False Friends

Today’s big whoop in the manic conservative drive to kill health care reform is a Washington Post op-ed by Pat Caddell and Doug Schoen urging Democrats to abandon reform and work with Republicans on “bipartisan” proposals like “purchasing insurance across state lines, malpractice reform, incrementally increasing coverage,” and so on and so forth.

Now normally I don’t like to get into the motives or personality of people making political arguments, but in this case it’s unavoidable. The only reason anyone on earth is paying any attention to the views of Caddell and Schoen on this subject is that, as they note prominently in the WaPo piece, they used to work as pollsters for Democratic presidents (Schoen for Clinton, though it was really his business partner, Mark Penn, who had the White House account, and Cadell way back in the Carter administration). But the impression they give of being good Democrats who have finally spoken out in exasperation at the folly of health care reform is completely false. Schoen has never been much of a loyal Democrat; his latest enthusiasm has been encouraging a third party. And Caddell has a history of cranky eccentricity dating back at least a few decades. As Jon Chait points out, both of them have become fixtures on Fox News recently.

They are entitled to their opinion like anyone else, but Schoen and Caddell should check their worn-out Party Cards at the door before they write a piece repeating Republican talking points on health care reform.

Devil’s Advocate

Today’s strange quasi-political news is that Tiger Woods has turned to former Bush press secretary Ari Fleischer to help manage public relations for his comeback to the professional golf tour. Fleischer last made national news by becoming the spokesman for college football’s Bowl Championship Series, and earlier represented Mark Maguire and (as they were getting rid of quarterback Brett Favre) the Green Bay Packers, powerfully unpopular clients all.

Ari’s rise to become the hottest ticket in toxic waste management ranks right up there with AIG’s bonuses as a talking point for those who argue that the world is ruled is operated by a malevolent demiurge rather than a just God. But perhaps, as he showed in the White House, he does have a unique talent for combining mediocrity with mendacity, and can protect his embattled clients by boring the news media into submission by repeating lies in a manner designed to induce a trance-like stupor.

Afghanistan: Civilian and Military Casualties Aren’t a Zero-Sum Game

Sarah Holewinski and Jim Morin–two of my friends through the Truman National Security Project –have an excellent op-ed in today’s Christian Science Monitor on a issue that may haunt and confuse many Americans. First, Holewinski and Morin restate something that may still be missed in the public debate–that our forces are primarily in Afghanistan to protect Afghan civilians from the Taliban, not to fight the Taliban directly. This then begs a question Holewinski and Morin ask–if our forces are primarily concerned with protecting Afghans from the Taliban, does that mean more of our guys will die as a consequence?  Here’s their take:

Military families back home want to know: Are troops walking into hell with one hand tied behind their backs? Are civilian lives being spared in exchange for military ones?

The answer to both questions is no.  [...]

Protecting the population isn’t political correctness; it’s a vital military objective and a distinct advantage over an enemy that uses civilians as shields. The drop in civilian casualties is a mark of success.

Allied troop fatalities have meanwhile increased, but efforts to spare civilians are not the cause. Rather, troops are fighting the insurgents where they live – as in Marjah. Taking on the Taliban requires taking that risk. American and allied forces may be walking into hell, but given the right strategy and purpose, they remain free to fight effectively. [...]

Combat is violent, frightening, and confusing, and troops on the ground have both the instinct – and the right – to protect themselves. The critical role for commanders is to convey the lesson taught by the US Army’s Counterinsurgency Field Manual, drafted under Gen. David Petraeus: “Sometimes the more you protect your force, the less secure you may be.”

Military tactics are always balanced against strategic objectives, force protection, and humanitarian imperatives. In Afghanistan, international forces have had more than eight years to figure out what hasn’t worked and what will. The new emphasis on civilian protection is a welcome move toward striking the right balance.

In the Army there is a saying, “Mission First, Soldiers Always.” Safeguarding civilians and taking care of soldiers are not mutually exclusive. We owe our troops as much training, operational guidance, and moral certainty as modern war will allow.

This issue highlights how policy can be distorted and create bad political optics.  This is a nagging problem with the Afghanistan debate.  For example, the public discourse on President Obama’s decision on the war centered on two issues: how many troops, and the right’s false charge that he was “dithering” on what to do.  In that regard, the White House let the debate get away from it because, frankly, thousands of troop numbers grabs headlines in ways that strategy discussions don’t.

So, progressives should heed this op-ed and use it to push back when charges come–from either the left or right–that our troops are dying because we’re allegedly more concerned with Afghans.  There will be casualties, of course, but we have to understand that Afghan casualties vs. American casualties aren’t a zero-sum game.

Can Charlie Crist Switch and Survive?

One of the more interesting ongoing spectacles this year has been the crashing and burning of Republican Florida Gov. Charlie Crist, the once invincible political titan who now appears destined to lose, perhaps badly, a U.S. Senate primary to conservative Tea Party favorite Marco Rubio. Initially, Rubio was considered more or less a nuisance candidate who would keep Crist from straying too far off the conservative reservation. Now, according to a new PPP poll of Florida Republicans, Rubio is trouncing Crist 60-28.

Echoing earlier complaints among Florida Republicans that Crist should have just run for re-election, there’s been talk that the heavily tanned incumbent might switch to the governor’s race (qualifying doesn’t end until April 30). Others have suggested he should get some revenge on conservatives by staying in the Senate race but running as an independent. At 538.com, Nate Silver explores these alternatives, and concludes that Crist should probably either hang it up or run for the Senate as an indie, assuming he’s not interested in a future in the GOP. Turns out switching to the governor’s race isn’t promising:

The same PPP poll that found Crist trailing Rubio by 32 points also found him trailing Bill McCollum, the leading Republican candidate for governor, by 14. That’s not quite as bad a deficit to overcome, but it doesn’t account for the additional annoyance voters might feel if Crist switched races, which could come across as entitled and presumptuous. In addition, the general election could get tricky, as Crist’s approval ratings are tepid and as Democratic candidate Alex Sink — although now trailing McCollum in most polls — is considered a decent candidate.

On the other hand, says Nate, some polls have shown Crist running reasonably well as an indie against Rubio and likely Democratic Senate candidate Kendrick Meek, essentially creating a three-way tie.

Either “switch” by Crist, it’s clear, would be good news for Florida Democrats, giving them a better chance in November while promoting GOP ideological warfare.

But Charlie probably owes it to his dwindling band of friends in the GOP to make up his mind soon. In neighboring Georgia, the news that U.S. Sen. Saxby Chambliss and Gov. Sonny Perdue are hosting an Atlanta fundraiser for Crist has not gone over very well in Georgia Republican circles. If Crist is perceived as double-crossing Florida Republicans, he will become truly radioactive for all who have touched him.

Win Dixie

As we all understand, Republicans are about to have a pretty good election in November. Much of the GOP excitement revolves around congressional races that could unseat “red-state” Democrats who won during the 2006 or 2008 cycles, along with a number of incumbents (some of whom have decided to retire) who have been around much longer. Ground zero for the Republican tsunami is, of course, the Deep South, where in some areas John McCain did better in 2008 than George W. Bush did in 2004, and where every available indicator shows the president to be very unpopular among white voters.

But beneath this storyline, some odd and counterintuitive things are going on. In three Deep South states, Georgia, Alabama, and South Carolina, Democrats have a decent chance of retaking long-lost governorships, in part because of infighting among Republican candidates, and in part because Republican rule in those states has not been terribly successful or popular. It’s far too early to make predictions, but it’s possible that we’re in for a repeat of the astounding gubernatorial Trifecta that Democrats pulled off in those same three states in 1998. That event confounded widespread assessments that the South had become a one-party GOP region, and it could happen again, in even more unlikely circumstances.

Our own appraisal begins in Georgia, with one of the surprise winners of 1998, former Governor Roy Barnes. Barnes lost his reelection bid in 2002 to Sonny Perdue, a party-switching state senator, despite the power of incumbency and a huge financial advantage. Since then, Barnes has regularly admitted his mistakes. And, amazingly enough, in the latest Georgia gubernatorial poll, he’s running ahead of every single Republican candidate.

Meanwhile, Georgia Republicans, who have dominated state politics since 2002, are having some serious problems with their own gubernatorial bench. The consistent frontrunner in the polls, longtime insurance commissioner John Oxendine, is awash in ethics allegations about contributions from the insurance companies that he is responsible for regulating. His record is so blatantly bad that none other than Erick Erickson, the Georgia-based proprietor of the nationally influential, hard-core conservative web site RedState, has said he’d vote for Barnes if Oxendine is the GOP nominee.

Rather pathetically, the alternative to Oxendine and the favorite of some party insiders is Representative Nathan Deal of Georgia’s Ninth District (like Perdue, a party-switcher), who recently said he would resign his congressional seat after a health care vote to concentrate on his gubernatorial campaign. As it happens, Deal’s resignation managed to short-circuit a House Ethics Committee investigation into a no-bid state auto-salvage contract that was awarded to a company which Deal controls. The insider buzz in Atlanta is that Deal was motivated to resign, in part, because of panic among Georgia Republican pooh-bahs who worried that Oxendine would walk away with the gubernatorial nomination on name ID alone.

The rest of the Republican gubernatorial hopefuls are struggling as well. The entire party, and several of the gubernatorial candidates, were tainted by association with disgraced former House Speaker Glenn Richardson, who was forced to resign after a lurid sex-and-lobbying scandal. The one candidate who seems ethically starchy, Secretary of State Karen Handel, has struggled to raise the money necessary to win, and also suffers from the perception that she’s the unpopular Sonny Perdue’s chosen successor.

All these Republican problems could eventually fade, and Roy Barnes must also navigate a Democratic primary against Attorney General Thurbert Baker, a law-’n-order conservative who is one of the nation’s longest-serving African American statewide elected officials (as well as two other lesser but credible opponents). Nevertheless at present, Barnes—or Baker, if he could somehow upset Barnes—looks entirely viable for November.

Next door in Alabama, you’d think that the Democratic gubernatorial frontrunner, Congressman Artur Davis, wouldn’t stand a chance. He’s a member of the much-hated United States Congress; he’s African American; he’s a close personal friend of Barack Obama; and he’s frequently been tagged, like the president, as an Ivy League-educated, twenty-first-century–style black politician. But the sparse public polling available shows Davis in a very strong position for the general election, assuming that he dispenses with a primary challenge from state agriculture commissioner Ron Sparks, who’s been struggling to raise money. Davis, who has long nursed gubernatorial ambitions, carefully tailored his congressional record to Alabama public opinion: He voted against health care reform in the House, and he was also the first Congressional Black Caucus member (and, for that matter, the first one on the Ways and Means Committee) to call for Charlie Rangel to step aside from his powerful chairmanship.

Meanwhile, there is no real frontrunner in the Republican gubernatorial primary, which bids fair to become an ideological flame war. Back in 2002, the “establishment” candidate, state Senator Bradley Byrne, made the fatal mistake of voting for a-tax reform initiative that was soundly defeated in an emphatic expression of Alabamians’ mistrust of government. Tim James, son of former conservative Democratic and Republican Governor Fob James, was one of the main opponents of that initiative, and he will bring it up constantly. Meanwhile Christian Right warhorse Roy Moore, the famous “Ten Commandments Judge,” is actually running second to Byrne in early polls. All of the dynamics in the race will pull the GOP candidates to the hard-right, while Artur Davis continues to occupy the political center; and his candidacy will almost certainly boost African American turnout to near-2008 levels. That means anything could happen in November.

South Carolina is often thought of as the most Republican of Southern states. But Mark Sanford, the disgraced incumbent governor, has complicated his party’s prospects. Meanwhile, an ideological civil war is brewing that reflects the growing tension between the state’s two Republican senators, right-wing bomb thrower Jim DeMint and the more moderate Lindsey Graham (Graham, long suspect among home-state conservatives for his friendship with John McCain and his occasional bipartisanship, has recently been formally censured by two of South Carolina’s county GOP organizations for a variety of sins). As in Georgia and Alabama, the Republican gubernatorial field is a mess: Nobody is a frontrunner and all the candidates are stampeding to the hard right. And I do mean hard right. In a sign of the times, Lieutenant Governor Andre Bauer, who has few friends in the state’s Republican establishment, delivered a speech comparing recipients of subsidized school lunches to “stray animals” who should no longer be fed unconditionally. While he took a few shots from fellow Republicans for his indiscreet language, nobody disputed, and some praised, his basic premise that any form of public assistance corrupts its recipients and should come with some sort of reciprocal obligation.

The frontrunners in early polls are Bauer and Attorney General Henry McMaster. Upstate Congressman Gresham Barrett, who must overcome the opprobrium of voting for TARP, is close behind. Meanwhile, Sanford’s protégé, state Representative Nikki Haley (who was even endorsed by the governor’s ex-wife), is trying to push the campaign hard right by opposing any expenditure of federal stimulus dollars in this high-unemployment state. At a recent candidate forum, when the rivals were pushed to call themselves “DeMint Republicans” or “Graham Republicans,” Bauer and Haley flatly identified with DeMint, while McMasters and Barrett dodged the question.

On the Democratic side, a Rasmussen poll in December showed the front-running Democrat, State School Superintendent Jim Rex, actually beating Bauer and running within single digits against other GOP candidates. (State Representative Vincent Sheheen is also a credible Democratic candidate). Again, anything could happen, but the assumption that Republicans have a lock on this state’s elections is as dubious as the same assumption back in 1998.

So, at a time when Democrats are despairing of good news, it’s important to understand that the donkey isn’t quite dead, even in the Deep South. There are consequences to Republican extremism and malfeasance in office. And, when GOP candidates battle for first place on the crazy train of contemporary conservatism, it’s Democrats who stand to benefit.

Short-Circuiting Ethics

The House Ethics Committee investigation of House Ways & Means Committee Chairman Rep. Charlie Rangel (D-N.Y.) has gotten a lot of attention recently. But there’s a new development on the House ethics front that merits a closer look than it will probably receive, at least nationally.

Georgia Rep. Nathan Deal (R) resigned his seat today, supposedly so he could concentrate on his gubernatorial campaign. But as a conservative blogger in the Peach State immediately noted, this makes zero political sense except as a way to short-circuit an ethics investigation of a state contract held by Deal that was about to get underway:

Deal is giving up the turnout advantage for being the sitting Congressman while the vote for his replacement takes place. GA law calls for a special election to replace Deal, and assuming the special election clears the field for the general election, having an unopposed incumbent running in the 9th when the primary vote for Governor takes place is a major campaign disadvantage for Deal.So why would Deal take the hit on turnout?

The House Ethics Committee came down hard on Charlie Rangel last week. The next case up was to look at Deal’s use of his Congressional staff to protect a no-bid State contract here in Georgia. The House ethics committee was due to release their findings in this case any day. Deal’s resignation probably makes this go away.

So, Deal can campaign full time after tomorrow. If he’s no longer a member of Congress, he can’t be on the list of CREW’s most unethical Congressmen anymore.

This is interesting in no small part because Georgia’s crowded Republican gubernatorial primary primary has become something of a quagmire of ethics issues. State insurance commissioner John Oxendine, who has been the front-runner in the polls for many months, is battling a variety of ethics charges relating to his fundraising efforts among the insurance companies he is responsible for regulating. And several other candidates are struggling to overcome the perception of a cover-up of a recent sex-with-a-utility-lobbyist scandal that ultimately forced state House Speaker Glenn Richardson from office.

It probably doesn’t help that Richardson was replaced in the legislature in a special election last week by another Christian Right activist who has admitted an affair with his mother-in-law while his first wife was heavy with child.

The broader lesson is that Republicans are not exempt from the ongoing anti-government, anti-incumbent popular mood. While they certainly want to promote the idea that voters are only interested in punishing politicians who support economic stimulus funds or health care reform, there are other sins that do not bear exposure in the current climate. And wherever GOPers are entrenched in office, as they are in much of the Deep South, ethics problems are rarely too far beneath the surface.

Update: Deal’s resignation, currently slated to take affect on March 8, could affect the outcome of the expected razor-thin vote on health care reform, due to occur early in April. If nothing else, Deal’s action should offest the decision last week by Democratic Rep. Neil Abercrombie’s to resign his House seat for a gubernatorial campaign in Hawaii.

Summit Spectacle

Like many of you, I’ve been watching the health care summit, and can’t decide just yet if it’s a spectacle of complex drama, or just one of the longest congressional hearings to be broadcast in a long time. For those unfamiliar with congressional events, the preliminary throat-clearing and personal preening must be excrutiating.

The Republican strategy for this event is pretty clear already: act like the administration is doing something really outrageous by using reconciliation to finalize the health care legislation already passed by both Houses. As I mentioned yesterday, this is factually ludicrous, but repeating talking points does sometimes work.

It’s pretty interesting that tea partiers are protesting the very existence of the event outside Blair House. Appointing themselves representatives of the people, and making unconditional demands on their behalf, has been a hallmark of their movement all along.

Bayh: Filibuster Must Be Reformed

Last week, Evan Bayh came under fire from some progressives for leaving the Senate and likely handing his seat to a Republican in conservative Indiana. But this weekend, some of those same critics have some kinder words for the Indiana senator.

Bayh wrote a lengthy op-ed for the New York Times taking on a subject that’s been very much on the minds of Democrats these days: the filibuster. After offering some suggestions to improve cross-party relations, he presents some concrete proposals to end the abuse of filibusters:

For this reason, filibusters should require 35 senators to sign a public petition and make a commitment to continually debate an issue in reality, not just in theory. Those who obstruct the Senate should pay a price in public notoriety and physical exhaustion. That would lead to a significant decline in frivolous filibusters.

Filibusters should also be limited to no more than one for any piece of legislation. Currently, the decision to begin debate on a bill can be filibustered, followed by another filibuster on each amendment, followed by yet another filibuster before a final vote. This leads to multiple legislative delays and effectively grinds the Senate to a halt.

What’s more, the number of votes needed to overcome a filibuster should be reduced to 55 from 60. During my father’s era, filibusters were commonly used to block civil rights legislation and, in 1975, the requisite number of votes was reduced to 60 from 67. The challenges facing the country today are so substantial that further delay imperils the Republic and warrants another reduction in the supermajority requirement.

These are good ideas. Having sat in the Senate for 11 years now, Bayh has had a courtside view of the transformation of the filibuster into a tool for obstructing routine business by a minority party determined to grind government to a halt. As the chart below (from Norm Ornstein) demonstrates, the number of cloture motions to end filibusters took a dramatic jump in the 110th Congress:

Keep in mind: that chart only goes up to the end of the previous Congress. Updated through this one, it won’t look much better.

When Bayh announced his retirement, there was some skepticism about his stated reason for leaving, which he said was an increasingly dysfunctional Senate that prevented public problems from being solved. If you care so much, some said (with justification), why don’t you stay there and fix it? Well, it seems Bayh was, in fact, serious about his concerns. And now, it looks like he’s using the attention that his retirement has attracted to shine a spotlight on a procedural tactic that’s impeding our government’s ability to govern. If he keeps up the pressure and builds momentum toward an enduring fix of the filibuster, then that’ll be quite the twist to this drama: Evan Bayh had to leave the Senate to save it.

Where Have All the GOP Moderates Gone?

Peter Beinart has a must-read in Time on the rise of what he calls “vicious-circle politics”: the Republican strategy of using government gridlock and failure to win control of government. Beinart points out that GOP obstructionism in the Obama era has its roots in the Gingrich Congress, when congressional Republicans turned into an art form the use of polarization to stymie government and make the case to a frustrated public that they needed to evict the party in power.

He tracks its origins to the “great sorting-out,” the post-’60s alignment of party, region, and ideology that purified both parties, with conservative Democrats from the South and moderate Republicans from the North gradually switching sides.

But it wasn’t until the Republicans were knocked out of power in the 1990s that vicious-circle politics became an active GOP strategy. Beinart writes:

In the Clinton years, Senate Republicans began a kind of permanent filibuster. “Whereas the filibusters of the past were mainly the weapon of last resort,” scholars Catherine Fisk and Erwin Chemerinsky noted in 1997, “now filibusters are a part of daily life.” For a while, the remaining GOP moderates cried foul and joined with Democrats to break filibusters on things like campaign finance and voter registration. But in doing so, the moderates helped doom themselves. After moderates broke a 1993 filibuster on campaign finance, GOP conservatives publicly accused them of “stabbing us in the back.” Their pictures were taken off the wall at the offices of the Republican Senate campaign committee. “What do these so-called moderates have in common?” conservative bigwig Grover Norquist would later declare. “They’re 70 years old. They’re not running again. They’re gonna be dead soon. So while they’re annoying, within the Republican Party our problems are dying.”

In Clinton’s first two years in office, the Gingrich Republicans learned that the vicious circle works. While filibusters were occasionally broken, they also brought much of Clinton’s agenda to a halt, and they made Washington look pathetic. In one case, GOP Senators successfully filibustered changes to a 122-year-old mining act, thus forcing the government to sell roughly $10 billion worth of gold rights to a Canadian company for less than $10,000. In another, Republicans filibustered legislation that would have applied employment laws to members of Congress — a reform they had loudly demanded.

With these acts of legislative sabotage, Republicans tapped into a deep truth about the American people: they hate political squabbling, and they take out their anger on whoever is in charge. So when the Gingrich Republicans carried out a virtual sit-down strike during Clinton’s first two years, the public mood turned nasty. By 1994, trust in government was at an all-time low, which suited the Republicans fine, since their major line of attack against Clinton’s health care plan was that it would empower government. Clintoncare collapsed, Democrats lost Congress, and Republicans learned the secrets of vicious-circle politics: When the parties are polarized, it’s easy to keep anything from getting done. When nothing gets done, people turn against government. When you’re the party out of power and the party that reviles government, you win.

In the Obama era, with the congressional Republican caucus smaller and purer than it has been in a long time, the GOP has pursued vicious-circle politics on steroids. It’s a depressing — and depressingly familiar — picture that Beinart paints.

While Beinart acknowledges that Democrats might one day use the same strategy to stonewall a Republican administration, he notes correctly that the tactic fits better in the GOP playbook: “Winning elections by making government look foolish is a more natural strategy for the antigovernment party.” That observation raises another frightening prospect: absent filibuster-proof majorities, can major legislation only pass now with a Republican administration and Congress? Because all the moderates are now on the Democratic side, and because progressives — moderate or liberal — are less likely to see gumming up the works as a desirable end in itself, is it possible that only Republican-driven initiatives that could get moderate support will be the only way major legislation gets passed?

Beinart offers some solutions to break the vicious circle: opening more primaries to independents (like in New Hampshire); more Crossfire-style programs to counteract the ideological ghettoization on cable news; more Ross Perots who can light a fire under both parties to break the gridlock.

Whether you think them effective or not, those proposals will take years to enact. The Democrats need to govern now. And here’s the thing: they can. There are 18 more of them in the Senate, over 70 more of them in the House — not filibuster-proof, but certainly enough to get some things passed through reconciliation. Here’s what it all boils down to: In the face of a unified opposition bent on making sure they don’t get anything done, will Democrats band together, fight back, and govern proudly? Or will they shrink from the challenge and, in fact, get nothing done?

“Moderates” and “Independents”–Not the Same Thing

One of the frustrating things about contemporary political analysis is the frequency with which key terms get used in a very sloppy manner that reflects highly biased or inaccurate assumptions. A perpetual example is the use of “independent” and “moderate” as interchangeable words for unaffiliated voters. Tom Jensen of Public Policy Polling explains why this can be so misleading:

One of the media mistakes that drives me the most nuts is when ‘moderates’ are conflated with ‘independents.’ This is most commonly a foible of TV news.Democrats are in trouble with independents right now. They are not, however, in trouble with moderates.

Independents as a group of voters are somewhat conservative leaning. Our last national poll found that 56% of independents were moderates but that among the rest 33% were conservatives to just 11% liberals. Overall independents were planning to vote Republican for Congress this year by a 40-27 margin. But break that out a little further and while conservative independents are tending toward the GOP by a 68-7 margin moderate independents are tied up at 33. And among all moderates — since moderates continue to identify more as Democrats than Republicans — Democrats lead 46-31 on the generic ballot.

It’s a similar story when it comes to moderates and independents and Barack Obama’s approval rating. Independents are split 48/48 on Obama. But moderates approve of him by a 62/34 margin.

Now there are also inherent problems with conducting political analysis based on self-identification of party or ideology; many “conservative” independents actually favor progressive policy views but call themselves conservatives for some essentially non-political reason; and many “independents” are actually reliable partisans who don’t like to be thought of as such. But if you are going to use such terms, Jensen is right, it’s important to keep them straight. And in terms of current political conditions, people who consider themselves “moderate” don’t seem to think President Obama is some crazy socialist.

Evan Bayh Packs It In

It is to Evan Bayh’s enormous credit that he never settled comfortably into the Washington political scene. His decision to pack it in, after 12 years, is a loss to his party, and even more to his country. Most of all, it’s a withering rebuke to Congress, which seems to have lost the knack for governing.

If anyone could have been expected to make a seamless transition to the national political stage, it was Bayh, the handsome, dutiful son of former U.S. Senator Birch Bayh. But from his arrival here in 1998, Bayh seemed frustrated with the ideological and partisan hothouse that is contemporary Washington.

Maybe that’s because Bayh was a popular, two-term governor of Indiana who built a solid record of progressive reform in a fairly conservative state. He isn’t the first ex-governor to bring an executive temperament to Congress, only to feel stymied in an institution where partisan power struggles and the evasion of hard choices often trump public problem-solving.

Bayh nonetheless has distinguished himself as a leader of his party’s pragmatic wing, as a former chairman of the Democratic Leadership Council and key organizer of an influential group of centrist Senate Democrats. In the Senate, he has championed the economic prospects of working Americans, like the many who have lost jobs in Indiana’s troubled manufacturing sector. He has been a stalwart for fiscal discipline, echoing the Jeffersonian view (best articulated by John Randolph of Virginia) that elected officials should spend every public dollar as if it were their own. And Bayh has filled a critical vacuum in the Democratic Party for credible, tough-minded voices on national security and foreign policy.

Bayh’s earnest centrism and refusal to put partisanship over considerations of national interest have not endeared him to the Democratic left. Some self-appointed commissars of ideological correctness are even saying “good riddance” to the Indiana Democrat. This is monumentally dumb.

If Democrats want to become the nation’s majority party again, it can only be as a broad coalition of pragmatic centrists and liberals, including a large dollop of the independent voters who have been drifting away from the party since the 2008 election. However overrepresented they may be in the chattering class, liberal purists constitute less than a quarter of the national electorate.

In fact, Democrats should worry plenty about Bayh’s decision. With the midterm election looming, the last thing they want to do is give the impression of a party hostile to pragmatic centrists and independents who have similar views. And the departure of a serious, public-spirited leader of Bayh’s caliber can only deepen the public’s jaundiced view of Congress.

“There is too much partisanship and…too much narrow ideology in Washington,“ Bayh said in explaining his decision not to seek reelection. “Even at a time of enormous national challenge, the people’s business is not getting done.”

That’s right, and it’s a big problem for the governing party.

Bayh and the Median Voter

The big political news from the President’s Day weekend was the surprise retirement announcement of Indiana Democratic Sen. Evan Bayh. According to reports, the decision was so sudden that even some staff members were taken by surprise.

The peerless Nate Silver has come up with an analysis of what this means for Democrats:

Of the 59 Senate Democrats in the current Congress, he was the 2nd most conservative after Ben Nelson, according to the DW-NOMINATE database. Nevertheless, because he comes from a fairly red state, Bayh was reasonably valuable to his party, ranking about in the middle of the pack among all Democratic Senators based on his roll call votes.

Throughout his career, Bayh has come under fire from the left for his resolutely centrist positions. But such criticisms almost always leave out the political context in which moderates like him operate. As Silver points out, Bayh was representing a generally conservative state (it’s R+5 according to the Partisan Voting Index) in which the chances of a Democrat being elected are about 40 percent. And yet, according to Silver’s analysis, Bayh’s voting record was actually more liberal than the Indiana norm.

Complain all you want about his unreliability as a Democratic vote, but the fact is that Bayh was to the left of the median voter in his state. Considering the constituency that he had to represent, Bayh was actually a relatively valuable member of the Democratic caucus. Of course, it’s not impossible for Democrats to run a more liberal, populist candidate in Bayh’s place who could win. But the likelier possibility, especially in this environment, is that a Republican far more conservative than the incumbent will take the seat, and an iffy vote for Democrats now becomes a reliable “party of no” vote.

“[T]he fact is that over time, the median voter theorem tends to prevail, and that electing someone slightly to the left of center is usually a win for the liberal party in a slightly-to-the-right-of-center jurisdiction,” Silver concludes. That seems obvious, but it’s a lesson that progressives tend to forget. Indeed, Bayh’s departure has been met by cheers of “Good riddance!” from some progressives. If the objective is to make the progressive tent a little smaller and the conservative one a little bigger, then yes, good riddance indeed.
