Republicans and IdeologyIf you really want to understand the psychology and the power of Wingnut World, the Palmetto Freedom Forum event in South Carolina on Labor Day was a real eye-opener.

Set up by South Carolina Sen. Jim DeMint, Iowa Rep. Steve King, and social ultraconservative Robert George of Princeton University, the event was designed to remove the “soundbite” and horse-race mentality of conventional candidate debates, and present 2012 GOP presidentials with the opportunity and the challenge of making major statements of “first principles” before a murder board of ideological inquisitors.

The event was spoiled a bit by Rick Perry’s last-minute cancellation to go home to look over the shoulders of professional emergency managers and first responders dealing with the recent rash of Texas wildfires. Even if you give Perry full credit for doing the right thing, it’s clear he benefitted by avoiding a probable grilling from inquisitor Steve King over immigration policy (King asked other candidates not only about illegal immigration but about appropriate levels of legal immigration). And actually, it’s doubtful Perry would have done that well under questioning from Robert George about the constitutional issues involved in abortion policy, since the Texan has flip-flopped on the subject quite recently.

The other candidates (for a full video, go here) performed pretty much as demanded. They all bellied up to the bar of “constitutional conservatism,” the belief that right-wing policy prescriptions are the only way to remain faithful to the fundamental design of the Republic. Everyone vibrated at the idea of “American exceptionalism,” the notion that this country is not only exempt from any concept of universal norms of behavior and cooperation, but is divinely appointed to keep alive laissez-faire capitalism and conservative Christianity as models for the rest of the world.

Even though Perry was absent, Steve King dutifully quizzed the candidates not only on how they would deal with illegal immigrants, but whether they agreed with him that it was time to cut back on legal immigration as well (Herman Cain was the only—perhaps naïve—protester against that proposition).

The sheer zaniness of the event was probably best evidenced by Robert George’s extended interaction with several candidates over their willingness to engage in a constitutional confrontation with the U.S. Supreme Court in the event that Congress passed legislation seeking to outlaw or significantly restrict abortion. Bachmann and Gingrich eagerly agreed with George’s suggestion that a Republican president should fight to deny federal courts jurisdiction over abortion policy; Mitt Romney allowed as how he would not go quite that far.

But George also backed Michele Bachmann into a corner by getting her to admit she had no specific basis for her repeated argument that a state-imposed personal health care purchasing mandate—i.e., what Mitt Romney had helped create in Massachusetts—violated the U.S. Constitution.

For observers of the hyper-conservative mutation of the GOP over the last few years, the most startling development in Columbia was probably Mitt Romney’s agreement with his inquisitors that Fannie Mae and Freddie Mac should be privatized and the Community Reinvestment Act repealed. This series of steps reflects the wingnut belief that federal efforts to increase homeownership by poor and minority families caused the housing and financial meltdowns of 2008. He didn’t start babbling about ACORN or William Ayers or the president’s birth certificate, or engage in a Santelli-style rant about “losers” and “parasites” stealing from virtuous rich people. But the fact that a sober character like Romney is buying into Tea Party conspiracy theories is not a good sign.

The presidential candidates will get together again Wednesday night in a more conventional setting and format: the Ronald Reagan presidential library in California. It appears Perry will show up this time, having pretty firmly established himself as the front-runner in the race (the latest token is a poll showing him leading among Republicans in Nevada, a state thought to be totally in the bag for Mitt Romney). The venue may discourage sharp elbows given the certainty that someone will invoke Reagan’s so-called “Eleventh Commandment” against personal attacks between Republicans. But Ron Paul has already taken the initiative to go negative on Perry with a broadcast TV ad, timed to coincide with (and perhaps air during) the debate, comparing Paul’s 1980 endorsement of Reagan with the Texan’s endorsement of Al Gore in 1988 (when he was still a Democrat and Gore was considered a moderate and defense hawk). It will be interesting to see if Michele Bachmann or one of the lesser candidates picks up the opportunity that Steve King missed in South Carolina to grill Perry on his immigration stance. The one certainty tonight is that everyone will kneel at the altar of St. Ronald, and it’s doubtful anyone will recall that he signed two tax increases as president, sought to negotiate nuclear disarmament with the Soviets, and cut a deal with Tip O’Neill to avoid cuts in Social Security—that RINO!

Like most politically active Americans, the residents of Wingnut World are heavily focused on the debt limit negotiations.  Unlike many politically active Americans, hard-core conservatives by and large are just fine with a failure to reach any agreement.  In some cases, it’s because they don’t buy the idea that failure to raise the debt limit will cause a default on federal government obligations.  The “Full Faith and Credit Act”, introduced some time back by Sen. Pat Toomey (R-Club for Growth) and backed by most Tea Party groups, is designed to bolster that case by directing the Treasury to pay creditors, the armed services, and Social Security recipients first if the debt limit is reached (this approach, of dubious legality, would virtually guarantee a major shutdown of unprotected federal programs).

Then there are those conservatives who don’t necessarily dispute that a debt limit increase is necessary to avoid a default, or that a default would produce economic havoc, but nonetheless argue that cutting federal spending, taxes and debt is more important (economically and morally) in the long run. Thus, they are adamantly opposed to any deal that doesn’t meet the politically impossible “Cut, Cap and Balance” template.  This is the official position of the 183 conservative organizations, including those that have signed onto the “Cut, Cap and Balance” Pledge, along with nine presidential candidates (ten if you count likely candidate Rick Perry), 12 senators and 39 House Members.  There is no deal anywhere in the works that these folks can support without subjecting themselves to charges of hypocrisy and betrayal.  And the senators among them—including wingnut Big Dog Jim DeMint—have regularly threatened a filibuster against any deal they don’t like, which would produce highly dangerous delays even if it is not backed by sufficient votes to thwart the majority.

Outside this circle of solemn oaths to wreck the national economy if it’s necessary to pursue their ideological agenda, conservatives vary in what they might consider acceptable, with some focused on the precise extent of the concessions that might be wrung from the administration and congressional Democrats, and some standing with Senate Minority Leader Mitch McConnell in making political point-scoring against the administration the top priority. Virtually no conservatives have conceded the possibility of a deal including revenue measures that aren’t pared with tax rate cuts. And on top of everything else, profound institutional rivalries between House and Senate Republicans that have already become a problem in coordinating GOP strategy will make expeditious final action difficult. It’s going to be a very long week.

Meanwhile, on the presidential campaign trail, the rivalry between those Minnesota twins, Michele Bachmann and Tim Pawlenty, has been heating up. T-Paw has recently taken several shots at Bachmann’s record in Congress—and lack of executive experience—along with making what looked to be a thinly veiled reference to her medical condition as a possible problem (he later flatly stated he had never seen Bachmann suffer from any incapacity in fulfilling her duties). Bachmann fired back harshly with a denunciation of Pawlenty’s earlier positions on health reform, climate change, and TARP, suggesting he had a lot in common with Barack Obama.

The knife-fight reflects the fact that Pawlenty is fighting for his political life in Iowa, and can ill afford to lose badly to Bachmann at the August 13 Iowa GOP Straw Poll. But both Minnesotans are increasingly laboring under the tall shadow of Texas Governor Rick Perry, who is reportedly 99% sure to announce a candidacy next month. Already in the double-digits in national and some state polls (a statute that poor T-Paw has yet to reach after months of campaigning), Perry probably benefitted from the decision of the Iowa GOP to keep him off the Straw Poll ballot, which means he doesn’t have to rush his announcement and won’t suffer from a poor showing in Ames.  But Perry also courted controversy on the Right the other day by expressing indifference to New York’s recent legalization of same-sex marriage on states’ rights grounds:

“Our friends in New York six weeks ago passed a statute that said marriage can be between two people of the same sex. And you know what? That’s New York, and that’s their business, and that’s fine with me,” he said to applause from several hundred GOP donors in Aspen, Colo. “That is their call. If you believe in the 10th Amendment, stay out of their business.”

This comment immediately attracted criticism from Christian Right leaders, including Gary Bauer and Iowa kingmaker Bob Vander Plaats, who don’t think their “marriage is between a man and a woman” stance is a matter of state preference any more than individual preference. Perry’s stance, and the casual attitude he conveyed in talking about it, could give Bachmann fresh traction in her struggle to compete with the Texan for Christian Right support.

It’s a High Noon moment in Wingnut World, as conservatives do everything possible to sabotage a deal to increase the debt limit even as their congressional leaders negotiate behind the scenes to make a deal possible. Yesterday’s near-party-line vote in the House passing the “Cut, Cap, Balance Act” represented a particularly vivid demonstration of conservative inflexibility and its grip on the GOP. CCB would write directly into the U.S. Constitution the Right’s current contention that fiscal problems are always and invariably the result of excessive spending, and that a fixed, ideal ratio between spending and GDP can be deduced and legislated forever.

But extreme as the CCB exercise appeared in terms of all precedent, from the perspective of many conservative activists it was a bit of a wimpy compromise. CCB suggests, after all, there is a circumstance—an insanely remote circumstance, to be sure—under which a debt limit increase would be appropriate. That’s offensive to those who earlier staked out a “just say no” position Indeed, two of the nine votes cast by House Republicans against the CCB bill were from presidential candidates Michele Bachmann and Ron Paul. Bachmann had just, earlier this week, become the ninth candidate (everyone in the race other than heresiarch Jon Huntsman) to sign the Cut-Cap-Balance Pledge, after adding a proviso that she wouldn’t support a debt limit increase until such time as the Affordable Care Act of 2010 is repealed.

With CCB going nowhere in the Senate, Wingnuts now have at least a few days to fulminate against, and then to oppose, any actual debt limit deal. Their public rationales for obstructionism vary: Many conservatives are default denialists, who claim there are actually no significant economic consequences to a failed debt limit increase because the feds will figure out some way to pay creditors until something can be worked out. Others are what might be called bullies-and-bluffers, who are convinced (like some of their brethren on the Left) that the president and congressional Democrats will always and invariably surrender in any negotiations on any subject, making the maximum hard line the appropriate GOP starting point. And still others profess to believe that excessive federal spending—and/or the continued existence of entitlements like Social Security, Medicare and Medicaid—is the real threat to the economy and indeed to human liberty, making some short-term global economic collapse a small price to pay for a return to the lost Eden of the Coolidge Administration.

If, of course, a deal is struck and somehow can be maneuvered through Congress with just enough Republican votes to obtain a majority, we’ll see a whole new cycle of recriminations against this fresh “betrayal” by “RINOs”, complete with threats of primary challenges and maybe even third parties. That any such deal will almost certainly involve unprecedented Democratic concessions on spending, bipartisan “cover” for unpopular changes in entitlements, and abandonment of longstanding Democratic demands for higher taxes on the wealthy, won’t cut much ice on the Right.

As the countdown to default continues in Washington, two very different countdowns are underway on the presidential campaign trail: the countdown to the first real contest of the cycle, the August 13 Iowa GOP Straw Poll, and the countdown to Texas Gov. Rick Perry’s decision on whether to join the race.

Michele Bachmann continues to be the favorite to win the Straw Poll; she’s using her hard-line position on the debt limit to maximum advantage in Iowa, making it the subject of her first statewide TV ad (entitled “Courage”). But she’s now undergoing the first real rough patch of intense media scrutiny and personal questions, some undoubtedly inspired by her opponents. At present, the chattering classes are buzzing over anonymous claims that she is frequently incapacitated by migraine headaches and/or treatment for that condition.

Meanwhile, speculation mounts that Perry will soon jump in (though it’s no more definitive than earlier claims that Haley Barbour and Mitch Daniels were minutes away from candidacy). The implications of a Perry run depend on how you see his appeal. Some observers appear to think that the combination of his fundraising prowess, his Tea Party connections, and the “story” of Texas’ economic success, is simply unbeatable. The Hill’s Christian Heinze, for example, who is following the race full-time, appears to think Perry would almost immediately create a one-on-one battle for the nomination with Mitt Romney as Tea Partiers abandoned Bachmann and Cain for the pretty-boy Texan. But as Heinze himself notes, some New Hampshire Tea Folk, however, are raising questions about Perry’s chronic resistance to anti-immigration laws and rhetoric (a smart stance in Texas, but not necessarily elsewhere) and his staunch support for Rudy Giuliani in 2008. And Texans do not quite seem to share the national conservative belief they are living in an economic paradise engineered by Perry’s determination to give corporate executives absolutely everything they want.

If Perry does run—before or after his August 6 prayer-a-thon event in Houston that is certain to raise some questions about his relationship with the theocratic wing of conservative evangelicalism—he will face an immediate strategic decision about whether to plunge into the Iowa Caucus campaign full-bore (it’s already a bit late for a Straw Poll bid by Perry, though the Iowa GOP could put him on the ballot for the event), or instead lay a trap in South Carolina for whoever wins Iowa and New Hampshire (say, Bachmann and Romney). A complicating factor for a Dixiefied strategy by Perry is that wingnut kingmaker Sen. Jim DeMint has successfully convinced most Palmetto State pols and donors to hold off on any candidate endorsements or financial commitments until after Labor Day, apparently to increase his own leverage over the field. Leave it to virulently anti-union South Carolina Republicans to make Labor Day a signpost for keeping rightward ideological pressure on their party and its presidential field.

Guess who said this:

“The full consequences of a default – or even the serious prospect of default – by the United States are impossible to predict and awesome to contemplate. Denigration of the full faith and credit of the United States would have substantial effects on the domestic financial markets and the value of the dollar.”

President Obama? Treasury Secretary Tim Geithner? No, Ronald Reagan, in a 1983 letter to then-Senate Majority Leader Howard Baker. And yet GOP Sen. Jim DeMint called Geithner a “Chicken Little” for issuing an almost identical warning against undermining America’s global creditworthiness.

The Republicans have come a long way since Ronald Reagan occupied the Oval Office – and it’s mostly been downhill.

Winning no prizes for statesmanship is House Majority Leader Eric Cantor, who argues that it’s more important to prevent the government from raising a penny more in tax revenue than to prevent it from going bankrupt and defaulting on its debts. He says Republicans are making a major concession to Obama just by considering his request to raise the debt ceiling.

The Gipper must be rolling in his grave. Unlike Cantor, he didn’t worry that doing his public duty might be construed as a favor to his political opponents. Reagan was no fan of higher taxes either, but he manned up and raised them when that became necessary to corral federal deficits and restore fiscal responsibility.

What would Reagan do today? The best way to answer that is to look at what he actually did do as president.

First, Reagan pushed through the giant 1981 tax cut that marked America’s first misbegotten experiment with supply side economics. Whatever stimulative effect it may have had was soon overwhelmed by Fed Chairman Paul Volker’s decision to raise interest rates to wring inflation out of the economy. America suffered a harrowing recession in 1982, and federal deficits exploded.

Reagan urged the nation to “stay the course,” but on taxes he changed course. In 1982, when unemployment stood at 10.1 percent, he signed the Tax Equity and Fiscal Responsibility Act, which increased taxes by around one percent of GDP. Irate conservatives blamed the baleful influence of Senate Majority Leader Bob Dole. A young GOP backbencher and bombthrower, Newt Gingrich, famously called Dole “the tax collector of the welfare state.”

That was something of a bad rap, however, since Reagan ended up raising taxes a total of 11 times during his presidency. Unlike today’s Republicans, he believed fiscal discipline was more important than supply side theories and he understood that compromise is crucial to advancing national interests. In his second term, Reagan embraced a Democratic proposal to broaden the tax base by closing loopholes, and use the savings to bring rates down. The Tax Reform Act of 1986 simplified the tax code by drastically reducing the number of deductions and the number of tax brackets.

Reagan’s determination to not let deficits get too far out of hand continued under his successor. President George H.W. Bush even broke his “read my lips” pledge in 1990, pushing a deficit reduction package that cut spending by $324 billion and raised revenues by $159 billion over five years. Many conservatives were apoplectic, but Bush’s brave move helped put America on track toward the budget surpluses that President Bill Clinton achieved in the late 1990s.

Tea Party Republicans reject that legacy – even though it led to the balanced budget they are now loudly demanding. As conservative NYT columnist David Brooks wrote recently, that’s a radical departure from the party’s tradition of fiscal rectitude as well as the political give and take that makes democratic politics work.

It’s also repudiation of Reagan, the man conservatives love to venerate and name airports after but, as it turns out, honor in the breach when it comes to protecting the full faith and credit of the United States.

Wingnut Watch: Conservatives Savage Romney’s Health Care, Huckabee Sits It Out

Presidential politics was again the focus of Wingnut World last week, as conservative opinion-leaders took the opportunity to savage Mitt Romney for his adamant defense of the Massachusetts health reform plan, while mulling over the decision of controversial fellow-traveler Mike Huckabee to stay on the sidelines in 2012.

Romney took the calculated risk of delivering a self-hyped “major speech” on health reform at the University of Michigan, apparently in hopes that a definitive statement on the subject would flush out and eventually diminish conservative anger at him on the subject before Republicans actually begin voting next year. It certainly flushed out negative opinions on the Right. Even before the speech was delivered, Romney took a pounding from the editorial board of the Wall Street Journal, which rightly predicted he would refuse to back down on the wisdom of backing a state reform plan that included an individual insurance purchasing mandate and other features associated with “ObamaCare.” The title of the op-ed says it all: “Obama’s Running Mate.”

The speech itself was a hodge-podge of arguments and rationalizations. Romney alternated between what progressive health wonk Jonathan Cohn called an “inspiring” defense of his reasoning in signing the Massachusetts law, and less-than-compelling claims that the law had no implications for national health policy. The conservative commentariat has long since rejected as inadequate his “federalism defense” that “RomneyCare” was a system designed for Massachusetts only, which is unsurprising since the individual mandate is the specific target of a host of state lawsuits aimed at overturning ObamaCare. Moreover, the proto-candidate’s effort to change the subject to what he would propose as president after a theoretical repeal of national health reform legislation drew virtually no attention, probably because he simply endorsed every conventional conservative gimmick of recent years—a tax credit for the purchase of individual insurance policies, preemption of state regulation of private health insurance via interstate sales, and medical malpractice reform.

Only time will tell if Team Romney is right that hostility to RomneyCare will burn itself out, much as John McCain’s many past heresies against conservative orthodoxy were ultimately forgiven in 2008, leaving Republican elites to focus on his superior “electability.” But Romney’s not off to a very good start. Among his tormenters after the speech were the editors of National Review, who gave him a crucial endorsement in 2008. After rejecting Romney’s federalism argument that an individual mandate was acceptable at the state level, his one-time fans at NR made this brutal assessment of the political thinking behind the speech:

We understand that Romney does not feel that he can flip-flop on what he had touted as his signature accomplishment in office. But if there is one thing we would expect a successful businessman to know, it is when to walk away from a failed investment.

This is in synch with the advice Romney has been receiving from Sen. Jim DeMint of SC, another key 2008 supporter who is vastly more influential today.

Later in the week, conservative chattering class attention was diverted to Romney’s 2008 nemesis, Mike Huckabee, who stage-managed an announcement of non-candidacy on his Fox show Saturday after touching off an orgy of confused speculation about his plans by issuing a variety of mixed signals.

His Saturday show was quite a spectacle. It included a derisive panel discussion of Romney’s health care speech, a bizarre interview with right-wing rocker Ted Nugent—who discussed his proposal to unleash the Navy Seals to “secure” U.S. borders with mega-violence—who then took the stage to perform “Cat Scratch Fever” with Huck on bass, followed by a videotaped benediction from Donald Trump. Near the end of the show, Huckabee faced the cameras and detailed all the reasons he should run for president, before divulging that God had persuaded him otherwise via prayer.

For all the hype and the alleged divine intervention, Huck’s decision was precisely what the conventional wisdom had long predicted, mainly because of his palpable reluctance to give up the Fox show and a new-found personal wealth to go trudging through the pot-luck dinner circuit of Iowa once again. At fifty-five, Huckabee is also young enough to consider running in 2016 or even later.

Assessments of the impact on the 2012 race of Huckabee’s non-candidacy have been mixed, but there’s a general consensus that it provides an opening for other outspoken social conservative in Iowa, while limiting the southerners in the field to the not-very-southern Newt Gingrich and African-American Herman Cain. In both respects, this could be very good news for smart-money favorite Tim Pawlenty, who is by all accounts out-organizing his rivals in Iowa and is clearly acceptable to the Christian Right and can now seriously contemplate a breakthrough in southern states beginning with South Carolina.

Speaking of Tim Pawlenty and South Carolina, a fascinating subplot in the presidential contest has been unfolding after Gov. Nikki Haley demanded that all the candidates side with her in attacks on the National Labor Relations Board, which has at least temporarily stopped the relocation of jobs by Boeing from Washington to SC in the wake of disputes with the machinists union. Haley, it should be noted, has trumped the usual conservative bashing of public-sector unions by arguing that private-sector unionism is incompatible with economic growth (she appointed a “management” labor attorney as her state labor department chief with the explicit mission of keeping unions out of the state to the maximum extent possible). Pawlenty won the race to first kiss Haley’s ring on the Boeing issue, though the other candidates are quickly following. This helps reinforce the impression that Pawlenty’s strategy—ironically, much like Mitt Romney’s in 2008—is to supplement his “moderate-governor-of-a-blue-state” background with an effort to do whatever he is told by conservative activists. He hasn’t turned them down yet.

Bolstered by Public Support, Tax Cut Deal Lumbers to Completion

The Obama-McConnell tax deal is expected to head from the Senate to the House today, with the big question being whether House Democrats have the temerity to amend the bill and risk a wholesale Republican abandonment of the process.

Senate defections on the key cloture vote were pretty limited: Ten Democrats (Bingaman, Brown, Feingold, Gillibrand, Hagan, Lautenberg, Leahy, Levin, Sanders, Udall) and five Republicans (Coburn, DeMint, Ensign, Sessions and Voinovich).  Steny Hoyer is hinting that House Democrats will be given an opportunity to support an amendment making the package more acceptable to progressives, but that a majority will be there for the original deal.

The estate tax provisions seem to be the real flashpoint for opposition from both sides, with Republicans objecting to the return of the “death tax” (even though under current law it’s due to resurrect itself at 2001 levels) and Democrats objecting to a relaxation in rates and exemptions benefitting a handful of the very rich without generating any positive impact for the economy.  This is the sort of very basic difference of perspective on which compromise is probably impossible.

Meanwhile, two new public opinion surveys indicate pretty strong support for the deal across party lines.

According to Pew, 60 percent of Americans support the tax deal, while 22 percent disapprove.  More interesting, an above-average 64 percent of self-identified conservative Republicans and 65 percent of self-identified liberal Democrats support the deal.  A WaPo/ABC survey shows respondents favoring the package by a 69-29 margin, with support rising to 75 percent among self-identified Republicans and 68 percent among both self-identified Democrats and indies.

Interestingly, this survey shows narrow majority popular support for three enumerated parts of the deal—the UI extension, the two-year extension of the Bush income tax rates, and the new estate tax rates and exemptions—but 57 percent opposing the payroll tax holiday, generally considered the provision most likely to stimulate the economy.  Breaking down these elements by party ID, the UI extension is the only provision gaining majority support among Democrats, Republicans, and indies, though the increase in the estate tax exemption comes close (with support from 52 percent of Democrats and 48 percent of indies).  The whole package is generally more popular than its parts, which might indicate some support for bipartisan action as an end in itself.

Elite opinion is clearly on a track of its own.  Aside from the strong opposition to the deal among many progressive opinion-leaders, which has resonated with House Democrats, conservative opinion is split, especially in the ranks of potential 2012 presidential candidates.  Mike Huckabee and Newt Gingrich—two candidates who have most emphasized cultural as opposed to economic issues—have endorsed the deal.  Mitt Romney, who has been burnishing his credibility with conservatives by taking a strong stand against ratification of the new START Treaty, came out against the tax deal today, arguing that temporary tax cut extensions would not reduce investor “uncertainty” and also calling for an overhaul of the entire UI system.  Sarah Palin also expressed opposition to the tax deal, but without elaboration other than an attaboy for Jim DeMint, whose own opposition was motivate by the “unpaid-for” UI extension and the very existence of the “death tax.”  Rush Limbaugh, Charles Krauthammer, and RedState’s Erick Erickson have also been outspoken opponents of the deal, mostly on grounds that this is not time for cooperation with Obama and Democrats.   It’s probable that some conservatives privately oppose a deal on the additional grounds that the deadlock prevents congressional action on DADT and START until the new Congress takes office.

Right in the midst of this saga, conservatives have been significantly distracted by a federal district court ruling in Virginia that the Affordable Care Act is unconstitutional.  Two other federal district judges have ruled otherwise in parallel suits, and it’s obvious the whole issue will have to be resolved by the U.S. Supreme Court.  But conservatives are greeting the decision with high hosannas, presumably wanting to burnish the credibility of their arguments for a radically scaled-back interpretation of federal powers under the Commerce Clause.  If the High Court does indeed embrace this interpretation, progressives will have a broader set of problems than the demise of ACA’s individual mandate; the constitutionality of a whole range of existing federal programs could be called into question.

Weeks before the November elections, leaders of the Republican Party’s increasingly dominant right wing are spending nearly as much time fretting over the potential squeamishness of their own party about implementing a radical agenda as they are ensuring they get the opportunity to enact one.

In a CNN interview yesterday, Sen. Jim DeMint, the one-time kooky loner who’s now a Very Big Dog in the GOP, said the GOP would be “dead” if it didn’t keep its promises to repeal health care reform, balance the federal budget and radically reduce spending. Remember he’s the guy who thinks Social Security and Medicare have ensnared Americans in socialism, and likes to call public schools “government schools.”

Another fringe figure who’s suddenly become very relevant, congressman Steve King of Iowa, is frantic in his fears that a Republican House would fail to shut down the government as part of a strategy to repeal health reform. Indeed, he’s asking would-be Speaker John Boehner to sign a “blood oath” to include a health reform repeal in every single appropriations bill, which would have the effect of shutting down the government, just as Republicans tried to do, unsuccessfully, in 1995, in order to impose a budget on Bill Clinton.

This is a sideshow well worth watching. People like DeMint and King are trying to lash their fellow Republicans to the mast of their ship and make them immune to the siren song of the massive popularity of the public programs and commitments they aim to attack: Medicare, Social Security, federal support for educational opportunity, environmental protection, and on and on. It’s an interesting approach on the brink of what many expect to be a big Republican electoral victory, and says a lot about the gap between what Republicans are campaigning on and how they actually intend to govern when in office.

Will Conservative Activists Win in Delaware and New Hampshire Primaries?

Today marks the last big primary day of the midterm cycle.  Following these eight contests, only Hawaii, this Saturday, and a runoff in Louisiana on October 2, remain on the calendar.

Most of the national attention during the week prior to these primaries has been focused on the two states with competitive Republican Senate primaries, Delaware and New Hampshire.  In both states, late surges by conservative candidates threaten not only to upset establishment-backed front-runners, but also to make these seats far more difficult for Republicans to win in November.

Delaware

The Delaware race has been particularly characterized by late dramatics.  From the day he announced for this contest, congressman Mike Castle has been the prohibitive front-runner, not only for the nomination but for the general election as well.  Castle has won a remarkable twelve statewide elections in Delaware and has never lost.  He has the solid support of both the state and national GOP.  His challenger, religious conservative activist Christine O’Donnell, is a relative newcomer to the state (though she did win the sacrificial-lamb Senate nomination against Joe Biden two years ago) and is mainly known for extremist positions on sexual ethics.  She also has a history of serious personal financial problems, and in fact, has no visible means of support at present.  On top of everything else, she’s run a campaign against Castle heavily laden with homophobic innuendoes about her opponent’s masculinity.

Yet according to the one recent poll, released by PPP late Sunday night, O’Donnell is actually leading Castle 47-44.  She’s received late endorsements from the NRA, Sarah Palin, and Jim DeMint, but only one endorsement, from the Tea Party Express, arrived early enough to give her any kind of material assistance.  She’s benefitting, it appears, from long-simmering conservative resentment of Castle’s voting record: he’s pro-choice; he’s regularly bucked the gun lobby; he voted for TARP; and he was one of a handful of Republican House members who voted for climate change legislation in 2009.  There may be a geographical factor as well; O’Donnell seems to be doing especially well in the southern portions of the state said to be fed up with the domination of Delaware politics by populous New Castle County (Wilmington).

O’Donnell’s late endorsements and particularly the PPP poll seem to have lit a fire underneath the Castle campaign, and his supporters have been pounding O’Donnell very aggressively as voters prepared to make their choice.  One piece of raw material they’ve used is a Weekly Standard article about O’Donnell’s gender discrimination lawsuit against a Delaware-based conservative campus organization.  “O’Donnell’s finances, honesty, and stability have been called into question in light of her false and strange claims,” the article suggests.

If she survives, O’Donnell will be the instant underdog against Democrat Chris Coons, the New Castle County Executive, who’s been running a stronger race than expected against Castle.  But even if Castle pulls it out, the bad feelings from the primary could help Coons make the race competitive.

New Hampshire

Meanwhile, a more conventional if equally close Senate primary is unfolding in New Hampshire, where another originally prohibitive front-runner, Attorney General Kelly Ayotte, is now hanging onto a small lead over “true conservative” activist Ovide Lamontagne, who was the GOP gubernatorial nominee back in 1996.  Ayotte does not have Castle’s kind of voting record to defend, and she’s been endorsed by Sarah Palin and some anti-abortion groups.  But she’s been caught in sort of a pincers movement. During the summer months, a self-funding businessman, Bill Binnie, spent millions attacking Ayotte’s competence and integrity, and lured her into a back-and-forth that boosted both candidates’ negatives.  Just as Binnie (who took the unconventional route of boasting about his pro-choice convictions) began to fade, Lamontagne took flight, particularly at the end of August when he secured the aggressive backing of that hardy conservative monolith, the New Hampshire Union-Leader.  The paper has focused particularly on undermining Ayotte’s conservative support, pounding her daily for agreeing to a financial settlement with Planned Parenthood over a lawsuit against the state’s parental notification law.

PPP’s last poll showed Lamontagne within seven points of Ayotte over the weekend, while another late poll, by Magellan Strategies, pegged her lead at only four points.  Jim DeMint offered Lamontagne a last-minute endorsement, and Sarah Palin’s done some robocalls for Ayotte, but the battle is pretty much between Ayotte and the Union-Leader.  As in Delaware, national party figures are unhappy with the prospects of an upset; Lamotagne is the one Republican candidate who’s trailed Democratic congressman Paul Hodes in general election polls.

Wisconsin

The other statewide contest of note is in Wisconsin, where Milwaukee County Executive Scott Walker is in a heated battle with former congressman (and heavy self-funder) Mark Neumann for the Republican gubernatorial nomination to face Milwaukee Mayor Tom Barrett (D).  This race has mainly revolved around each candidate’s efforts to challenge the conservative credentials of the other, with Walker running last-minute ads attacking Neumann for voting for a large transportation bill in Congress back in 1998.  Walker’s been the front-runner all along, but Neumann’s money has made it competitive.

Washington, DC

DC Democratic voters will determine the fate of Washington Mayor Adrian Fenty, who’s gotten high marks from wonks for his efforts to deal with DC’s dreadful public schools, but has actually been trailing DC Council Chairman Vincent Gray in recent polls.  This contest has exposed long-standing racial rifts; while both candidates are African-American, Fenty’s strongest base of support is among the white gentrifiers whom some African-American voters blame for pricing black folks out of traditional neighborhoods; Gray has also unsurprisingly won backing from those who oppose Fenty’s controversial school reforms.  The outcome will probably depend on turnout patterns in DC’s very diverse electorate.

The Conservative Politics of Common Purpose

The primary defeat of incumbent Alaska Sen. Lisa Murkowski (confirmed by her concession yesterday) by former judge Joe Miller is generally being interpreted as another scalp for the Tea Party Movement in its assault on Republicans deemed too moderate on this or that key issue. But there’s something going on a bit deeper, if you consider Alaska’s exceptional dependence on the federal government and the past political track record of politicians like Murkowski’s mentor, the late Ted Stevens, who aligned themselves with the anti-government GOP but emphasized their ability to “bring home the bacon” via appropriations.

In endorsing Miller on behalf of his Senate Conservatives Fund, Jim DeMint emphasized this dimension of Murkowski’s defeat:

Joe Miller’s victory should be a wake-up call to politicians who go to Washington to bring home the bacon. Voters are saying ‘We’re not willing to bankrupt the country to benefit ourselves.’

Now it wouldn’t be quite right to accept DeMint’s characterization of either Alaska voters’ motivations or Miller’s ideology at face value. After all, when Miller calls for abolishing the federal Department of Energy, he’s appealing to the rather selfish desire of Alaskans to control their “own” energy resources–whose value is a lot higher than any federal earmark– regardless of what it means nationally.

But it’s true that there’s an element of collective self-denial among those conservatives who are genuinely willing to take on federal spending categories that are popular among their constituents. Miller is just the latest of a number of Republican Senate candidates this year who have called for phasing out Social Security and Medicare. DeMint himself has long described these programs, along with public education, as having seduced middle-class Americans into socialist ways of thinking.

As Republican pols from Barry Goldwater to George W. Bush can tell you, going after Social Security and Medicare is really bad politics. And they’ve yet to come up with a gimmick, whether it’s “partial privatization” or grandfathering existing beneficiaries, to make major changes in these programs popular (I seriously doubt the very latest gimmick, “voucherizing” Medicare, will do any better once people understand the idea). Indeed, Republicans notably engaged in their own form of “Medagoguery” by attacking health care reform as a threat to Medicare benefits.

Yet the sudden Tea Party-driven return to fiscal hawkery among Republicans, particularly if it’s not accompanied by any willingness to consider tax increases or significant defense spending cuts, will drive the GOP again and again to “entitlement reform.” In Senate candidates like Rand Paul and Sharron Angle and now Joe Miller, we are seeing the return of a paleoconservative perspective in the GOP that embraces the destruction of the New Deal/Great Society era’s most important accomplishments not just as a matter of fiscal necessity but as a moral imperative.

You can respect this point of view even if you abhor its practical implications. But there’s little doubt it represents political folly of potentially massive dimensions. Certainly Democrats owe it to these brave conservatives to take them seriously in their desire to free middle-class seniors from the slavery of Social Security and Medicare, and draw as much attention to it as possible.

Tea Bags, Wind Bags and Moneybags

So let’s say you’re a Republican politician who’s been working the far right side of the political highway for years, getting little national attention other than the occasional shout-out in Human Events. Or let’s say you’re a sketchy business buccaneer with a few million smackers burning a hole in your pocket, and you’ve decided that you’d like to live in the governor’s mansion for a while, but you can’t get the local GOP to see you as anything more than a walking checkbook who funds other people’s dreams.

What do you do? That’s easy: Get yourself in front of the loudest parade in town by becoming a Tea Party Activist!

There has been incessant discussion over the last year about the size, character, and intentions of the Tea Party rank-and-file. But, by and large, the political discussion has passed over another defining phenomenon: The beatific capacity of Tea Party membership, which enables virtually anyone with ambition to whitewash his hackishness—and transform from a has-been or huckster into an idealist on a crusade.

After all, to become a “Tea Party favorite” or a “Tea Party loyalist,” all a politician has to do is say that he or she is one—and maybe grab an endorsement from one of many hundreds of local groups around the country. It’s even possible to become indentified as the “Tea Party” candidate simply by entering a primary against a Republican who voted for TARP, the Medicare Prescription Drug bill, or No Child Left Behind. It’s not like there’s much upside to distancing oneself from the movement. Most Republican pols are as friendly as can be to the Tea Party; and it’s a rare, self-destructive elephant who would emulate Lindsey Graham’s dismissal of it all as a passing fad (in public at least).

Here, we’ll take a look at two specific types of politicians who have been especially eager to embrace the Tea Party movement: the fringier of conservative ideologues, for one, and also the self-funded ego freaks who can easily pose as “outsiders,” because no “insiders” would take them seriously. Let’s call these, respectively, the windbags and the moneybags.

By “fringier” conservative ideologues, I mean those who have argued, year in and year out, sometimes for decades, that even the conservative Republican Party simply is not conservative enough. Many of these politicians would be considered washed-up and isolated, or at least eccentric, in an era when “Party Wrecking” was still treated as a cardinal GOP sin. But now it’s as if they’ve been granted a license to kill. One classic example of this type is South Carolina Senator Jim DeMint, who was considered such a crank in the Senate that he was often stuck eating lunch alone as recently as 2008. His views, for example that Social Security and public schools are symbols of the seduction of Americans by socialism, were not long ago considered far outside the GOP mainstream. Now, in no small part because of his identification with the Tea Party Movement, DeMint has become an avenging angel roaming across the country to smite RINOs in Republican primaries, his imprimatur sought by candidates far from the Palmetto State.

Then there’s the new House Tea Party Caucus, chaired by Michele Bachmann of Minnesota, best known for suggesting that House Democrats be investigated for treason. Its members include a rich assortment of long-time conservative cranks, including Steve (“Racial profiling is an important part of law enforcement”) King, Joe (“You lie!”) Wilson, Paul (“We’ve elected a Marxist to be President of the United States) Broun, Dan (Vince Foster Was Murdered!) Burton, and Phil (National Journal’s Most Conservative House Member in 2007) Gingrey. The key here is that these are not freshly minted “outsiders”: Burton has been in Congress for 28 years, Wilson for ten, King and Gingrey for eight. The oldest member of the House, Ralph Hall of Texas, who has been around for 30 years, is also a member of the caucus.

Even some of the younger Tea Party firebrands didn’t exactly emerge from their living rooms on April 15, 2009, to battle the stimulus legislation and Obamacare. Marco Rubio of Florida, after all, was first elected to the state legislature ten years ago and served as House Speaker under the protective wing of his political godfather, Jeb Bush. Sharron Angle first ran for office 20 years ago, and was elected to the Nevada legislature twelve years back. And of course the Pauls, father and son, are hardly political neophytes—they have just begun to look relevant again because the Tea Party movement has shifted the GOP in their direction.

And, in addition to the hard-right pols who’ve emerged into the sunshine of GOP respectability, the “outsider” meme surrounding the Tea Party movement has also created running room for well-funded opportunists—the “moneybags.”

These are epitomized by Rick Scott of Florida, who probably would not have passed the most rudimentary smell test in a “normal” election year. While there are always self-funding egomaniacs running for office—California’s Meg Whitman comes to mind along with Connecticut’s Linda McMahon—the former hospital executive presents a unique test case for the whitewashing power of Tea Party identification. He has managed to overcome a deeply embarrassing embroilment in the largest Medicare fraud case in history by taking his golden parachute from Columbia-HCA and becoming a right-wing crusader against health care reform, helping to make that a central cause for the Tea Party movement. (Scott was forced out of his position as head of the for-profit hospital chain, which he tried to build into the “McDonald’s of health care,” and the organization was fined $1.7 billion for overcharging the federal government.)

Pushed out of his job after the fraud decision, Scott decided to found the Conservatives for Patients’ Rights (CPR) group that exploded onto the national scene early in 2009 with a series of inflammatory TV ads attacking health reform, employing the same firm that crafted the Swiftboat Veterans for Truth spots against John Kerry in 2004. CPR also played a major role in organizing the town hall meeting protests in the summer of 2009, which marked the Tea Party movement’s transition from a focus on TARP and the economic stimulus bill to a broader conservative agenda.

So when Scott (a Missouri native who moved to Florida in 2003) suddenly jumped into the Florda governor’s race early in 2010, the cleansing power of tea had already transformed his image among conservatives, making his improbable campaign possible.

On the wrong side of this dynamic was Florida Attorney General Bill McCollum, a former congressman and sturdy, if conventional, conservative who had paid his dues by twice running unsuccessfully for the Senate. McCollum had apparently all but locked up the nomination when Scott, in mid-April, leapt into the ring with ads calling himself a “conservative outsider” who would “run our state like a business,” while tarring McCollum as the candidate of “Tallahassee insiders” responsible for “the failed policies of the past.” Then came a torrent of advertising from Scott ($22 million by mid-July, more than anyone’s ever spent in Florida in an entire primary/general-election cycle) blasting McCollum for alleged corruption, for insufficient hostility toward illegal immigration, for being soft on abortion providers. The assault voided a lifetime of McCollum’s toil in the party vineyards, vaulting the previously unknown Scott into the lead in polls by early June. Worse yet, from a Republican point of view, Scott drove up McCollum’s negatives, and increasingly his own, to toxic levels, handing Democrat Alex Sink the lead in a July general election poll. And now McCollum, fighting for his life, is striking back, drawing as much publicity as he can to Scott’s questionable past, especially the Medicare fraud case against Columbia-HCA.

So the question is: Would Rick Scott have been in a position to carry out what is beginning to look like a murder-suicide pact on the GOP’s gubernatorial prospects if he hadn’t been able to identify himself as an “outsider conservative” with close ties to the Tea Party? That’s not likely, but it’s no less likely than the remarkable epiphanies that have made career pols of marginal relevance such as Jim DeMint and Sharron Angle into apostles of an exciting new citizens’ movement. So the next time you hear a candidate posturing on behalf of the Tea Party, squint and try to imagine what they were like in their former lives. Many of them have only found respectability through the healing power of tea.

Midwestern Primary Gleanings

Yesterday’s primaries in Kansas, Michigan and Missouri didn’t get a whole lot of national attention, but they produced some interesting results.

As I mentioned yesterday, MI gubernatorial candidate Rick Snyder ran a campaign very much at odds with the CW that the only way to win a GOP primary is to loudly and repeatedly proclaim one’s fidelity to conservative principles and policy positions. The self-proclaimed “nerd” won handily, with 36% of the vote as compared to 27% for congressman Pete Hoekstra and a very disappointing 23% for Attorney General Mike Cox.

Since Snyder explicitly appealed for crossover votes, political detectives (myself included) will try to figure out if that was a big factor in his victory. It was rather interesting that turnout tilted 2-1 Republican in a state that hasn’t gone Republican in a presidential contest since 1988. Certainly the idea that Democrats got involved in a Republican primary will be a source of consolation to conservatives who are none too happy with the results.

Meanwhile, the Democratic gubernatorial candidate known for “centrism,” House Speaker Andy Dillon, didn’t do so well, losing to labor-backed Lansing mayor Virg Bernero by a 59-41 margin. Bernero edged Dillon in his Detroit-area base and then waxed him in heavily unionized areas elsewhere.

The other big Democratic news from Michigan was the defeat of Rep. Carolyn Cheeks Kilpatrick by state senator Hansen Clarke, a development generally attributed to the disastrous decline and fall of her son, former Detroit mayor and current prison inmate Kwame Kilpatrick.

Elsewhere Republicans made the most news and the CW pretty much held. In KS, in a contest dominated by conflicting claims of superior conservatism, Rep. Jerry Moran defeated Rep. Todd Tiahrt by a 50-45 margin, mainly by running up a bigger vote in his own House district. In terms of national endorsements, it was a win for Jim DeMint and a loss for Sarah Palin and Tom Tancredo.

In House races, the big winner on the night was probably the Club for Growth, whichbacked winning candidates in three crowded GOP primaries (MI-3, KS-1 and KS-4). In MI-1, Bart Stupak’s district, where a competitive race is expected in November, add another data point to the Every Vote Counts argument, as exactly one vote separated the two leading Republican candidates (a recount is pending).

And offsetting their bad news from the Michigan governor’s race, conservatives today are crowing about the results of a referendum in Missouri over a proposed state law aimed at blocking implementation of federal health reform legislation. Proposition C, which essentially challenges the U.S. Constitution’s Supremacy Clause by outlawing mandated health insurance, won by a 71-29 margin, which is very impressive until you realize that primary turnout in Missouri was 2-1 Republican. In any event, the referendum will have no practical effect, but that won’t keep conservatives from bragging about it.

A Week of Decisive Primaries

This week’s political menu features four state primaries, today in Kansas, Michigan and Missouri, and on Thursday in Tennessee. Since none of these states have 50 percent requirements for party nominations, the primaries will be decisive, and in many cases involving large fields of candidates and low turnout rates, nominees will head towards November without a whole lot in the way of demonstrated public appeal.

Speaking of low turnout, estimates are that about 20 percent of Kansans (a closed primary state) will vote today, with perhaps 25 percent in Michigan and Missouri (open primary states).

The marquee events in Michigan are competitive gubernatorial primaries in both parties (Democratic Gov. Jennifer Granholm is term-limited). On the Democratic side, House Speaker Andy Dillon, generally regarded as a moderate, held the lead for months, but seems to have lost it to a late surge by labor-backed Lansing mayor Virg Bernero. According to a survey last week from Michigan-based EPIC-MRA, Bernero leads Dillon 40-32, though the undecided vote remains high. On the margins, the Democratic turnout could be influenced by the high-profile efforts of one Republican candidate, former Gateway executive Rick Snyder, to encourage a crossover vote (Michigan allows voters to choose which primary they will participate in after they enter the voting booth).

That same EPIC-MRA poll shows Snyder, who has outspent his opponents using personal wealth, in a very close three-way race for the GOP nomination against Attorney General Mike Cox and Rep. Peter Hoekstra. Lingering back in the pack is Oakland County Sheriff Mike Bouchard, the favorite candidate of Michigan-bred Guitar-Idol-turned-Right-Wing-Activist Ted Nugent. As is often the case in this year’s GOP primaries, Hoekstra and Cox are engaged in a more-conservative-than-thou competition.  But unusually, Snyder is content to be labeled a “moderate,” and has accepted an endorsement from longtime Republican Gov. Bill Milliken, who in turn endorsed the last two Democratic presidential nominees. Former Congressman Joe Schwarz, widely reviled as a RINO by Michigan conservatives, is heading up an outreach program for Snyder among Democratic and independents. If this works, the iron control of the GOP nationally by the conservative movement will relax the slightest bit, and if it fails, it will be an object lesson to would-be Republican moderates everywhere.

There are a host of competitive congressional primaries in Michigan today, mostly on the Republican side, where candidates will battle for nominations for three open seats (two now held by Republicans, including gubernatorial candidate Hoekstra and fellow-West-Michigander Vern Ehlers, and one now held by retiring Democrat Rep. Bart Stupak), and for the right to take on theoretically vulnerable Democratic freshmen Mark Schauer and Gary Peters. Among Democrats, the big races involve challenges to long-time incumbents, with Detroit Congresswoman Carolyn Cheeks Kilpatrick in very big trouble (in no small part because of the sins of her son, former mayor Kwame Kilpatrick). Having won re-nomination two years ago against a divided field, Kilpatrick is now in danger of losing to State Senator Hansen Clarke.  The incumbent has fought back with endorsements and campaign appearances from Jesse Jackson, Sr., and Jim Clyburne, but nobody will be surprised if she becomes the fourth House incumbent to lose in a primary so far this year. Another incumbent unlikely to meet that fate is Sandy Levin, who is burying challenger State Senator Mike Switalski in heavy spending and active campaigning (securing fundraising help from Bill Clinton).

In Missouri, the race to succeed retiring Republican Sen. Kit Bond will be formalized today, with Democrat Robin Carnahan facing only token opposition, and Rep. Roy Blunt likely defeating Tea Party favorite, State Senator Chuck Purgason. Blunt did a good job of recruiting national conservative support, most notably the chair of the new House Tea Party Caucus, Michele Bachmann of Minnesota. The Carnahan-Blunt race will match representatives of Missouri’s two most prominent political dynasties; Roy is the father of former Gov. Matt Blunt, while Robin is the daughter of Mel (governor) and Jean (senator) Carnahan.

The hottest House race in MO is the Republican contest to choose an opponent for House Armed Services Committee Chairman Rep. Ike Skelton, who represents an increasingly conservative district that routinely goes Republican in presidential elections. State Senator Bill Stouffer appears to be the GOP establishment’s choice, while Vickie Hartzler is a longtime Christian Right activist. With a ton of minor candidates on the ballot, these two stand out, and Skelton hopes to drown the winner financially.  He does have a long record of winning big in this district, dating back to 1976,

Over in Kansas, the marquee race is the Republican nomination to succeed Sen. Sam Brownback, who’s running for governor. Two incumbent Republican House members, Todd Tiahrt and Jerry Moran, are locked in a relatively close contest dominated by Tiahrt’s efforts to play the “true conservative” card against front-runner Moran. While Tiahrt has been endorsed by Sarah Palin and Tom Tancredo, Moran has countered with his own endorsement from Jim DeMint, and by becoming a charter member (along with Tiahrt) of the House Tea Party Caucus. Geography may matter a lot in this race; Moran’s expected to do well in his central-west Kansas district, and Tiahrt in his Wichita-based district. The key could be performance in the 3rd district that includes socially moderate Kansas City suburbs, where Moran’s reputation for grinding his teeth a bit less than Tiahrt on issues like abortion could actually help him.

There are competitive Republican primaries in both the Moran and Tiahrt districts, with the latter featuring a long-shot Democratic chance at a pickup thanks to a strong, well-financed candidate, Raj Goyle. In the state’s one current Democratic district, Stephene Moore is trying to succeed her husband, retiring Rep. Dennis Moore, and in the Republican primary, establishment favorite Kevin Yoder, with a big financial advantage, is trying to hold off former State Rep. Patricia Lightner, a favorite of anti-abortion activists.

On Thursday in Tennessee, the big race is the Republican contest for governor (Democratic incumbent Phil Bredeson is term-limited), with the deep pockets of Knoxville Mayor Bill Halsam helping him maintain a lead over Chattanooga-based Rep. Zach Wamp and Lt. Gov. Ron Ramsey.

With all three of the leading candidates hailing from East Tennessee, Haslam’s heavy spending could vault him to a big lead in the middle and western sections of the state. The other two candidates appear to be willing to do just about anything to get free media and seize the coveted “true conservative” mantle.  Wamp had to backtrack a bit after suggesting that he’d be willing to push secession of his state if health reform isn’t repealed. And Ramsey weighed in against construction of an Islamic community center in Mufreesboro, suggesting that the First Amendment might not apply to Muslims on grounds that Islam is “a cult.” Yee-haw.
