managed to remain competitive so far—particularly Texas (Bill White), Florida (Alex Sink) and Georgia (Roy Barnes), three states where a Democratic win could have a major impact on congressional redistricting.

Speaking of redistricting, there are also vicious battles being fought for control of state legislative chambers. I won’t go into this in detail today (it will be the subject of a future Political Memo), but the basic situation is that Republicans have significant advantages in the political landscape while Democrats appear to be a bit better focused and financed.

Finally, it’s important to keep in mind that the results of any given election cycle are usually over-emphasized. Obviously the Democratic “wave” elections of 2006 and 2008 have not, at least in the short-term, led to any sort of realignment of our political system. It works both ways, though: after the last redistricting cycle, it was generally thought that Republicans had won a “lock” on control of the House until 2012; it didn’t turn out to be much of a lock. But Democrats do need to relearn the basic problem that our constitutional system builds a conservative bias into the composition of the U.S. Senate, and the balance of control among governorships and state legislatures. But by the same token, Republicans need to understand that the gains they make this year need to be contextualized by their terrible performance in 2006 and 2008, and that the shape of the electorate in the presidential cycle of 2012 will be very different, and much less friendly to the GOP cause.

Rocky Week for Colorado Republicans

Colorado is without question a key target for the GOP this year. It’s a traditionally “purple” state where Democrats captured the governorship and legislature in 2006, and then carried the state for Barack Obama in 2008. With incumbent Gov. Bill Ritter stepping down voluntarily, and with a competitive Democratic primary for the U.S. Senate between appointed Sen. Michael Bennet and former House speaker Andrew Romanoff, GOPers have definitely been seeing an opening. Polls have been showing close general election races for both the governorship and the Senate.

But somebody up there must not like Colorado Republicans, because they are in the midst of a plague-of-frogs series of misfortunes. As I noted here recently, the campaign of the front-running GOP gubernatorial candidate, Scott McInnis, imploded upon allegations that he plagiarized big chunks of a report he supposedly wrote to justify a very lucrative think-tank contract just a few years back.

As Colorado GOPers tried to figure out what to do, the wingiest nut of them all, former Rep. Tom Tancredo (last seen calling for the President’s impeachment on grounds that he is a “dedicated Marxist”) publicly demanded that the two Republicans officially in the race advance to drop out after the August 10 primary (enabling the party to name someone else), or he’d run for governor himself on the Constitution Party ticket. Presumably the answer didn’t come fast enough, and Tancredo duly announced his third-party candidacy, following that up with a public shouting match with the state Republican chairman.

But the weirdness has not been confined to the gubernatorial race. In the Senate primary, district attorney Ken Buck, a big Tea Party favorite who’s recently moved ahead of “establishment” candidate Jane Norton in the polls, got caught saying this into a live microphone:

[W]ill you tell those dumbasses at the Tea Party to stop asking questions about birth certificates while I’m on the camera?

Boy, what a quandry for Buck: he now has to eat a big plate of crow to avoid offending his own base, but in doing so he will appear intimidated by a Birther contingent that he obviously considers stupid. And he’s already in some hot water for earlier blurting out that he was a better candidate than Norton because “I don’t wear high heels.”

All in all, it would have been a good week for Colorado Republican officials–and their various candidates–to have taken a vacation.

Primary Watch 2010

Today’s major primary is in Georgia, and I covered the Peach State contests pretty thoroughly last week (for more detail, see this preview at FiveThirtyEight). An update, though: one late poll of the Republican gubernatorial race, by Magellan Strategies, shows Karen Handel blowing out to a big lead and long-time front-runner John Oxendine fading fast, with Nathan Deal and Eric Johnson battling for a runoff spot.

The primary calendar going forward includes Oklahoma on July 27; Kansas, Michigan and Missouri on August 3; Tennessee on August 5; and Colorado, Connecticut, Georgia (runoffs) and Minnesota on August 10. The general election calendar for November picked up an additional contest, with West Virginia formally scheduling a special election for the late Sen. Bob Byrd’s seat. The candidates are expected to be West Virginia Governor Joe Manchin, a Democrat, and Republican Rep. Shelley Moore Capito (R-WV), with the special election statute enabling the latter to run concurrently for re-election and for the Senate.

Second-quarter fundraising figures for federal contests have been trickling out during the last week, and the number that drew the most attention was probably the 4.5 million haul brought in by Florida Republican Senate candidate Marco Rubio, more than doubling the funds raised by apostate Gov. Charlie Crist. On the other hand, a new PPP survey of the Florida Senate contest shows Crist maintaining a 35-29 lead over Rubio in a three-way race with Democrat Kendrick Meek (who has 17 percent); 52 percent of Crist’s support is from Democrats. In Nevada, controversial Republican nominee Sharron Angle outraised Sen. Harry Reid (D-NV) by $400,000 ($2.6 million to $2.2 million), though again, the latest poll, from Mason-Dixon, showed Reid now up by 44-37. And in CA, incumbent Democratic Sen. Barbara Boxer (D-CA) had a very good second quarter, raising $4.6 million. Her Republican challenger, Carly Fiorina, raised $3 million, but $1.1 million of that total was a loan from her own personal wealth. The latest poll there, from Rasmussen, shows Boxer up by seven points, 49-42. The largest disconnect between money and public opinion is in Arkansas, where incumbent Sen. Blanche Lincoln (D-AR) outraised Republican John Boozman by a four-to-one margin (though a lot of that was to finance her primary and runoff battles with Bill Halter); even Lincoln’s own polling, from Benenson, shows her trailing Boozman 45-36, while other polls have her down 2-1.

In other polling news, Rasmussen has Democrat Richard Blumenthal maintaining a 53-40 lead over Republican Linda McMahon in the Connecticut Senate race; and shows Republican Paul LePage holding a 39-31 lead over Democrat Libby Mitchell (with independent Eliot Cutler at 15 percent) in the Maine gubernatorial contest. A Glengariff Group poll for the Detroit News of the Michigan Republican gubernatorial primary shows a close three-way race among congressman Peter Hoekstra, Attorney General Mike Cox, and businessman Rick Snyder. The little-known “outsider” Snyder seems to have a lot of momentum.  And in non-election polling news, an ABC/Washington Post survey on Elena Kagan’s Supreme Court nomination shows support for her confirmation continuing to lead opposition by a 53-25 margin.

As alert readers know by now, Robert Bentley won the Republican gubernatorial runoff in Alabama, with Terri Sewell winning the 7th district Democratic congressional nomination (tantamount to election), and Martha Roby turning back viral ad icon Rick Barber for the Republican nomination in the 2nd congressional district. My write-up of the results can be found here.

The next big primary state is Georgia, where voters go to the polls next Tuesday, July 20. There are competitive primaries for governor in both parties; and competitive Republican primaries for Congress in no fewer than six districts, with two Democratic congressional primaries that have drawn some attention. Georgia has a 50 percent nomination requirement, which means many contests will go to a runoff on August 10. This is also a state with a history of substantial early voting, though as of last week, mail-in and in-person ballots were down from prior elections, perhaps indicating a low turnout.

The Republican gubernatorial race (incumbent Republican Gov. Sonny Perdue is term-limited) has heated up in the last week, with a bunch of polls, sharp exchanges between candidates, and interventions by national figures. For most of the cycle, the front-runner has been State Insurance Commissioner John Oxendine, though he’s been considered vulnerable because of long-pending ethics investigations of alleged illegal contributions to his campaign by insurance companies. Three other candidates—former Secretary of State Karen Handel, former congressman Nathan Deal (who has some ethics issues of his own, which appeared to speed his departure from Congress), and state senator Eric Johnson—have been jockeying for a runoff position opposite Oxendine, though at least two polls now show the front-runner slipping into third place. Handel, whose campaign message closely resembles that of South Carolina gubernatorial nominee Nikki Haley (a “conservative reformer” fighting the “corrupt good old boys”), has been the candidate on the move of late, and got priceless attention this week from a Facebook endorsement by Sarah Palin. Deal countered with an endorsement from Georgian Newt Gingrich. Both Oxendine and Deal have been pounding Handel for alleged heresy on abortion and gay rights. And meanwhile, Johnson has been heavily running television ads, and has moved up into the teens in at least one poll. In other words, just about anything could happen on Tuesday, though Handel looks almost sure to have a runoff spot.

In terms of issues, all the GOP candidates have been competing to show avid support for an Arizona-style illegal immigration crackdown (Deal’s made this a signature issue, while Handel has sported an endorsement from Arizona Gov. Jan Brewer), and two candidates, Oxendine and Handel, have proposed abolition of the state’s income tax, reflecting the wild popularity of national “Fair Tax” proposals among Georgia Republicans. And all the candidates are hard-core conservatives on cultural issues, though Handel got into a fight with Georgia Right-to-Life by opposing its proposal to restrict IV fertilization procedures.

On the Democratic side, the big question all along has been whether former Gov. Roy Barnes, who lost to Perdue in a big upset eight years ago, can win the primary without a runoff, as most recent polls have suggested he will. Barnes’ most prominent challenger, Attorney General Thurbert Baker, got off to a very late start in television advertising, and is now trying to attract enough support from his fellow African-Americans to deny Barnes the win (African-Americans typically cast close to half the votes in Democratic primaries in Georgia). Baker got a significant boost earlier this week with an endorsement from President Bill Clinton (Baker was a big Human Rights Campaign supporter in 2008), and has been promoting legalization of electronic bingo as a way to raise money for K-12 education. But Barnes has strong African-American support of his own; just today he was endorsed by Atlanta Mayor Kasim Reed. Other significant candidates who could soak up some votes include former Secretary of State David Poythress, who’s been running an under-the-radar web-focused campaign, and former state House Democratic leader Dubose Porter, whose wife, Carol, is the odds-on favorite to win the Democratic nomination for Lt. Governor.

On the congressional front, the state’s two white (and Blue Doggy) Democratic House members, Jim Marshall and John Barrow, are as usual considered vulnerable in November. Marshall, whose district went solidly for John McCain, has drawn a strong opponent in state representative Scott Austin, who should win the GOP nomination easily on Tuesday. Barrow, whose district is marginally Democratic even in presidential years, has for the second time drawn a primary challenge from former state representative Regina Thomas, whom he beat 3-1 in 2008. Thomas got some help from in-district anger at Barrow’s vote against health care reform, but his massive financial advantage should get him over the line. Meanwhile, Tea Party-backed candidate Ray McKinney is favored over former fire chief Carl Smith for the right to oppose Barrow, though that race could easily go to a runoff.

There are big and active Republican primaries in the districts of African-American congressmen David Scott and Hank Johnson (who also faces former Dekalb County executive Vernon Jones, something of a party renegade, in the primary but isn’t expected to lose), who has had recent health problems, but Republicans would have to get very lucky to become competitive in either place.

An open seat in the north metro Atlanta 7th district has spawned a mammoth eight-candidate Republican primary to succeed John Linder, with every single candidate endorsing Linder’s “Fair Tax” proposal. Former state representative Clay Cox and former Linder chief of staff Rob Woodall are the favorite to make a runoff, though Christian Right figure Jody Hice also has some support.

And up in the North Georgia 9th district, until recently represented by gubernatorial candidate Nathan Deal, the winner of last month’s special election, Tea Party favorite and former state representative Tom Graves, must face pretty much the same field of opponents in the primary, but is expected to win.

In non-Georgia political news, the big development was probably the implosion of the Colorado gubernatorial campaign of former congressman (and GOP front-runner) Scott McInnis, accused of plagiarizing portions of a think-tank paper for which he was grossly overpaid a few years ago. Colorado Republicans are in a quandary; the only other candidate on the primary ballot, Don Maes, has struggled to raise money, and has, ironically, also been cited for campaign finance violations. To hand-pick another viable candidate, party leaders would have to wait for the primary to occur and then beg the winner to step aside.
